Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Overview of this quarter

The purpose of this section is to provide a brief overview of this report. Please use no more than 1-2 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report.

CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2012, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.

  • A new Executive Director (ED) was hired in August 2013. Subsequent to the inability of the initial ED to contend with the tasks in hand, the board decided to request the assistance of a HR company – specializing in human resources for nonprofit organizations in Israel – to assist in the recruiting of a new ED. This ongoing process negatively affected the chapter’s ability to fulfill its planned goals for 2013. It took six months to locate and train an ED, and this process certainly hampered day-to-day processes. The ultimate result was that a considerable amount of work was temporarily pushed onto the shoulders of the Board of Governors.

HIGHLIGHTS: What were 1–2 important highlights of the past quarter? (These may include successes, challenges, lessons learned.)

The most important highlights of the past quarter were:

  • 10th anniversary celebrations of Wikipedia Israel: in honor of a decade of the Hebrew Wikipedia, a festive meeting was held which was attended by about 100 editors. The event was widely described in the media with a total of 22 reports – from magazine cover stories to TV and radio reports. The most important event involved unique collaboration between WMIL and senior news reporters from Channel 2, the most widely-viewed commercial TV channel in Israel. In this on-going “happening”, five Israeli news reporters wrote Wikipedia articles on a variety of subjects. The project received daily coverage during prime time.
  • Wikimedia Office: In September 2013 we happily occupied a new WMIL office which we hope quickly will come to serve as a gathering place for the community. This is the first time that WMIL has had a place of its own.

WIKI-FOCUS: What Wikimedia projects was your entity focused on (e.g., Wiki Commons, French Wiktionary) this quarter?

  • Wikipedia Israel focused on Wikimedia Commons and Hebrew Wikipedia

GROWTH: How did your entity grow over the past quarter vs. the previous quarter (e.g., Number of active editors reached/involved/added, number of articles created, number of events held, number of partipants reached through workshops)?

The following growth factors were realized during the past quarter:

  • In August, the Hebrew Wikipedia crossed the threshold of 150 thousand unique articles. We celebrate this event by releasing a special icon that was designed especially for the occasion and used in media citations.
  • In the past quarter, we delivered five lectures at educational institutions and professional organizations in Israel. These lectures were well attended.
  • In the past quarter, we held five editing workshops for various projects.
  • In the past quarter we held two tours (as part of "Elef Millim" project) to Petah Tikva and Jerusalem which were attended by about 80 members of the community.
  • In addition we held six working meetings with organizations to foster on-going collaboration.
  • On Thursday, September 12, Wikipedia Israel maintained a stand at the "Night of Scientists" that was held on in Haifa University. At the event, research institutions and science museums from around Israel opened their doors to the public and offered a myriad of activities such as one-on-one meetings with scientists, lab tours, lectures, workshops, scientific demonstrations for the public and concerts. Volunteers from Wikipedia Israel distributed printed information and invited people to learn more about Wikipedia.
  • Towards the beginning of the academic year, we met with the head of the Student Association at Tel Aviv University and together we drafted a letter to the faculty proposing a new concept whereby the results of undergraduate research projects would be prepared as contributions to Wikipedia.

Financial summary

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Program 1

Be’er Sheva Educational Initiative

About a year ago, a Wikipedian who works in the Be'er Sheva municipality proposed an ambitious educational project. The idea was to encourage promising students from the 9th grade to write articles about the city of Be'er Sheva and its surrounding areas. The purpose of the project is to strengthen the identity and the students’ sense of responsibility in regard to the environment. In order to achieve these goals, the project aims to create a large number of articles about Be'er Sheva. The Education Department of the Municipality of Beer Sheva adopted the project and several people made major efforts to make it happen: the Municipal Educational Department’s Director, the Ministry of Education’s Supervisor of the Teaching of Hebrew in the South of Israel and senior teachers from all of the secondary schools in the city. A senior Wikipedian heads the project working with the municipal Education Department.


What are the objectives of this program? Please include metrics.
  • Expanding public discourse on free content and using Wikipedia as a tool to advance the interest and capabilities of the high school students.
  • Writing or editing 40 articles about the city of Be'er Sheva and the surrounding area.
  • Increasing the quantity of free content available about Be'er Sheva.


Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • We conducted a lecture and a workshop for 22 high school teachers.
  • Four volunteers and the Executive Director participated in the lecture and workshop.
  • Lesson plans were developed.


Activities conducted.
  • Recently, four preparatory meetings of the team were held. All the participants are very committed to the project.
  • The workshop for 22 teachers was held.
  • The students will start writing their Wikipedia article after they gain some experience in writing articles for school newspapers, etc.


What worked and what did not?
  • We are concerned that students may be too young to write articles for Wikipedia. On the other hand, the educational staff has complete faith in the ability of the students do so.

Program 2

Wiki Loves Monuments

The Society for the Preservation of Israel’s Heritage Sites and Wikimedia Israel are cooperating in the Wiki Loves Monuments competition which will take place this autumn for the second time.

What are the objectives of this program? Please include metrics.
  • Increasing the quantity of free content.
  • Improve the ties between the chapter and the professional community related to cultural institutions such as the Society for the Preservation of Israel’s Heritage Sites.
  • Publicize the value and diversity of Wikipedia for the public at large with particular emphasis on increasing public awareness in order to generate real involvement in writing and uploading of content.
  • Find new areas of collaboration.


Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • Creating a list of 1,000 heritage sites in Israel.
  • Establishing contacts with professional staff (e.g., Society training staff and volunteers on how to edit Wikipedia; and creating a permanent link between the experts and Hebrew Wikipedia community members, etc.)
  • Recruiting sponsors and financial support prior to the competition.


Activities conducted.
  • The competition website was launched in late August: http://www.wlm.org.il/.
  • At the time the website was launched, we released to the community information about the tours that would be held at heritage sites. We invited members of the community to participate in tours and to volunteer as organizers. Each tour is accompanied by a volunteer from the community.
  • 35 tours, all over Israel, were coordinated by our volunteers. Guides from The Society for the Preservation of Israel’s Heritage Sites led all tours.
  • Two photography workshops were held by professional photographers from the "Galiz School of Photography" which is one of our sponsors.
  • Nine sponsors and supporters maintained this project.
  • The event had broad media coverage with 11 articles in the media.


What worked and what did not?
  • Last year the volunteers prepared the Heritage Sites list. This year, although we received some aid from The Society for the Preservation of Israel’s Heritage Sites, our volunteers did most of the work in increasing and updating the list. They added 100 sites to the list.
  • Raising the support this year was harder than last year. We had to turn to a large number of agencies until we received positive responses.

Program 3

GLAM Wiki Projects

In the past quarter, GLAM project activities have continued as usual. The collaboration with the National Library functions very smoothly and a meeting was held with other potential GLAM institutions.


What are the objectives of this program? Please include metrics.
  • Increase the quantity of free content available in Hebrew.
  • Improving the ties between the chapter and the professional community in cultural Institutions.
  • Publicize GLAM activities and improve the ties between the chapter and the general public.
  • Find new areas of collaboration.


Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • One hundred new files were released to Wikimedia Commons including photographs of the occupation of Jerusalem by British General Allenby in December 1918 and photos of the World War 1 conflict in Palestine.
  • Sixteen sound files of Jewish prayers were released on the occasion of the Jewish New Year.
  • Two editing workshops were conducted: one for librarians and one for the general public. Ten Wikipedians participated in the second workshop. This was the first event attended by the new ED.
  • Two additional collaboration projects with cultural institutions were initiated in 2013:

o Collaboration with the Israeli Philharmonic Orchestra (in planning stages).

o Collaboration with the Israeli Cartoon Museum (in execution stage).

  • As of June 2013, Dror Avi, Wikipedian in residence at the National Library, maintains an active page on Wikipedia – Out of Wikipedian's Diary - devoted to anecdotes, thoughts and special stories from the current GLAM activities.

Activities conducted.
  • A permanent Help Desk was established in the National Library in order to assist Wikipedians who are searching for material for their articles.
  • A training session was conducted for librarians of the National Library.
  • A meeting was held with the Israel Broadcasting Authority in order to receive permission to use photos from their extensive archive.


What worked and what did not?

The past quarter was the holiday period in Israel which significantly reduced the amount of possible institutionalized activities.

  • The Help Desk was successfully initiated and it opened an important channel of communication between the National Library and WMIL. The National Library is extremely enthusiastic about future collaboration with WMIL and undoubtedly this joint effort will continue and evolve during the next quarter. The ED is involved in strategic planning of this partnership.
  • Part of the work program for 2014 includes improving the methodology of the training workshops.


Program 4

Thousand Words

The "Thousand Words" project is a venture that organizes trips around Israel in order to advance the photographic needs of Wikipedia. Its ultimate goal is to encourage participants to upload images to Wikimedia Commons. Many entries in Wikipedia are well written, engaging, and full of vital information but, as the old adage goes, a picture is worth a thousand words. A picture or two certainly gives the reader a better understand of the topic. The first trip were to the historic center of the city of Petah Tikva, which was founded in 1878 by a group religious Jews. The second tour took place in an ancient part of Jerusalem – the City of David. The City of David is the Israeli name for the oldest settled neighborhood of contemporary Jerusalem and a major archaeological site which dates back to the First Temple period.


What are the objectives of this program? Please include metrics.
  • Increase the quantity of free content provided in Hebrew and pictures uploaded to Wikimedia Commons.
  • Creating a sense of community.
  • Improving the quality of articles in Wikipedia.


Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • Encouraging people to write and improve articles. Five to 10 new or vastly improved articles will be considered a success.
  • Participation of 15 to 25 editors from the community in each of the activities will be considered a success.


Activities conducted.
  • In the past quarter we had two tours. The first tour was attended by 20 Wikipedians and the second tour was attended 50 members of the community.
  • Following the tours, about 800 new photos were uploaded to Wikimedia Commons.
  • We have not yet successfully measured the number of articles that were improved.


What worked and what did not?
  • We were able to meet our objectives in terms of number of participants and new free content, but we want to increase the number of tours per quarter. Our biggest challenge is to use these tours as stimulate writing and editing of articles in Wikipedia.


Program 5

Wiki-Air

Wiki-Air is a joint venture between Wikimedia Israel and the Israeli Association of General Aviation. The idea is to create a pool of aerial photographs of the State of Israel, distributed under a free license, to be used in Wikipedia articles and other Wikimedia projects, as well as for free use by the general public. As part of the project, Wikipedia volunteers are flown over parts of Israel to take photographs. These photos will be uploaded to the Wikimedia Commons.


What are the objectives of this program? Please include metrics.


Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • Five flights were organized this quarter.
  • The professional photographer on one of the flights became a Wikipedian following this unique project. His images have not yet been uploaded because he is still working on determining exact coordinates of each picture based upon GPS.


Activities conducted.
  • The flights were successful. The flight paths included cities and important sites in northern and central Israel.
  • One of our major challenges is to commit pilots, who will fly our volunteer photographers, on a more regular series of flights.


What worked and what did not?
  • The big challenge is to locate more pilots who will agree to fly our volunteers. The project depends on the good will of the pilots. We hope that more pilots will take part in this unique project. The volunteer who initiated the project is trying to influence other pilots to get involved.


Lessons learned

Lessons from this quarter

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.

What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • This year we celebrated the 10th anniversary of the Hebrew Wikipedia. The celebration was an opportunity to gather our small and active community to celebrate the growth and prosperity of Hebrew Wikipedia.

We took advantage of the celebration to raise public awareness to the importance of free knowledge and encourage more people to become editors at Wikipedia and other projects of Wikimedia Israel. The media coverage of the 10th anniversary was very significant and many members of the community were interviewed in the media. The media coverage gave us the opportunity to provide a platform to the Wikipeida mission and strengthen the position of the Hebrew Wikipedia.


What were your major setbacks in the past quarter (e.g., programs that were not successful)?

  • As mentioned, we are still investing heavily into stabilizing and institutionalizing the chapter. The board is very busy with many administrative tasks and managing existing projects. Happily, at the end of the quarter, the new ED was recruited. Even before she started to work officially, she took part in board meetings and commenced activities related to the 2014 working plan. The board and the ED are doing their best to bring the chapter back on track.

What factors (organizational, environmental) enabled your success?

  • Good teamwork.
  • Personal commitment of volunteers for all aspects of each project.
  • A sense of purpose with regard to the cause.


What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • The preparation for the WML competition was more challenging than we anticipated. Last year, two of our main volunteers had the time to invest long hours (and even days) in organizing the event. When we started to prepare to WML this year, we did not take into consideration the fact that we needed to recruit more manpower to handle the project.

In order to learn from our experience, we are going to hold two lessons learned meetings: one internal and the second with our partners: The Society for the Preservation of Israel’s Heritage Sites and the Israel Museum.

One of the first ED acts was to locate an office. The board decided to allocate part of the office space as a community room. This choice was part of the strategic planning that wished to strengthen the relationship between the community and the chapter. The decision to rent larger space was a burden on budget whicht originally not designed properly.


What changes might you make in executing your initiatives into the next quarter?

  • In the next quarter the ED will already have a sound understanding of the workings of the chapter. She will take a leading role, parallel to the board. The ED will continue holding meetings with the significant volunteers and partners and gradually will managerial roles from the chairman.
  • An education and academic coordinator will be recruited in the next quarter.
