Do you have any topic or area of specialization within the Wikimedia movement? (max 1000 characters) I’ve been working on the implementation of the Movement Strategy in the Lusophone community since 2021, mostly regarding leadership and capacity building. Coordinating and participating in strategic projects allowed me to develop Wikimedia Movement organizational skills, mainly grant writing and reporting; volunteer management; and collaborative decision-making.
Have you ever held any role or position, either current or past, in the Wikimedia movement? (max 1000 characters) I’ve been a member of
  • LAC Regional Committee, from August 2021 to July 2024;
  • Wikimedia Brasil’s Strategy Committee, since 2022;
  • The Capacity Exchange’s advisory board, since 2022;
  • WikiCon Brasil 2022 and 2025 Executive Committee;
  • Volunteer Supporters Network member since 2024.
Why are you interested in the interim GRDC and what can you contribute? (max 1000 characters) I’m interested in the GRDC because of its importance and impact in how the Wikimedia Movement resources are distributed across communities. I believe that community participation is key for having a truly equitable resource distribution, and want to participate in this process.

As a LAC Committee member my main frustration was that the committees were making decisions based on numbers and criteria defined without their participation. Now I’d like to take this opportunity to be part of these bigger decisions. My main contributions would be

  • a critical and experienced understading of how the resource distribution has been made since the creation of the Regional Committees;
  • a panoramic view of the Wikimedia Movement, its strategy and governance;
  • the perspective of being a grantee in the Wikimedia Movement;
  • and problem-solving and program design skills.
Please share any volunteering or professional experience relevant for the interim GRDC (role, organization, years) (max 1000 characters) I’ve been a member of the LAC Committee for three years, reading, evaluating, providing feedback and following up several grant proposals from affiliates, user groups and projects of the region. I’ve also been involved in global projects of the Wikimedia Movement, such as the Capacity Exchange, and working on the implementation of the Movement Strategy in the Lusophone community, learning about and addressing needs and challenges from communities in Angola, Brazil, Guinea-Bissau, Mozambique, and Portugal.
Describe your skills and experience relevant to the interim GRDC (max 1500 characters) My work on leadership and capacity building is based on designing projects for identifying and addressing challenges and needs of my community. Solving those problems took, and takes, skills such as program design, community research, collaborating with different stakeholders, designing problem-solving strategies, defining roles and responsibilities, defining goals, defining metrics, providing feedback, writing grant proposals and budget management. Even though Brazil is in Latin America, the Lusophone community is distributed through Latin America, Europe and Africa, which gave me experience on working through different time zones and coordinating different cultural and social contexts.
Describe your understanding of the Wikimedia Movement's current resource distribution process. (max 1500 characters) In my understanding, the Wikimedia Movement should have a more equitable way of resource distribution. Even though the Regional Committees fulfill an important role in this process, the communities are still far from the big decisions. The RFCs can decide what projects are being funded, make suggestions and dialogue with the grantees, but are not involved in the decisions of how the regions are defined, how funds are distributed and what are the Wikimedia Movement’s priorities regarding all this process.
How do you think the GRDC could improve the current situation and which priorities do you think it should have? (max 1500 characters) GRDC could improve the current situation by effectively involving the communities in the big decisions, bringing the communities to the center of this process. I believe that the priority should be listening to grantees, RFCs and other Wikimedia Movement stakeholders for evaluating the current ways we distribute resources and identifying needs and challenges for designing a participative and collaborative strategy for resource allocation.
By the end of the pilot in two years, what should the GRDC have accomplished and how should we measure its success? (max 1500 characters) By the end of the piloting phase, I’d like to see the GRDC presenting a clear strategy for the Wikimedia Movement’s resource allocation, based on the evaluation of the current process and primarily focusing on addressing the needs and challenges identified by an open and constant dialogue with the communities. We should know how the resource allocation must be executed, why it should be that way, when it’s going to happen and who will be responsible for each activity and initiative of this process. The underrepresented communities should be the priority if we want to achieve equity, and they must be listened to carefully. In a perfect scenario, GRDC’s work and outcomes should be discussed and known by everyone who is affected by the way our resources are distributed.
