Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Global metrics overview - all programs

Overview

2017 is the first year in Wikimedia Nederland’s new strategic cycle. The basis for this is the Strategy 2017 - 2020.  Key concept in this strategy is that WMNL aims to equally serve editors, knowledge contributors such as GLAM partners, and the readers of the Wikimedia projects. Simultaneously, we want to focus on activities that have substantial measurable impact on the Wikimedia projects, or contribute to creating favourable conditions for such impact in the near future.

Throughout 2017, we were able to make steps towards our new strategic goals. In the second half of the year, progress was hampered because two staffmembers left to pursue new challenges, and three very experienced members (for various reasons) were no longer able to continue their involvement in WMNL-activities. As a result, we scored lower on some metrics than we had hoped.

Some highlights and lessons learned:

• We received a major donation from a private grantmaking foundation.  In consultation with the community, we decided to spread the funding over three years with a focus on the thematic priorities nature and gender gap.  The first activity to be funded will be the women’s hachathon in May 2018.
• Two new Wikipedians in Residence started work: one at the regional heritage organisation Erfgoed Gelderland and one at UNESCO-Nederland. The cooperation with Erfgoed Gelderland is proving to be a valuable and replicable template for working with small GLAMs, who would not have been able to afford a Wikipedian in Residence of their own. Several local museums and archives donated unique content related to regional heritage, and staff were trained to ensure that cooperation will continue after the Residency has ended.
• We are increasingly looking to widen our impact beyond the Netherlands and the Dutch community. The project Nederland and the World is a concrete example. But we are also supporting affiliates in other countries by acting as fiscal sponsor, or through staff exchange visits. We see WMNL not just as the chapter for the Netherlands, but as a clearing house and service station for the global movement. In March, we organised an activity for refugees and in the autumn we started a cooperation with UNESCO to bring in editors from Surinam and Dutch Caribbean communities, and improve content concerning their heritage and history.
• The Wikimedia-community in the Netherlands is very active, but naturally also fairly small. We are beginning to notice activity fatigue: apart from challenges, writing events and competitions organised by WMNL, there are also community-initiated activities which call upon the time and energy of editors. We are becoming very choosy in deciding which activities to organise or participate in, with impact on the Wikimedia-projects an important factor.
• The same applies to processing content donations: although a small number of volunteers enjoy this work and have the necessary skills, they are not always available or interested in a particular donation. In the interest of the readers, we are now bringing in outside help to process the upload of important content. We also continue to train more volunteers and GLAM staff in uploading content via PattyPan.
• Organising small writing events is an appealing activity, both for GLAM partners and volunteers,  and the formula of bringing (novice) editors together to work on a specific topic sounds like common sense. However, we found that results in terms of added content and new editors are negligible. Therefore we have decided to review our approach, restricting our involvement in ad hoc writing events/editor training and focussing resources on developing a high quality training programme and better support for new editors.
• We developed a Wikipedia Manual for new editors. With the help of this manual Wikimedia Nederland wants to give new Wikipedians a roadmap for editing, and smoothen their induction in the editing community.

Program 1: Community health

Activities

E-learning programme on line communication skills

Our partner e-Coach Pro, a small consultancy specialising in online coaching, worked with us on developing an e-Learning programme which will allow Wikimedians to further develop their skills in online communication. This is a training specifically developed for the Wikipedia context. Editors learn how to read messages between the lines of online communication to understand what the sender really wants - and how they can reduce the chance of conflicts and misunderstandings through their reaction. The content was reviewed by a group of experienced Wikipedians to ensure that it meets the needs of the editing community and tested in December by 10 community members. They evaluated it positively and the program was launched in 2018. (Link to e-learning program) We will report on the first results in the 2018 progress report.

Safe space

Generally, interaction with community members is constructive and correct. In 2017, there was one instance where a (banned) Wikimedian resorted to online harassment, bombarding several community members and admins, the members of ArbCom, and WMNL officials with abusive emails. At least on one occasion a mail appeared to contain threats of violence. Because of our responsibility for the safety of staff and visitors to the office, we contacted the local police to ask for advice, and improved security.  ArbCom took the lead in liaising with WMF staff,who took appropriate action. We were in touch with ArbCom throughout, and also reached out to external parties such as a journalist, a well-known internet lawyer and activist, and some of our GLAM partners who were on occasion also included in mails. In the autumn, the individual intensived his emails to GLAM-partners and the media, accusing WMNL of corruption and gross incompetence. We engaged a lawyer (WMNL has legal aid insurance!) who wrote a cease-and-desist letter on our behalf. This appears to have had some effect.

Strengthening social ties: meeting in real life

• New Years reception and award ceremonies

The traditional New Years reception took place on January 21 at Museum Volkenkunde (Museum of Ethnography) in Leiden. Some 80 members of the Dutch community attended. The New Years reception is organised by WMNL but is open to all members of the community.  Increasingly, it is becoming the venue for award ceremonies recognising contributions to the Wikimedia projects. This year, for the second time, WikiOwls were awarded to editors, projects and groups for outstanding contributions. Also, prizes were awarded for best articles during the annual writing contest. Both the owls and the writing-contest are community-led initiatives supported by WMNL.

• WikiSaturdays - and Wiki Fridays!

Wikimedia Netherlands organised the by now traditional bi-weekly WikiZaterdag in 2017. On these Saturdays the Wikimedia Netherlands office is open to volunteers. People come together to work on WMNL projects, to edit Wikipedia together or just for fun. Seventy people visited a WikiZaterdag one or more times in 2017.  Almost half of those came for the monthly gender gap open office. (see program 3 for more details on the gender gap work)

Women editing in the library of Atria - WikiFriday!

In addition, we supported a new form of get-togther; the Wiki Days. Together with Atria, Knowledge Institute for Emancipation and Women's History, the gender gap working group organized twelve Wiki Days. From January 20 onwards, every third Friday of the month a Wiki Friday took place in the Atria library during which a volunteer from the gender group working group was present to help with the editing of Wikipedia. The aim is to motivate more women to participate actively and to make more and better information about women and women's history available. The Atria Wiki Days are drew 48 participants. They are providing a social context for the rather solitary activity of editing.  We find this is particularly relevant for new editors (female or male).

Public libraries also offer space and support to Wikipedia groups. With the Public Library Hengelo, Wikimedia Netherlands started a monthly  Wikikring (Wiki-Circle). Experienced Wikipedia editors and new Wikipedians from the region of Twente can meet and get the chance to learn more about writing, using sources and other aspects of Wikipedia. A similar group started in the public library in Tilburg in the autumn. For more information about our work with libraries, see programme 4.

• Excursion computer museum

For WMNL-members,  we organised a guided tour of the Computer Museum, part of the Special Collections of the University of Amsterdam.  This museum can be visited only by special appointment, and only by a limited number of people at a time. Eight people attended. We very rarely organise ‘members only’ events, but thought this would be a nice way to recognise that we do appreciate and value our members.

• Wikimedia Nederland Conference

The crew of the popular childrens programme 'Het Klokhuis' interviewed Wikipedians during the Wikimedia Nederland Conference. In 2018, they will broadcast a 10 minute mini-documentary about Wikipedia.

On Saturday, November 4, 2017, the 10th Wikimedia Conference Netherlands took place in Meeting Plaza in Utrecht. This was also the last time the conference took place at this familiar location, as Meeting Plaza will move to a new location in 2018. Approximately 100 people participated in the conference, including editors, ICT professionals, journalists, media experts and staff of museums, libraries, archives and educational institutions. The theme of the conference was 'Facts matter', and the future of Wikipedia as a freely accessible and reliable source of knowledge. But it was also about the importance of expanding the number of medical articles via WikiProjectMed and reducing the gender gap. In addition, the winners of the photo contest Wiki Loves Monuments 2017 Netherlands were announced. There was no shortage of media attention. The conference was mentioned in two national newspapers and on national radio.  We continue to be surprised by the interest media show in Wikipedia, usually as a ‘general interest’ item. A nice bonus was the presence of a camera crew from the popular educational children’s programme Het Klokhuis, that is making an episode about Wikipedia to be broadcast severaltimes in 2018. The presentations given at the conference can be found on Commons.

During the conference, we organised a session about the future of this event. Participant numbers are stalling, and we are beginning to think that we are in a rut. The session was interesting in that everyone agreed that the event was becoming repetitious, but also said they enjoyed it very much. Suggestions for improvement were organising the conference with a different partner every year, or making it a two-day event with the Friday focussing on staff from our external partners, and the Saturday focussing on the community.

Program 2: Practical support to the community

Activities

Workshops for volunteers

In 2016 Wikimedia Nederland started a series of workshops where volunteers can share their specialist and technical knowledge with others. Wikimedia Nederland provides expert external trainers and speakers where necessary. This programme was continued in 2017 and workshops were organized on media training, working with google docs and copyright issues. All in al, 30 people took part.

A group of 15 volunteers is involved in editor training and assisting at writing events and editathons. On May 11, WMNL brought them together for the first time to share experiences. The meeting resulted in a ‘do and don’t list’ for the preparation, running and evaluation of writing events and training sessions.  It also produced a number of clear requests for support from WMNL such as developing a good handbook on editing Wikipedia , and facilitating trainer-training.

Two Wikipedians involved in editor training subsequently attended a two-day ‘train-trainer’ course organised by Wikimedia UK programma  in Edinburgh. This is the second time that Dutch Wikimedians attended this course. We are lucky that many Dutch volunteers are sufficiently fluent in English to to take part. They are able to benefit from WMUK’s tried and tested training programme. Even though we pay for the participation of Dutch volunteers, this cooperation provides very good value for money. It would have required a considerable investment of resources to develop our own Dutch train-trainer programme.

Small grants and scholarships

Wikimedia Netherlands also offers travel grants for participation in international meetings:

• six Dutch and Flemish volunteers could participate in Wikimania in Montreal in 2017,
• four at the Wikimedia hackathon in Vienna,
• one to WIkiCite,
• one at the Big Fat Brussels Meeting
• one at the Celtic Knot Conference in Edinburgh
• two at the Wikidata conference in Berlin,
• one at the Wikimedia Diversity Conference in Stockholm.

Concerning the scholarships for Wikimania and the Hackathon, we found it disappointing that all the applications came from Wikimedians who had received scholarships from WMNL before. Next year, we want to specifically target ‘novices’, approaching people directly to encourage them to apply for scholarships.  When talking to Wikimedians, we find that they sometimes think they have to be actively involved in WMNL - activities to be able to apply for a scholarship. In actual fact, we judge applications mainly on expected impact on the Wikimedia projects. As with almost all WMNL programmes, we do not distinguish between members and non-members. (Update: we have granted 5 Wikimania scholarships in 2018, and 3 of those will be to the first-time attendees. All that was required was explicitly stating in the announcement that we wanted to give scholarships to Wikimania-newbies.)

In 2017, a total of eight Foka (small grant) applications were granted for a total amount of €1030.59. This concerned applications for reimbursement entrance fees for events, prize money for writing sessions and the purchase of sound equipment. As in previous years, demand for small grants is low.

Recruiting new volunteers.

During 2017, three highly experienced and skilled volunteers reduced or stopped their involvement with  WMNL. Professional changes (leaving the country to pursue a PhD, becoming an employee of WMF, and finding a fulltime job) meant that they were no longer able to spend much time on Wikimedia volunteer work. Even though the number of volunteers actively involved with WMNL activities overall has doubled since 2013, the departure of these three was a blow to the chapters since all were skilled trainers and organisers. We actively looked for new volunteers and are encouraging others to become more active. Where relevant, we provide training and support to help them take on new roles. Already new talents are beginning to shine through, especially through the gender gap group.

Volunteer or contractor?

The Dutch Wikimedia community is not huge: there are some 1200 active Wikipedians and probably another 100 editors who work exclusively on one of the other projects. Not all of these volunteers are interested in becoming active in Wikimedia Nederland activities - and that is absolutely their choice. However, with the interest of the GLAM and education sectors in cooperating with or contributing to the Wikimedia projects growing, WMNL has found itself in the situation that an interesting activity which could add quality content to the projects is stalled because there are no volunteeers available. This is especially the case with content donations, and in 2017 we decided to give small service contracts to an expert for preparing content donations for upload to Commons. Also for small research projects and writing manuals or 'how to' guides, we sometimes have to turn to free-lancers or contractors. This was especially the case in 2017, when we had vacancies in the office team. On the Dutch labour market, people with knowledge of the wiki-world are few and far between and frequently we find ourselves contracting volunteers who work as free-lancers. These are often also the wikimedians who take on temporary Wikipedian-in-Residence posts. We keep far away from anything that could be interpreted as paid-editing. However, the line between volunteers and contractors is getting fuzzy.

Program 3: Increasing participation and stimulating diversity

Activities

Community diversity: Gendergap

• International women’s day

The gender gap group organized several campaigns around International Women's day. They also launched Facebook campaigns that ran in the week before March 8th. The gendergap volunteers had prepared different ways to contribute in the gendergap project: writing new articles, translation of articles and adding information to articles which are created in advance but still are missing important information. Pageview counts on Wikipedia showed  that the 'stubs page' was more popular than the 'translation page'.

• Writing events

On international Women's day, the #100Wikiwomenchallenge came to an end. Since november 29th 2016 Wikipedia editors published a new article each day. We are proud of the results, the community worked together supported by user Ecritures, who had the lead in this challenge. A new contest started in November 2017, leading up to International Women’s Day 2018 (and was again successful in drawing in experienced wikipedians, male and female) There were writing events at the KNAW (the Royal Academy of Sciences, on female academy members), Amsterdam University and Groningen University (female professors), and the architecture institute NAI (female architects). The 'The women you've never met' contest ran untill april 9th and led to an impressive amount of new pages on Wikipedia.

• Meetups

Regular meetups took place on GendergapWikiFridays at our partner Atria, the institute for gender studies, and the Gendergap WikiSaturdays at the WMNL office.  These are described under Programme 1 - community health.

• Assessing the quality of content: the suffragette movement

With the support of the Wilhelmina Drucker Fundatie, Wikimedia Nederland could start a project that wants to map out whether there is sufficient information of good quality about the Dutch suffragette movement on the Dutch Wikipedia, on Wikimedia Commons and in WikiData. The research will continue into 2018 and the results of the research can be used as a basis for content donations and lists of articles to be created or extended. The start was delayed because of the challenge of finding someone with sufficient knowledge of both Wikipedia and the history of the women's movement. In the end we succeeded in finding a Wikipedian who is also a history graduate with special interest in the 19th century.

• Extra funding.

A large grant by a family fund allowed us to develop extra activities in the gender gap programme. In consultation with the community, we decided on a hackathon for women. The event is planned for May 2018. We have reached out to WMF and WMAT to learn from their experiences in activities aimed at increasing diversity in Tech. The team that organised the 2013 Amsterdam Hackathon is also involved.

Community Diversity: working with immigrant and refugee communities

• Refugees

In February, we were approached by Wikimedian Farah Mustaklem of the Wikimedians of the Levant group, who offered to organise an editor training in Arabic for Syrian refugees in the Netherlands while he was visiting the country.   WMNL got in contact with the NGO SYVNL, set up by Syrian Dutch to support the refugees, and together we organised a training in Zwolle on March 10, attended by 15 people. The participants appreciated the training, but none of them responded when we reached out two months after the event. Because no edit accounts were created during the event, we cannot track activity.

We are interested in pursuing this line of work, as are several other chapters. This would require help and involvement of Arab-speaking Wikipedians.  As there are refugees communities all through Europe, this project might be developed through interchapter cooperation as an online - activity, with local chapters supporting when and where necessary. We will take it up in 2018.

• Carribean and Surinam heritage and history

Both in the framework of Wiki Loves Monuments and the partnership with UNESCO-Nederland, the topic of Caribbean heritage and communities came up. The cooperation with UNESCO Nederland focussed on Dutch entries to the Memory of the World Register, which include documents related to slavery and slave trade. The Wiki Loves Monuments team included monuments from the Dutch Caribean and Surinam in this year’s competition. First steps were made in developing activities aimed at increasing participation from the Caribean and Surinam communities and improving contemt or their heritage and history. This is described in more detail under Programme 7: Nederland and the World

The topic of involving immigrant communities in the Wikimedia projects was also raised when the Turkish government banned access to Wikipedia, and when internal unrest in Morocco affected the Moroccan community in the Netherlands.  In the latter case, there was an increase in editing on NL-Wikipedia concerning the region most affected.

Stimulating participation

• A manual for new editors

From our experience with edit-a-thons and user training, we know that it is difficult for new editors to find answers to practical questions about editing Wikipedia. The information is fragmented and often not very accessible to beginners. Also during introductory trainings 'Edit Wikipedia' at archives, museums and educational institutions, the question whether there was a 'manual for editing Wikipedia' often came up,

A Wikipedia Manual was written by experienced Wikipedians on the initiative of Wikimedia Netherlands. The first version of this manual was made available on Wikimedia Commons in December 2017. In the first quarter of 2018, attention will be paid to the manual via social media, newsletters, the website, training courses and of course Wikipedia with the aim of collecting as much feedback as possible in order to be able to launch an even better second version in the second quarter

The response from the editing community to the Manual was positive.  It helped a lot that several Wikipedians of good standing had been involved. Once the comments are incorporated, a link to the Manual will be included in the welcoming template for new editors.  In an unexpected development, we are now (Q2-2018) in discussion with a publisher who is interested in making the Manual available commercially. The Manual was released under a CC-by-SA licence, so this is remarkable.

Program 4: GLAM-partnerships

GLAM-Wiki coordinators are appointed at more major GLAMs after residencies have ended. Contributing to Wikimedia projects becomes common practice in the GLAM community, also involving smaller GLAMs with specialised collections. GLAMs develop the skills to contribute directly to the Wikimedia-projects, without assistance by volunteers or WMNL. The community welcomes editing by staff of GLAM partners, leading to a more substantial improvement of content on Wikipedia. A wider group of volunteers has the necessary skills to process content donations, mass uploads etc. Public libraries are equipped to develop local activities in support of Wikipedia Activities 2017 Continue to host the GLAM-Wiki group, consisting of Wikipedians in Residence and GLAM-Wiki coordinators. Wikipedians in Residence

At the moment, three Wikimedians in residence are active in the Netherlands. In all cases, WMNL played an active role in developing the residency programmes, fundraising, recruitment and implementing activities.

Working with small GLAMs in Gelderland made available material about local history and culture

Wikimedian in Residence Michelle van Lanschot, started work on January 1st at Erfgoed Gelderland (Gelderland Heritage). The project was developed in cooperation with WMNL, and we also supported fundraising efforts. Michelle van Lanschot, the Wikipedian in Residence at Erfgoed Gelderland,  in cooperation with Wikimedia Nederland organized various projects at a number of small heritage institutions

• Flipje & Streekmuseum Tiel organized a writing session on 8 March for anyone interested in the history of Tiel and the museum's collection.
• Museum het Valkhof paid attention to sharing its knowledge on Wikipedia and Wikimedia Commons.
• In order to supplement Wikipedia with (heritage) subjects from the municipality of Ede, a writing evening was organized in Cultura on 26 January.
• The Heritage Center Achterhoek and Liemers (ECAL) shared a large part of their archives and collections on Wikimedia so that knowledge about the Achterhoek region and identity could be better disseminated.

• From 2 to 15 October there was a Wikipedia writing week about Gelderland.

This residency was an experiment to see whether it was possible to work successfully with several smaller GLAMs in stead of one larger institution. Looking at the enthousiasm of the GLAMs involved and of host-organisation Erfgoed Gelderland, it has proved to be a viable formula. The residency will be prolonged for one year, During the residency, Michelle van Lanschot published a Wikimedia handbook for small GLAMs and she will present her work at the GLAMWIKI conference in Tel Aviv.

• Wikipedians in residence UNESCO Nederland

WMNL supported  the Dutch National Committee of UNESCO in developing a Wikipedian-in-residence programme. Focus was Dutch heritage in Memory of the World, the UNESCO programme to preserve documentary heritage. We also established a link between the Dutch committee and the Wikipedian in Residence currently working at the UNESCO headoffice in Paris.  Sandra Fauconnier was appointed as Wikipedian in Residence from May to July 2017. At three institutions that have a part of the collection on the MoW Register, she provided instruction to employees on how to work with Wikimedia: Utrecht University Library, Zeeland Archives and International Institute for Social History. She helped the institutions with technical and legal advice in adding digital images and other data in Wikisource and Wikidata, and in activating the Wiki community.  UNESCO Nl was inspired by her work to make available resources for another residency in 2018. This time focus will be on Caribbean and Surinam heritage and culture. (See Programme 7 Nederland and the world for more information).

• Wikipedian in residence at Soorten.nl

The third Wikipedian in Residence is working at Soorten.nl, the federation of Dutch NGO's involved in monitoring wildlife. His work is described under project Nature.

Content donations

• Picture books from Koninklijke Bibliotheek

The national library donated 2608 public domain images from 187 historic children's picture books (period 1810-1880) to Wikimedia Commons. The images are taken from the Memory of the Netherlands, to which the KB and the public libraries of Rotterdam, Amsterdam and Deventer have contributed.

• Content donation Cultureel Woordenboek (cultural dictionary)

The Stichting Cultureel Woordenboek (Cultural Dictionary Foundation) donated 971 lemmas from the dictionary to the Wikimedia movement. The Cultural Dictionary explains words and concepts which every educated Dutch person should know and understand. The lemma's donated related to terms that not yet have an article in the Dutch language Wikipedia. The donation was made to commemorate Mr Dolph Kohnstamm stepping down from the Board of the Foundation after many years. Mr Kohnstamm is an active Wikipedian and a friend of free knowledge.

• Netherlands Institute for Military History

The Netherlands Institute for Military History (NIMH) donated a total of 1142 aerial photographs to Wikimedia Commons in 2017. The photographs were taken by the Aviation Technical Department in the period 1920-1940. The photographs are especially interesting from a historical perspective - they show how much has changed in the last 80 years. The collection includes photographs of the former island of Urk (now part of a polder), the Paleis for Volksvlijt in Amsterdam (destroyed by fire in 1929) and the old city center of Rotterdam (bombed in 1940). What is special is that the Wikimedia community added a lot of information about the images to Wikimedia Commons after the upload.

• VPRO

Participants in photo hunt

From May 2017, Dutch public broadcaster VPRO started with the ten-part documentary series The Mind of the Universe. In the series, leading scientists around the world took us along and across the boundaries of science. Unique to this series was that all the film material was  made available under a Creative Commons license. All interviews and all unused material can be accessed and downloaded from a specially designed platform. Thanks in part to the Wikimedia Netherlands mediation, the Wikimedia Foundation gave the Netherlands Institute for Sound and Vision a financial contribution for a series of activities to ensure that the material could be used optimally for the Wikimedia projects. Several video-files have now found their way to Commons but in general uptake by the Wikimedia community was not as enthousiastic as Sound and Vision hoped. They will publish a white paper in 2018, evaluating their experience and exploring future possibilities of public broadcasting and open licence publishing.

Public libraries

• The public library in Hengelo is holding monthly Wikikring Twente meetings where local volunteers get together to work on Wikipedia. They are coached by a Wikimedia Nederland volunteer,

• The Kennemerwaard public library held a photohunt in Egmond aan Zee on 31 March to take pictures of local heritage for Wikimedia Commons. Eight users, of which 6 newly registered, uploaded 53 photos in total.

• The Midden-Brabant public library held a photohunt in Spoorzone in Tilburg on 1 April to take pictures of local heritage for Wikimedia Commons. Uploads can be seen here. Eight users, of which 7 newly registered, uploaded 250 photos in total.
• Significant work has been done on the "activities menu", designed to give libraries (and GLAMs in general) the knowledge to organise Wikimedia-activities. For example, the Wikipedia:GLAM/Edit-a-thon has been entirely rewritten to include a step by step guide to organising a writing event.

#1Lib1Ref

The #1Lib1Ref action ran from 15 January to 3 February this year. Our partner the Koninklijke Bibliotheek (National Library) shared the call to action within the library field of professionals, while WMNL shared it with their educational partners and through social media channels. As in 2016, there was discussion in the Dutch Wikipedia community about the plans, with some editors objecting to adding sources that may have not been originally used in writing the article.

On the Dutch Wikipedia, 22 edits were tagged with #1Lib1Ref, made by 6 different users on 16 different pages for a total of 2646 added bytes. This is slightly higher than the 2016 result, but still very low compared to international results. Suggestions for 2018 include (if the action is continued on Dutch WP):

• setting up a landing page on Dutch WP itself (sending people to Meta and back to WPNL might not work well for people who are not accustomed to different Wikimedia platforms; this should be made as easy as possible),
• trying to reach out to a broader/different audience: researchers instead of librarians,
• trying to find new partners in the education/open knowledge community.

A different approach to editathons and editor training

We are often asked by (GLAM) partners to organise one off writing events, which often double as editor training. We usually discourage these events, as we know that the results in terms of new editors and new content are low. Still, partners like these writing sessions because of the publicity and because it brings visitors to their institution, and volunteers like taking the role of trainer or coach. So, at WMNL we often finds ourselves drawn into organising such events against our better judgement. Over the next months, a number of resources will become available that will make it easier for partners and volunteers to organise such events without involvement of WMNL: the Wikipedia beginners guide, the manual for small GLAMs, and the activity menu developed for public libraries. At WMNL, we want to withdraw from organising one off writing events entirely. Instead, we will focus on developing a solid training programme for editors and for GLAM staff, that will consist of several modules. We will run this training twice a year, with anyone who is interested able to take part. Requests for training will be pointed towards the scheduled programmes. We will only run 'in company' editor training sessions if the organisation involved is committed to a longer running cooperation with Wikimedia Nederland and/or the Wikimedia projects.

Other GLAM-activities

• Erfgoed Leiden

Erfgoed Leiden (Heritage Leiden) organised a Wikimedia-afternoon on 8 May. The afternoon consisted of 2 parts. A general introduction on Wikimedia and archives was open to all and was attended by 17 people. The second part consisted of a small workshop Editing Wikipedia, with a focus on adding images to Wikipedia articles from content donations by Erfgoed Leiden In June and July, we saw articles appearing on NLWIkipedia about Leiden's heritage. In some cases, the contributions were unfortunately not up to scratch and quickly nominated for deletion. We contacted Erfgoed Leiden to offer them further guidance.

• GLAM-Wiki workshop at UNESCO, Paris

WMNL participated in the GLAM-Wiki coordinators meeting held at UNESCO, Paris, 16 to 18 February. This workshop focused on practical support for GLAM-Wiki cooperations. Failures and successes were shared, and developments in the wider Wikimedia movement were discussed. WMNL shared its knowledge on Pattypan (presentation here). The workshop also included a practical training in scripting for Wikidata - a very useful and necessary part to understand how and why Wikidata can be useful for GLAMs. Wikimedia Nederland also supported the organisers by acting as fiscal sponsor for processing scholarships and reimbursements.

• Presentation

Wikimedia Nederland presented on open data and sharing digital collections during the Museumkennisdag (Museum Knowledge Day) in Museum Louwman on 15 May. Around 40 people attended the presentation and discussion, which focused on sharing and retrieving metadata and outreach beyond the core audience. Presentation slides can be found here.

Program 5: Education

Desired change (outcome) Universities and colleges - in particular their teachers and lecturers - are aware of the possibilities to integrate Wikipedia in their curriculum. They have access to tools and materials which makes it easier for them to develop programmes. Students are routinely exposed to contributing to Wikipedia as part of their education. The contributions made by students within the framework of the education programme are welcomed by the community. Wikimedia Nederland has the resources (staff and finances) to support an education programme over a longer period. As a result there is a steady stream of good quality contributions to the Wikimedia projects made by students. Activities 2017 draw attention to/lobby for potential of Wikipedia-work in the curriculum via publications and presentations continue existing partnerships with ITV college for translators, Utrecht Graphic College, Utrecht and Maastricht Universities. develop at least two new partnerships.

Activities

Wikimedia Nederland works together with colleges and universities in the Wikipedia education program. The aim of this is to challenge students and teachers to share their knowledge on Wikipedia, and to give more publicity to sharing free knowledge.

Classes in which students have worked on Wikipedia took place given at Radboud University Nijmegen, Maastricht University and the University of Amsterdam. In most cases, the students were given a general  introduction to Wikimedia - and Wikipedia in particular - as part of the lecture. Wikimedia Nederland gave presentations on the potential role of Wikimedia in education for staff members of Leiden University, Avans University of Applied Sciences and TU Delft.

The University of Amsterdam once more organized the annual summerschool Wikipedia and the Book, in which the participants work together on Wikipedia on topics related to the history of books, printing and publishing. At the University of Utrecht, a trainee uploaded reproductions of medieval manuscripts to Wikimedia Commons under the guidance of UNESCO WiR, and also edited relevant articles on different language versions of Wikipedia and Wikidata.

In 2017, five trainees from the ITV Hogeschool voor Tolken en Vertalen completed their internship at Wikimedia Nederland. As part of this internship they translated 85 articles from French, German and Italian, varying in length from a few hundred words to many thousands. All translations are at the request of a Wikipedia.  In 2017, one of these articles even became featured article.

In 2017, the Hogeschool van Amsterdam started with a small study into the feasibility of a broad Wikimedia / open data minor or bachelor programme. Results are expected in 2018.

• Iconographia Zoologica. Wikimedia Commons was enriched with more than 26,500 animals images from the Artis library. The images are from the Iconographia Zoologica, a collection of zoologist illustrations. The Artis library at the Plantage Middenlaan is part of the special collections of the University of Amsterdam. The collection consists of coloured 19th century drawings. To encourage  use of the images in the Wikimedia projects organized a pictures sprint contest. All the 284 Wikipedia language versions could participate in the contest.

• Following on last year's successful donation of sounds of crickets and grasshoppers, we now processed a donation of 14 sounds of amphibians.
• At the request of a Wikipedian, Museum Naturalis donated images of 13 soil-profiles

QR-code in de Tuin van Kapitein Rommel

• In cooperation with the Garden of Captain Rommel, the volunteers organized a QRpedia project. Throughout the entire Garden of Captain Rommel, 27 small signs with QR codes were placed. Visitors were able to scan this QR code with their smartphone and were then directed to Wikipedia where they found more information about the plant in question.

• In the last two weeks of August, the group organized a theme week with the subject Nature Areas and Bioreserves. Not only could the areas be described (including Natura 2000 areas), but information about the plants and animals that populate these areas could also be edited or added. Nature lovers and interested people were invited to enrich Wikipedia with articles about nature. This resulted in over twenty articles or additions. It was not limited to nature in the Netherlands. There were even a number of articles added about the beautiful nature in New Zealand

Wikipedian in Residence

Sander Turnhout, Wikipedian in Residence at Soorten.nl (platform of Dutch conservation NGOs) organised a training session for conservation volunteers on contributing to Wikimedia Commons and Wikipedia. 4 participants were present at the workshop. He also worked witht e volunteers involved in project nature on processing a content donation by the Vlinderstichting (Butterfly Foundation). All the information was released under a Creative Commons licence. As we mentioned, in our previous report, this residency is not as successful as hoped.

Netherlands and the World Exchange Platform

Wikimedia Nederland launched the Netherlands and the World Exchange Platform. The platform aims to stimulate global re-use of Dutch collections on non-European cultural heritage. In particular, it aims to stimulate collections on countries with which the Netherlands have had historical ties. These countries include Indonesia, Sri Lanka, Brazil, Ghana, Suriname, South Africa, and others. The platform was funded through a grant of the Netherlands Digital Heritage.

The platform also aims to foster contacts between Dutch cultural heritage institutions and Wikimedia contributors across the globe. However, participation is not limited to Wikimedia contributors. Anyone can participate, making it relevant for education and research as well.

The platform is easy to use. After registration, users can post offer/requests notices, depending on whether they are looking for material, or want to offer material for re-use. Statistics on re-use are also available. A flyer on the Netherlands and the World Exchange Platform was circulated among the almost 350 attendees of the Wikimedia Conference 2017. Flyer can be seen here.

As there is direct contact between people looking for material and partners offering materials, it is hard to track results. Another issue to improve is that at the moment  there is no alert when a new message is posted.  This is one of the points we want to tackle when we review the design of the platform. This was planned for Q4 2017, but had to be postponed because of staff shortage.

Activities and events

• Photowalk in Chinsurah

Photowalk in Chinsurah. Event organised by the Wikimedians of West-Benghal, inspired by Nederland and the World

The West Bengal Wikimedians have organised a photo walk to document the Dutch cemetery in Chinsurah, a Dutch colony between the 17th and 19th centuries. During the photo walk, they took 93 photos of the cemetery. At the same time, they created Wikidata items for the people buried there and geotagged a number of the graves. To top it off, they created a SPARQL query for Wikidata to show the results on a map. More details are available on the project page.

• VOC: the Dutch East India Company

In June, focus was on the Dutch East India Company, to coincide with an exhibition at our partner the National Archive. An online writing event on Nl-Wikipedia resulted in 43 articles added or improved. 18 people attended a writing event at the National Archive where they were introduced to writing for Wikipedia. Our firends of Wikimedia Indonesia will organise a writing competition on the same topic in August. Originally, the plan was to have the events in tandem in the Netherlands and Indonesia, but this proved impractical because of the holy month of Ramadan.

Content uploads

• Photos of Syria

For years, Syria has been the scene of a bloody civil war resulting in hundreds of thousands of deaths, millions of refugees, and the destruction of entire cities. The recent image donation by the Nationaal Museum van Wereldculturen (the National Museum of World Cultures) in the Netherlands shows another Syria. Many of these photos were taken in the 1980s and show scenes of daily life and images and cities not yet devastated by war. Other images show objects from the collection of the museum. Together, they form a valuable resource on Syria for the various Wikimedia projects. The upload consists of 352 photos in total and can be accessed here. It coincides with a photo exhibit in the NMvW on Aleppo.  It was interesting to see that after the upload, Wikimedians added and corrected the meta-data available on Commons.

• Drawings Frans Post

Frans Post (1612-1680) was a Dutch painter from Haarlem belonging to the Dutch School. Between 1636-1644, he received a commission from John Maurice of Nassau, then governor of Brazil, to travel to Brazil and document its people, nature and landscape.

During his time in Brazil, Post made drawings and sketches of animals, which he probably used as studies for his paintings. Thirty-four of these drawings were recently discovered in the Noord-Hollands Archief. The archive has graciously made the digitised drawings available for re-use on Wikimedia Commons. 

• Working with WM-Indonesia on making available the archive of Ki Hadjar Dewantara

WMNL is working with WMID to make the correspondence of Ki Hadjar Dewantara freely accessible

Ki Hadjar Dewantara was a pioneer in the fight for education for Indonesians. Wikimedia Indonesia has worked hard in recent years to digitize its correspondence from the archives of the Museum Dewantara Kirti Griya in Yogyakarta and upload it to Wikimedia Commons. In December 2017, a start was made to transcribe the content of these letters in cooperation with Wikimedia Indonesia and make them available via WikiSource, so that it becomes easier to translate these documents.

• Caribisch en Surinaams erfgoed

The Wikipedian in Residence program at UNESCO-Netherlands also gave a boost to the Netherlands and the World in 2017. During the discussions with the institutions involved, it emerged that there was still too little information about Caribbean and Surinamese heritage and history on the Wikimedia projects. There was also the suspicion that participation from the Antillean and Surinam communities was very small. We took it as self evident that it would be unethical - and unwise - to work on this topic without active involvement of the Dutch-Surinam and Dutch-Carribean communities, and editors in the Dutch Carribean and Surinam. Together with UNESCO we reached out to community leaders in the Netherlands, and experts on the topic of this shared history and heritage. Wikimedia Nederland and UNESCO jointly organized a discussion meeting on October 7 where we gave information about the Wikimedia projects, and the diversity gaps. A brainstorming on how to proceed decided on a programme of outreach events, hopefully leading to a small group of motivated wiki-pioneers from the communities involved, who are willing to act as movers and shakers.

The approach is similar to the gender gap programme, where it proved to be successful. The main difference is that there was a small group of female editors who could get things moving, whereas we do not know of any editors from the Caribean or Surinam communities. This means that we will have to start from scratch. In 2018, UNESCO and WMNL will work together on a series of activities related to Caribbean and Surinamese heritage, in dialogue with the communities involved. The first outreach events are planned for April 2018.

Program 8: Wiki Loves Monuments

Desired change (outcome) A revitalised working group, running an activity that has increased relevance in creating substantial new amounts of free content (i.e. filling clear gaps in content). Expanding the scope of Wiki Loves Monuments to include activities benefitting WikiData and Wikipedia. Activities

In 2017, Wiki Loves Monuments opted for more targetted activities, focused on specific categories of monuments. This year we mainly wanted to obtain photographs of monuments that were not yet available, and to enrich the contents of Wikipedia and Wikidata in the field of monuments. In addition, the working group provided support for a pilot version of Wiki Loves Monuments in the Dutch Caribbean. Unfortunately, the Antilles were hit by a severe hurricane just before the competition was about to start which obviously affected the results.

The WLM team held a  Monuments Challenge on Wikipedia in May. The purpose of the challenge was to enrich the encyclopedia with articles about monuments: the stories behind the photos we have collected since 2010. This is another first: writing challenges have never been part of Wiki Loves Monuments before. New editors were invited to join a Wikipedia-workshop in Amersfoort or Gouda. The result: 17 participants wrote or improved a total of 312 articles on Wikipedia.

In the month of September, the world's biggest photo competition started again and photographers were challenged to photograph precisely those monuments of which no photo was on Wikimedia Commons. A total of 6,022 files were submitted by 138 participants. On November 4, during the Wikimedia Conference Netherlands in Utrecht, the winning photos were announced.

Communication was al always also an integral part of the content and community programs in 2017. Wikimedia Netherlands deployed effective communication channels that enabled interaction and exchange with all major stakeholders, but in particular with the Wikipedia community.

For the first time this year, for large activities, paid Facebook advertisements were used to reach the target group. Important target groups were also actively sought after by being present at important events and / or media.

International affairs, staff and governance,

International cooperation

Activities

WMNL not only wants to support the Wikimedia Community in the Netherlands, we also want to be of use to the wider international community, by providing services and sharing expertise.

• One of the ways we can do this is via fiscal sponsorships. We have a well established financial and accounting system and qualified staff. We can use this resource to help individual wikimedians or groups that are apllying for WMF grants.  We acted/are acting as fiscal sponsor in WMF grant to the organisers of the GLAM WIki coordinators meeting in Paris, to Wikimedia Ukraine for distributing the prizes in the international Wiki Loves Earth competition, and for our partner the Institute for Sound and Vision who had difficulties in administering a WMF grant.
• We are also the administrator of the Free Knowledge Advocacy Group EU: we hold and administer  the financial contributions from European chapters to the work of the FKAGEU in Brussels.
• In June, Macedonian Wikimedian Ivan Zipkovic spent two weeks at Wikimedia NL to get to know the ways we develop and run our programmes, and how we manage finances. We provided him with financial support for travel and stay.
• Frans Grijzenhout, Chair of WMNL, was co-organiser of the Board training workshop preceeding the Wikimedia Conference in Berlin, and Sandra Rientjes, ED of Wikimedia Nederland, gave a presentation about finding and keeping good staff
• Wikimedia Nederland organised a number of meetings where community members could discuss the strategy and give input in the process. Sandra Rientjes also took part in several discussions about the design of the Movement Strategy consultation process and the editorial process of the strategy.

Governance

General Assembly 23 September 2017

In April, a General Assembly took place. The members approved the annual report and accounts. There were also Board elections. Treasurer Jan Anton Brouwer stepped down after four years of service. Mike Nicolaye and Michel Wesseling were elected to joint the Board. The Assembly of November approved annual plan and budget. We also started a discussion on making some changes to the Articles of Incorporation, which have not been revised for nearly ten years.  The main modifications will deal with the fact that WMNL has an office and is an employer.

Staff

Michelle Boon joined the office team on April 1 as for event organising and community support. Two staff members left the WMNL office as of June 30: Sindy Meijer had been with us from the very start in 2012, working on communication and community support. She left to become communication advisor at a local authority. Astrid van den Hengel joined as finance officer in 2016; she found a new position in her home town. They were replaced by Germien Cox and Jacqueline Minnema. As mentioned before, the high turnover of staff affected our operations. Some activities had to be schaled down or postponed.

• Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
• Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
• Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.
