Description
It would be very useful if in the file description of Spoken Wikipedia audio files there were links to jump to the different sections of the article. If one is only interested in a particular section of the article one could jump to it directly and listen to only that. It also gives some orientation where one is currently at when listening to articles and allows to resume more easily or to share a the link with timestamp more easily.
With videos it is possible to specify a start time of the video – see c:Commons:Video#Temporal media fragments.
Linking to chapters is possible on YouTube and probably many users have already noticed some ways this can be useful. For example, I'd like to link the timestamps in the description here and add timestamp links for the different exercises shown here. Many videos already have timestamps in their description but they aren't clickable.
The temporal media fragments works when appending something like ?start=00:26
to an URL to a video on WMC but links to different chapter/section timestamps in the file description would only work if it worked via #start=00:26
.
