Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Organizations

Due to failure to achieve common understanding between project partners Estonian Republic 100 project was halted in the beginning of year 2015 and also collaboration with city of Tartu has not progressed. As a result there are no global metrics to be reported in this field of activity.

Telling your program stories - all programs

Education

The goal of the education program is:

to increase the awareness of the younger generation about free culture and free knowledge and

to provide them with skills for contributing to Wikimedia projects.

Means
In order to achieve the goal Wikimedia Eesti set out to implement following means:

1. Introducing Wikipedia on a wider scale in universities, i.e. introducing Wikimedia related activities to curricula,

2. Organizing training events and workshops as a part of a project on a specific field of study (in year 2015, it is environmental awareness),

3. Creation of a nationwide network of teachers using Wikimedia as a study tool in secondary schools,

4. Increasing the involvement of active Wikipedians in order to ensure the quality and suitability of editing related to the education program.

Objectives
Objectives for the program for the year 2015 were:

1. Having at least 2 courses in different university departments where contribution to Wikimedia projects forms an essential part of the curriculum.

2. Have at least 15 teachers from secondary schools integrated to a nationwide network of teachers using Wikimedia as a study tool.

3. Have at least 35 training events and workshops related to the environmental awareness education project.

4. At least 5 active members of Estonian Wikipedia community are actively involved in the education program.

Program specific 2015 targets and benchmarks

Higher education program

1. During the 2015 Spring semester, an article writing bee with at least 25 participants from University of Tartu Viljandi Culture Academy Department of Music and Department of Estonian Native Crafts will be organized. Every participant will add at least 8000 characters to at least one article on Estonian Wikipedia (i.e. in total at least 25 articles will be created or significantly improved).

2. During the 2015 Autumn semester, an article writing bee with at least 25 participants from University of Tartu Viljandi Culture Academy Department of Music and Department of Estonian Native Crafts will be organized. Every participant will add at least 8000 characters to at least one article of Estonian Wikipedia (i.e. in total at least 25 articles will be created or significantly improved).

3. During the 2015 Autumn semester, a Wikipedia assignment of adding 8000 characters to at least one article of Estonian Wikipedia will be part of the academic writing course of the University of Tartu Department of Natural Sciences. At least 200 students will participate on the course.

Secondary school program

Environmental awareness project

What worked well?
  • Ministry of Education and Research approved application of Wikimedia Eesti to restructure project of wikipedization of research work of secondary school students into an online course about Wikipedia, which seems to be a more effective and sustainable way to approach secondary school students;
  • Environmental Awareness project kicked off with new people engaged in training activities;
  • The most active course in University of Tartu continued in year 2015 having Wikipedia editing task as essential part of its curriculum.
What didn't work?
  • Although newly created e-course preparation team had a designated coordinator, the formed group of specialists did not find a good working rhytm and thus the course was not finished for the set deadline;
  • As Estonian Republic 100 project did not receive positive decision from GLAM partners, also negotiations with possible partners in education field were discontinued and thus no new courses were introduced in Viljandi Cultre Acdemy;
  • Tartu Art School illustration project received negative feedback on Wikimedia Commons and number of pictures were deleted, which resulted in pause in this collaboration.
What would you do differently if you planned a similar project?
  • New projects have to have better support from existing Wikimedia Eesti staff and volunteers, so they can be well introduced to the movement and feel well supported in their work. Lack of support was the main reason behind e-course team and environmental awareness teams being rather unsuccessful.
  • Although engaging new partners with an overarching project seems generally a good idea, it does not always work. It is important to continue negotiations and discussions with possible partners even in the case where overarching big project does not take place - it is still possible to work individually on smaller projects. Partnership with Viljandi Culture Academy could have been maintained.
  • It is important to have a competent feedback group in Wikimedia Eesti to evaluate different work done in education projects, which also helps to avoid mistakes and improve quality of created content. Picture deletion related to illustration project could have certainly avoided that way and also creation of education program would be more easily accepted by the existing community.

Wikimedia Eesti has taken the education program on as a main focus of activity. To develop such a project in Estonia makes all the sense in the world, because of Estonia’s general predisposition to innovation and all things online. However, and unexpectedly, this environment prone to new e-projects that should be advantageous for Wikipedia has proven instead to be somewhat of an obstacle for the education program.

It has become apparent that if our angle was going to be just any online-based course, the time for introducing it in Estonia’s schools was 10 years ago. Today, there are a plethora of courses more or less online, e-school was introduced years ago (a system used by Estonian schools to give students their assignments and other information, give feedback, grade, and keep the parents informed) and the supply of online tools and courses for schools and universities has by far surpassed the demand. As such, the schools weren’t really responsive to Wikimedia Eesti’s first attempts of approaching them about integrating Wikipedia assignments into classes, since there are many competing similar online programs intended for schools and it would have been just one more thing online for teachers to handle. Due to this, the results of our education program in secondary schools were not as good as we would have hoped, with both the number of participating schools and the activity in schools that did participate being much lower than expected.

We have since revised our strategy to take into account the probable main reason schools didn’t find our package to be very attractive - the added workload for the teachers, who would usually have to oversee many assignments. Therefore, we have decided to develop such an e-course where the administrative side of things would be handled by the school in as small extent as possible (see the [[:et:Vikipeedia:E-kursus/2016-kevad|pilot of the course] on Estonian Wikipedia). We will find people from the outside who would be responsible for the day-to-day running of the online course and include experts, teachers and academics into designing the course to make it as effective as possible. Our goal would be to create a self-managing online course that would develop as many different skillsets as possible - searching for information, source criticism, fact-checking, written academic self-expression - without putting any more strain on the school administration or the teachers, but rather relying on the students’ initiative. Surely such a solution would be an efficient one in a situation where it’s already 10 years too late.

As part of Wikimedia Eesti microgrant program a tool extremely useful for education program was developed. Namely, WikiComment was created to facilitate the work of educators and feedback teams. This is an environment that pulls Wikipedia article and makes commenting and highlighting activities possible on the article, instead of trying to give full feedback on the discussion or user page on Wikipedia itself. This is an excellent tool that facilitates the work in education program in Estonia, as well as hopefully in other countries and it is also applicable in other fields of Wikimedia (e.g. participatory grantmaking processes etc.).

The most successful educational activity in Estonia continues to be language course in Faculty of Science of University of Tartu. Although there is a certain decline in number of students due to demographic reasons, Wikipedia related assignment continues to be integral part of the course and produces significant amount of content each and every year. There is an extremely high rate of new editors on this course and although editor retention ratio is nearly non-existent it is a good way to introduce the workings of collaborative free encyclopedia to the next generation of information seekers and creators. Community

The goal of the community program is:

to support the activity of present community and

to involve and motivate new members of the community.

Means
In order to achieve the goal Wikimedia Eesti will implement following means:

1. Meet-ups for community members are organized,

2. Informational events targeted towards non-members are organized,

3. Competitions, bees, collecting activities and workshops are organized to actually involve people on wiki,

4. Wikimedia Eesti is in a good contact with international movement and communicates international learnings to local community,

5. Organizing remarkable events and projects helps us to reach out to a wider public,

6. A small microgrants system will be implemented to build up off-wiki activity,

7. Support and motivation will be provided also through internet.

Objectives
Objectives for the program for the year 2015 are:

1. Having at least 9 events for community members (Wikipedia Summer Days, General assemblies, motivational events, wikiexpeditions), engaging at least 25 different members of the community,

2. Participation on larger informational events at least 4 times during the year and having weekly open office hours for people interested, as well as organizing at least 1 wikiexpedition for non-community members. We are looking forward to new editor retention having at least 5 people from the meetings doing at least 10 edits after participation on an event and before the end of the year.

3. Organizing at least 4 article competitions and bees and 3 photo competitions and collections, providing significant improvement to at least 400 articles on Estonian Wikipedia and adding 1350 new pictures to Wikimedia Commons.

4. Wikimedia Eesti will be present in at least 2 international Wikimedia Conferences to share our learnings and to communicate learnings from others to local community,

5. Wikimedia Eesti will organize 2 conferences with a theme of cooperation, making local community also involved in and inspired by international community. 25 QR-codes of the Tartupedia project will be installed and by the end of the year at least 1000 QR scans have been tracked.

6. Microgrants will be distributed if at least one third of organization members vote to support the project.

7. Sending out weekly newsletter of the activities of the chapter to its members will be continued, at least once a week there will be new post on the Facebook page and at least once a month a blog post on Wikimedia Eesti blog.

One application was presented in the first half of 2015 and according to the decision of General Assembly this grant will be funded in the second half of the year. What worked well?
  • Translation bee continues to attract participants and even though Wikimedia CEE Spring overlapped with the translation bee, they were both rather successful. It seems that collaboration with European Commission helps in making the translation bee an esteemed competition, as well as regional collaboration improves the reputation of CEE Spring in local community, resulting in best result from collaborative on-wiki contest.
  • Wiki Loves Earth had a good proactive team and as a result information about the event was well spread, as well as related wikiexpeditions were organized. Good supporting team is a key to success in photo collections and competitive campaigns.
  • General Assembly took place and was a platform for good discussions abut the present situation and future of the chapter.
  • Wikimedia Eesti was well represented on Wikimedia Conference, taking actively part of sessions and being involved with 5 sessions through preparing and/or presenting.
What didn't work?
  • Participation on public informational events was cancelled, because lack of human resources did not enable proper preparations for prospective events and thus the participation was deemed unuseful.
  • Office hours were not popular neither among general public nor community members. Although information about open office hours was shared, it seemingly did not reach its proper audience.
  • No motivational events were organized during first half of the year, as the needs and possible formats were not determined. There were traditional end of the year meetings, but motivational activities for the community and volunteers have to improve.
  • Due to problems regarding overarching Estonian Republic 100 project the cultural heritage bee was not organized, as it would have required good support from possible partners and it did not make sense to organize it without them.
  • Wikimedia Eesti did not use the possibility to use international conferences for outreach activities to the fullest.
What would you do differently if you planned a similar project?
  • Representation of Wikimedia Eesti has to be well planned. To achieve more and to multiply the effect of our actions we have to be visible, but with public representation comes responsibility. In order to have an impact Wikimedia Eesti ought to create a media and event plan, as well as public representation strategy. Without it the public representation is rather meaningless.
  • Wikimedia Eesti has to be more engaged with the community and engage in constructive discussion. This would need designated human resources concentrating on the needs of the community and according to them shaping our programs and events.
  • Lack of media plan also shows in social media activities of Wikimedia Eesti. Irregularity of such activities hinders the effect of performed activities. In general the presence of Wikimedia Eesti in social media should be more structured and better planned.
  • Future international events have to have a wider local impact in motivating community and reaching wider public.

Article contests organized in the Estonian-language Wikipedia have generally yielded good results both in motivating the community members, bringing in new editors and, of course, growing Wikipedia. They have proven to be an especially good way to engage the rather small community of the Estonian-language Wikipedia, by providing a way for active editors to take a much-needed break from their day-to-day work of cleaning up articles, and instead take part in a friendly competition on a variety of subjects. Contests usually concentrate on a specific subject, which is of great help to people who otherwise have difficulty picking a topic to write about (since there are so many interesting subjects that are in need of articles on the Estonian Wikipedia) and also attracts people from outside of the community who are specialized in that given field.

The variety of article contests has also given Wikimedia Eesti a chance to collaborate with numerous institutions over the years, either including them as sponsors or partners, establishing new connections to be cultivated. Wikimedia Eesti has become well-known enough that it is no longer only us who contact institutions in hopes of collaboration - sometimes it’s the other way around, such as in the case of the Lääne-Virumaa article contest, where we were approached by the Lääne-Virumaa county library and the Association of Lääne-Viru Municipalities to help them organize an article contest to improve the visibility of the Lääne-Virumaa county in Wikipedia.

Perhaps our most fruitful and long-standing partnership has been with the European Commission, who has helped us with organizing the translation bee for several years in a row. The translation bees have been among our most successful contests, largely thanks to the input of the EC, who have done extensive promotional work for the contest, bringing in more new editors than for any other competition, and also provided substantial prizes to the best writers, no doubt giving that extra bit of motivation needed for participants to do an even better job. In addition, the translation bee is an excellent opportunity for people who haven’t found their particular field of interest addressed by any of the other article contests, since the translation bee doesn’t have a predetermined subject and allows for a bit more creativity on the participants’ part.

The year 2015 was quite extraordinary in that alongside the translation bee, two other article contests were held in the spring, the CEE Spring and the psychology articles bee. Both contests were smaller in scope compared to the translation bee, for reasons previously mentioned, but nevertheless yielded decent results. The community of the Estonian-language Wikipedia has always voiced their adamant support and desire for article contests, and the fact that we could hold two other contests nearly simultaneously with such a popular event as is the translation bee, and still get good results from all of them, is further proof that such contests are a valuable tool in expanding the Estonian-language Wikipedia and should be continued in the future.

Photo competitions continue to be important part of community and content related activities of Wikimedia Eesti, motivating existing photo community, initiating new contributors and targeting uploaded content. Competitions have also been well supported by wikiexpeditions, i.e. photohunts to determined areas and cultural or natural heritage sites in order to increase their coverage on Commons, but as well in Wikipedia. Also competition and expedition activities have been supported with integration of photos to Wikipedia articles, increasing their value in the sum of all knowledge.

Estonian photo community has been interested in international photo competitions. Wiki Loves Monuments has been organized in Estonia since 2011 and so the competition held in 2015 marked the fifth edition of the local contest. As a result thousands of rather easily accessible cultural heritage sites are already represented in Commons and participation rates and contribution rates are somewhat declining. Nevertheless some new content was acquired with the 2015 edition and collaboration with Estonian National Heritage Board has been maintained. Wiki Loves Earth competition was organized for the second time in Estonia and although there are already nature related competitions in Estonia, as well as volunteer-driven photo collection (HELP) in Estonian photo community, it attracted more participants and contributions than it was expected.

One really successful competition in its field is Science Photo Competition, which was organized as a Wikimedia event for the 4th time in Estonia in 2015 and which has a stable community of contributors. The competition is well built having various categories providing wide range of science related media contributed to Wikimedia Commons, including sets of images, as well as video files. The usage rates for collected material are also high. As a result Wikimedia Eesti with the support of Estonian Research Council organized this event on the international level as European Science Photo Competition which proved to be a successful event with 8 active local organizing teams and collection taking place in 40 countries. There is also a blog post about the idea and event itself available in English.

Wikimedia Eesti has also acknowledged importance of multiplying the effect of the small chapter with international activity. Part of this is related to active participation on international events, like Wikimedia Conference 2015 where input of Wikimedia Eesti was well visible in variety of sessions. On the other hand Wikimedia Eesti has tried to play a notable role in regional or thematic collaboratives like Finno-Ugric Wikipedia collaboration and Central and Eastern Europe Wikimedia collaborative group. In year 2015 Wikimedia Eesti organized 2 international conferences in Estonia related to these collaboratives.

In the beginning of August Finno-Ugric seminar was held for the second time in Estonia with active participation from 9 Finno-Ugric Wikipedias and nearly 30 participants. Partly this event was a platform to discuss situation in smaller minority language Wikipedias, but the emphasis was on practical part and discussion about future projects and collaborative initiatives. Article lists were created to map out important subject and translation tools were introduced. This seminar also served as a good environment for creating network of Finno-Ugric Wikipedians, which makes collaborative effort more sustainable.

Probably the main activity related to international Wikimedia community for Wikimedia Eesti was organization of Wikimedia CEE Meeting 2015 in Estonia. This meeting was a platform for sharing and learning and thus improving local activities in the region, but as well for creating contacts and links and moving towards better collaborative efforts in the future. Also some activities on the meeting were related to capacity building of the participants. More information about the outcomes of the conference can be found in respective PEG report, but generally the conference was a success and had a good input to CEE regional collaborative.

Organizations

The goal of the organizations program is:

to bring quality materials documented in memory institutions and the competence of specialists to a freely accessible environment.

In order to achieve the goal, Wikimedia Eesti set out to implement following means:

1) Realizing an overarching project with partner institutions from the cultural heritage field (currently implementing the project “Wikipedization of the contemporary history of cultural heritage”),

2. Continuing the library project and thus bringing Wikimedia competence to the cultural centres of rural communities,

3. Involve memory institutions of the city of Tartu for publishing some of the precious materials stored in their archives on Commons.

What worked well?
  • Although a common agreement related to Estonian Republic 100 cultural heritage project was not reached and the overarching project was cancelled, there is a possibility of future collaborations with possible partners;
  • There is also continued interest for collaboration with Wikimedia in Tartu Museum and this can have a place in our future plans;
  • Wikimedia Eesti started activities related to public policy, which creates a better framework for future cooperation with organizations.
What didn't work?
  • Wikimedia Eesti spent time in discussing the content for cultural heritage project with a number of partners and also a roundtable was held in the end of the year 2014, but unfortunately it did not materialize in actual project work. It was impossible to agree on subject matter and article lists and so potential project partners disengaged.
  • There was a question about providing content under free license to Commons by Museum of Tartu which was also negotiated with the Ministry of Culture. Unfortunately the answer of ministry was ambiguous and so the collaboration was not continued at this point.
  • Although there have been trainings, Wikimedia Eesti has not managed to create a network of committed libraians.
What would you do differently if you planned a similar project?
  • New projects have to have better support from existing Wikimedia Eesti staff and volunteers, so they can be well introduced to the movement and feel well supported in their work. Lack of support and proactivity was probably the main reason why cultural heritage program did not succeed.
  • Although engaging new partners with an overarching project seems generally a good idea, it does not always work. It is important to continue negotiations and discussions with possible partners even in the case where overarching big project does not take place - it is still possible to work individually on smaller projects.
  • In the field of libraries Wikimedia Eesti lacks proper engagement tactics or strategy and so the activities are not constructed in a way, which would enable us to create a network. There is also a question of lack of human resources and thus support related to our GLAM efforts.
  • Wikimedia Eesti should be actively involved in discussions related to releasing digitized content under free licences in Ministry of Culture to provide a proper framework for memory institutions to operate in.

Featured story

As activities related to organizational partnerships, i.e. GLAMs were not successful in year 2015 it seemed reasonable to put the efforts into improving general background for possible future activities. As a result a ampaign for achieving Freedom of Panorama in Estonia was run. Possible collaboration with GLAM partners will be discussed and continued in 2016. Activities related to Freedom of Panorama campaign are presented in a more detailed manner in respective report. In current report Wikimedia Eesti presents a story written in true storytelling spirit by board member Tanel Pern about one aspect of the campaign.

"Suspense was high on July 9th. Tanel had left the town for a day, yet he still found himself checking his phone for new messages every little while. Had the voting started already? What were the latest news from Strasbourg? Around noon, he had an unexpected phone call: it was a reporter from a national TV channel. He wanted to know what this hubbub in Brussels is all about - and he wanted someone to explain it on camera. Tanel spent the next twenty minutes telling him everything he could. This was followed by another frantic half an hour of trying to find someone to go on TV. Unfortunately, to no avail. But what was all this about?

On July 9th, the European Parliament voted on a report on copyright law, prepared at the initiative of the Pirate Party rep Julia Reda and likely to have great influence on future European copyright regulations. Much to everyone’s surprise, one of the most contested points in the report was the issue of freedom of panorama (FoP): The right to use pictures taken in public spaces. For Wikimedia Estonia, this was a familiar problem. Photos of numerous important sites cannot be used by various Wiki projects, as FoP in Estonia is limited to non-commercial use only. Not content to just sit and wait for the law to be changed, we took it upon ourselves to start actively fighting for a change late last year. The hope was that the upcoming election season would provide an opportunity, as all the political forces in the country would be keen to please potential voters in any possible manner.

Unfortunately, neither us nor our hired PR consultant managed to effect any changes as quickly as we had hoped. The main problem was the lack of awareness of most of those involved: many agreed that it would be common sense to have a copyright exception for photos taken of buildings regardless of their age - and were surprised to hear that it was not so. We learned our lesson from this and have spent a lot of time over the last half a year meeting and discussing the issue with the representatives of different creative professions.

All this provided us with a good basis to lean on when European Wikimedias took coordinated action in support of a less restricted FoP clause in the European Parliament’s report. Wikimedia Estonia published several articles on this issue in our blog as well as in national media, providing the clearest information on the situation, and we were able to communicate the importance of freedom of information. Our international efforts were not quite as successful: a planned joint letter by all Central and Eastern European Wikimedia communities failed to materialize, mainly due to the same low awareness that had hampered our campaign for a national full FoP provision.

Another lesson we have learned is the necessity of a better press strategy. We did not expect the media to take interest in freedom of panorama on their own initiative, as they seemed too focussed on the question of Mediterranean refugees. Lesson learned: Never assume. We did not have anyone ready to give an interview on air. Lesson learned: Be prepared."
