A noter que sept pays -le Swaziland, le Bhoutan, Oman, les Emirats arabes unis, le Qatar, le Koweit et Bahrain- ont instauré le suffrage universel et tenu des élections au cours de la décennie 2000, passant ainsi du "rouge" au "vert".
