The Wikimedia Foundation (WMF) has a responsibility to donors to ensure the money they give us is spent responsibly and in pursuit of the mission. To that end, the WMF has created an advisory Funds Dissemination Committee (FDC) with the goal of supporting the effective allocation of movement funds for the purpose of achieving Wikimedia’s mission, vision and strategy. The FDC has now finalized and published its 2015-16 Round 1 funding recommendations.
The WMF developed compliance standards, and reviewed each fund-seeking entity in accordance with them. Only entities that substantially met the compliance standards were approved to submit funding requests to the FDC. This round, eleven entities met these standards and submitted funding requests.
The WMF provided the FDC with analyses evaluating the financial statements, annual plans and budgets of all eleven fund-seeking entities, to assist the FDC in assessing each entity’s organizational maturity and ability to plan and execute. In addition, the WMF provided the FDC a review of past performance and compliance.
The FDC, supported by the WMF, evaluated each fund-seeking entity’s plan for alignment with the mission and strategic goals of the Wikimedia movement, as well as the plan’s potential for impact.
I, Lila Tretikov, Executive Director of the Wikimedia Foundation, hereby certify that the FDC 2015-16 Round 1 recommendation meets the Wikimedia Foundation's fiduciary obligations and due process for that part of the process, and is consistent with the mandate of the FDC.
I also acknowledge the FDC's concerns about the review of the WMF's annual plan. We are reviewing our process to build new practices for the future.
