Hi Delphine

Following our IRC conversation we have written our thoughts about the idea of local chapters defined by cultural area instead of political borders.

It is a bit long and perhaps more people may be interested in reading or disusing it. So we have added it to our proposal at Meta:

We also have analyzed your proposal of an intermediate status of recognition and we think it is a good idea because of the delay in finding a definite solution whatever it may be.

We think it could be managed with two kinds of agreements:

1) An agreement between Amical Viquipèdia and Local chapters. Today WM FR and WM IT to define the rules in the overlapping areas and in future with WM SP.

2) And an agreement between Wikimedia Foundation and Amical Viquipèdia to allow us the use of the logo as “Partner Organization” and to operate in the territories where there is not a chapter (Andorra) or where there is not a chapter yet (Spain) until the chapter be created.

Find attached the draft agreements we have written.

Of course both are drafts and anything can be changed, it is just to facilitate de conversations by starting with a concrete writing.
