January - June 2021: an overview

Our annual plan 2021 was developed in September 2020, when it was still unclear if and how the pandemic would continue in 2021. We made a decision to develop a ‘normal’ work plan, even including Wikimania scholarships! We realised full well that the chances were high that we would not be able to implement it to the letter, and we had a ‘plan b’.

In the end, the WMNL office remained closed during the first six months of 2021 (except for a few wonderful weeks in May-June) and in-person events have been impossible so far.

Being limited to virtual events impacted our ability to do outreach, and to work on recruiting new editors. Plans for a Wikipedia week of events in June when the Dutch language Wikipedia turned 20, had to be postponed. There also will not be a Techstorm this year. The development of a new area of work focussing on the Sustainable Development Goals is postponed. Overall, our operational capacity was reduced somewhat by the fact that the office was understaffed until June.

However, work continued on other fronts. We were able to get a lot done, in cooperation with the community and our partners:  

• we ran a successful series of online masterclasses on sharing knowledge about colonial heritage, with 50% of participants based in Surinam or the Dutch Caribbean
• great progress was made in the technical updating of Papiamentu Wikipedia (Papiamentu is an official language in the Dutch Caribbean),
• we started developing a new Friendly Space Policy for all our events and platforms, based on the Universal Code of Conduct,
• we are laying the foundation for direct partnerships between Dutch GLAMs and Wikimedia Indonesia,
• we started building  a GLAM knowledge platform which will allow staff from heritage and education institutions to develop Wikimedia-activities with only minimal support from WMNL

We were successful in raising funds outside the Wikimedia movement for the master classes and the knowledge platform.

There were content donations and writing events about female mathematicians and the Limes (the northern border of the Roman empire). Although we could not celebrate the Wikipedia birthdays as we would have liked, they helped us generate good media coverage including full-page articles in two national newspapers.  

On an organisational level, we ran our first pilot donor-recruitment campaign, renovated our website and had board-elections.

How our work programme is structured: target groups and thematic priorities

WMNL's work is divided into three core programmes, each targeting a specific stakeholder group:

• Community: working with the Wikimedia-communities,
• Free Knowledge: working with our partners from the GLAM and education sectors
• Outreach: the general public and policy makers.

Across all programmes, we focus on three thematic priorities. These provide a focus for content donations by partners, and for activities aimed at editor recruitment and retention. Also, it enables us to target specific ‘gaps’ in the Wikimedia projects and Wikimedia communities.

• Gender: Women and LGBT+
• Netherlands and the world: decolonising knowledge
• New: Sustainable development goals.

We started working with thematic priorities a couple of years ago. We have found that it is a great tool for aligning with the Movement Strategy 2030, especially ‘Safety and Inclusion” and “Topics for impact”.

Wikimedia Nederland and the Movement Strategy 2030

WMNL started aligning its work to the Strategic Direction as soon as it was published. We are now finetuning this alignment to match the strategic recommendations, with a focus on ‘safety and inclusion’, ‘coordinate across stakeholders’, and ‘knowledge for impact’. In the table below you can see how the activities reported here related to the strategic recommendations.

Theme 1 - Gender: women and LGBT+

The aim is to enrich the Wikimedia projects with knowledge by, for and about women and LGBT+ people,  in order to reduce the unequal (re) presentation of content on Wikiprojects, and to increase diversity in the community of contributors. Our main partners are Atria, the Institute on gender equality and women's history, and IHLIA, the international LGBTI heritage archives, both based in Amsterdam. WMNL cooperates with, and supports, the Gender Gap working group.

WikiFridays:  writing events for women and LGBT+ community

Before the pandemic, our partners IHLIA and Atria each hosted writing events that provide safe and friendly environments for women and members of the LGBT+ community to get acquainted with Wikipedia and work on articles. Because of COVID these events were moved online. For practical reasons, the events were merged. This works, but everyone is longing for the moment they can come together in the libraries. Also:  women’s issues and LGBT+ issues, and the groups of people interested in them, overlap but are not identical.

LGBTI+: Increasing understanding and improving content

When a well-known Dutch musician came out as an intersex person, changes made to their Wikipedia-article by editors and ‘passers-by’ lead to a sometimes acrimonious discussion on the article’s talk page and in the NLWP Village Pump. This occasionally indicated a lack of understanding of, and empathy for, issues related to gender-identity.

WMNL is now in contact with a senior lecturer on this topic at the University of Amsterdam. We are exploring several options:  (1) integrating Wikipedia editing in a university course at the University of Amsterdam to improve content, (2) a trainee working for WMNL and IHLIA to provide background materials and sources for editors in the Wikimedia projects, and (3) a dedicated session at our annual conference WikiConNL in November to improve understanding of the issues.

We will further develop this in Q3-4. in consultation with members of the community with lived experience in this topic.  (We used a similar approach two years ago, when we asked experts on privacy law to provide their opinion on how the community should deal with biographical data on living people on Wikipedia and Wikidata. This worked well.)

Other activities:

• Wiki-gap. We participated in the international WikiGap Challenge, promoted by the Swedish Embassy in the Netherlands. 64 articles on women or women-related topics were added to Wikipedia.
• International Women’s Day. On March 6, we organised an online event to celebrate International Women’s Day. It was a combined event in the framework of the Gender Gap and Wiki goes Caribbean programmes, with participants from the Caribbean and European parts of the Kingdom of the Netherlands logging in. • Women mathematicians. The Dutch section of European Women in Mathematics approached us for help in setting up a series of writing events to add information on female mathematicians to Wikipedia. An experienced Wikipedian (herself a physicist) was willing to give them guidance and support their events.   

Theme 2 - Decolonising knowledge: the Netherlands and the World

The Netherlands and the World  theme wants to contribute to the diversity of Wikimedia projects by making available knowledge and collections in the Netherlands that are particularly relevant to other parts of the world. Often these relate to the Dutch history of colonialism and trade. In addition, we encourage groups in the Netherlands with a recent or historical migration background to become active within the Wikimedia projects. The sub-project Wiki goe Caribbean aims to expand and improve the information about Surinam and the Dutch Caribbean  (the islands Aruba, Bonaire, Curaçao, Sint Maarten, Sint Eustacius and Saba) on the Wikimedia projects.

Our main partners are: the Museum for World Cultures, UNESCO Nederland, Leiden University - department for Asia-studies, National Archives, Institute for Sound and Vision, University of Curacao, Bibliotheca Nacional di Aruba, Wikimedia Indonesia

Wiki goes Caribbean online events

The two-monthly Wiki goes Caribbean meetings are continuing on Zoom, attracting participants from the Dutch Caribbean as well as the Netherlands.

The meetings are well attended, interesting and always in good spirits; as such, they contribute to the Wiki goes Caribbean programme.  We want to explore how we can make them more productive in terms of content added. For example, by providing lists of articles to be improved related to the theme of the meeting, and making available sources.

We have found that editor recruitment is difficult in a virtual setting. It really helps if you can sit down next to someone and point to things on their screen.

We have decided that we will continue the meetings either as Zoom events, or as hybrid events, once the pandemic is over to facilitate involvement from people based in the Caribbean.

Papiamentu Wikipedia ready for business (and Wikidata too)

Papiamentu is an official language on the Dutch Caribbean islands Aruba, Curacao and Bonaire.  The language is an integral part of Dutch Caribbean culture and history.

There is a Papiamentu Wikipedia, but is has been in need of TLC for some time, especially concerning software, tools and coding. Our partners the University of Curaçao and the National Library of Aruba are keen to further develop the content of the Papiamentu Wikipedia. At their request, and in consultation with the one active admin, Netherlands/Dutch Caribbean Wikimedians set up a joint working group. Since November 2020 they have:

• mapped and largely revised the category tree (the keywords assigned to each article)

  

  Participants in the master classes Share your data on colonial heritage

• translated the software so that new parts of the interface are available in Papiamentu
• recruited new admins
• provided Papiamentu translations for Wikidata, making it easier to use.

Next steps will be to start adding to free knowledge in Papiamentu: recruiting editors, translating content and improving illustrations.

Our goal is to help create a viable and self-supporting community for the Papiamentu WP.  We are aware that ultimately it is undesirable that WMNL and/or the community of NLWP are too closely involved.

Share your Data on colonial heritage

Two years ago Wikimedia Nederland organized “Share your Data” (Deel je Data) for the first time: a series of masterclasses for staff of heritage institutions on all aspects of sharing knowledge and collections with the Wikimedia projects.  

With financial support of the GO-fund we organized 'Shared history: on wiki': a series of online Share your Data masterclasses focused on colonial history. The target audience were people who - as part of their work or studies - manage knowledge and (cultural) heritage about the history of Surinam and the Dutch Caribbean, or about the interaction between these regions and the European part of the Netherlands.

The training consisted of four master classes and a concluding practical day ('mini-hackathon') where what was learned was put into practice. During the training, participants actively shared knowledge and heritage on Wikimedia projects. They were introduced to the international Wikimedia movement and got an understanding of the workflow and structure of Wikipedia, Wikimedia Commons, Wikidata and Wikisource, relevant copyright and privacy rules, tools for content upload and data enrichment. Special attention was paid to specific challenges regarding the respectful sharing of knowledge on sensitive topics such as colonialism and slavery. For this part of the programme, we cooperated with our friends of Whose Knowledge?

In Q3-4 we will support the participants in putting what they learned into practice through content uploads, writing events.

Partnership with Wikimedia Indonesia

We have been collaborating with our Wikimedia Indonesia colleagues for several years, e.g. around the Ki Hadjar Dewantara collection and during History Month 2020. (see our blog post)

This year we expended this collaboration. On 22 May, WMNL Board Member Lizzy Jongma and Director Sandra Rientjes were guests on the Wikimedia Indonesia talk show to discuss the benefits of collaboration between heritage institutions and the Wikimedia projects.

On 25 May, Wikimedia Indonesia staff members met with a number of Dutch museums, libraries and archives -all GLAM-partners of WMNL- during a Zoom meeting. These institutions manage historical collections that are very interesting for Indonesian Wikimedians. Wikimedia Indonesia will work directly with these institutions to identify relevant context from their collections, and will not have to rely on mediation by Wikimedia Nederlands. The Dutch GLAM institutions are also keen to intensify cooperation with WMID. Decolonization of collections is a priority for almost all of them. We are expecting the first content donations in Q3 and Q4.

Later this year, we will plan a working event for Dutch and Indonesian Wikimedians, working with donated content, adding structured data, improving meta data etc.

Theme 3 - Sustainable Development Goals

Our plans to start a program focussing on knowledge related to the Sustainable Development Goals had to be postponed. This was partly because of the COVID restrictions:  we find that recruiting new editors and new partners is not very successful if in-person meetings are impossible. The other reason was the fact that the office was understaffed during the first six months of 2021.

We hope to start work on this in Q4.

Programme Community

Community events

We had planned to splash out on our traditional New Year’s event, and link it to Wikipedia’s 20th birthday on January 15. Unfortunately, by January the Netherlands were in deep lock down.  We had an online event, sent the participants a snack-parcel and some celebratory goodies by post, and managed to have a good time. 55 wikimedians (members and non-members) attended.  

The annual Wiki-uilen were awarded to individuals, groups and projects that had stood out during 2020.  And the winners of the annual 2020 writing competition were announced, with prizes going to  Baltimore (Maryland), Bloemdieren and Indische Instelling. Plans for a Wikipedia celebration week in June, with the WikiConNL, a tech-event and a Wikimeet/barbecue, had to be postponed at the last minute because of the reintroduction of restrictions. We will organise the WikiConNL in November, hopefully as an in-person event.

Translating the Universal Code of Conduct into a WMNL Friendly Space Policy

For all meetings organised by Wikimedia Nederland, the Friendly Space Policy (BVR), applies.  The last revision of the WMNL Friendly Space Policy was in 2017. Since then, the wiki-world has not stood still. Online meetings have become more important and there is increasing value placed on providing a safe environment for a diverse group of participants. This is reflected, among other things, in the creation of the Universal Code of Conduct

Celebrating 20 years of Wikipedia

In consultation with WMNL members and the wider Wikimedia community, WMNL has started updating and improving its Friendly Space Policy with the UCoC as a starting point.

Last year we already had an exploratory discussion on the WMNL Wiki. A working group, consisting of  three Wikimedians, a board member and the ED of WMNL is drafting a  new Friendly Space Policy.  In June, we published a first draft for feedback from the community.

Alignment with the Universal Code of Conduct is a starting point, the challenge being that the UCoC implicitly focuses on the online projects, while most of the interaction in a WMNL framework is either in person, or via mail, chat etc. Another challenging issue is how to deal with conflicts that originate on Wikipedia, Wikimedia Commons or another project, and ‘migrate’ to WMNL events or platforms.

Our plan is to present a final draft at the WMNL general assembly in September.

Programme Free Knowledge

GLAM: working with libraries, archives and museums

GLAM knowledge platform

Wikimedia Nederland has started developing an online knowledge platform. The aim of the platform is to provide online guidance and tools for staff of Dutch heritage organisations on Wikimedia. The number of heritage institutions approaching us for support has been growing steadily in recent years. However, our capacity for support remains limited. That is why we will set up a knowledge platform with documentation, manuals, tools and instructional videos that allows heritage organisations to contribute to the Wikimedia projects independently. Staff members can learn at their own pace, with minimal help from Wikimedia Nederland - or completely independently - how to make their collections and knowledge available through the Wikimedia projects and how to collaborate optimally with the voluntary community. The platform can be developed thanks to financial support from the Digital Heritage Network. Our plan is to launch the platform in Q4.

Wikimedians in Residence appointed for the project Media Art on Wikipedia

The three-year project Media Art on Wikipedia started on 15 March this year and is a cooperation between LIMA, Wikimedia Nederland, Van Abbemuseum Eindhoven, Stedelijk Museum Amsterdam, Rijksdienst voor het Cultureel Erfgoed Amersfoort, NDE, DEN and various universities. The project aims to increase the online findability and accessibility of media art. This happens by means of a link between Wikipedia and Mediakunst.net - the online catalogue in which the media art collections of various national museums and institutions are disclosed. The data of the artists on Mediakunst.net are included in Wikidata, Wikimedia Commons and Wikipedia. Two Wikimedians in Residence, Hanno Lans and Stella van Ginkel, have been appointed to join the project team. The first (online) writing events have taken place.

Wikimedia Nederland supported LIMA in designing the project and finding funding. WMNL is also a member of the project's steering committee.

OCLC & ECNC : working with libraries

In March and April 2021, OCLC and Wikimedia Nederland held five webinars that looked at Wikimedia in libraries from different perspectives. After a general introduction to Wikimedia, there were presentations on Wikimedia in public libraries and in collection-based libraries. Some of WMNL’s library-partners shared their experiences: the National Library, Maastricht University Library, the library of Africa Study Centre. In addition, OCLC Research presented how it offers support to the Wikimedia community. A total of 177 participants registered for one or more sessions. The webinars can be viewed at the OCLC website.

Following the webinar series, Wikimedia Nederland is organising so-called Wikibieb moments where participants can ask questions that may have arisen during the webinars.

Content donations and writing events

• Utrecht Archive donates maps and prints. The Utrecht Archive donated 800 historic maps and prints to Wikimedia Commons. You can find the maps here.

• Alkmaar Archive donates Elsinga photos. The professional photographer Joop Elsinga made thousands of photographs in and around the city of Alkmaar. They were donated to Wikimedia Commons by the Alkmaar Archive. Volunteers started preparing this collection for upload to Commons during the Techstorm in 2019 but it turned out to be more complicated than expected. With some help from WMNL the collection finally made it to Commons in May 2021. Link to the collection of donated images.
• Improving content on the Limes, the northern border of the Roman empire. The Roman Limes was the northern border of the Roman empire, which ran across what is now the Netherlands. (There used to be a Roman fortress in the centre of Utrecht, no more than 200 metres from the site of the WMNL office.) The Limes was declared a UNESCO World Heritage site this year. In cooperation with heritage organisation Romeinse Limes, we organised two writing events. Some 24 articles were added or improved. See the project page on NLWP.

Education: working with universities and colleges

Maastricht University: making Special Collections visible and findable in Wikidata

The library of the University of Maastricht is using Wikidata to improve digital access to their Special Collections. The coming months, a Wikimedian in Residence will help the University Library to develop expertise in the field of linked open data and making Special Collections items usable. The University Library want to use Wikidata to offer their collection data linked, open and enriched. This way, larger and often unexpected target groups can discover them. In the meantime, the university continues to integrate Wikipedia writing in its courses. More information about how Maastricht University integrates with the Wikimedia projects in its classes.

Utrecht University: research project on bias in Open Data.

Wikimedia Nederland supported the Utrecht University Data School in submitting a (successful) grant application for a project focusing on discovering bias in open datasets, such as WikiData. We also brought the researchers in contact with the WM Deutschland WikiData team.

Leiden University: developing a manual on how to integrate Wikipedia in curricula

For the past two years, WMNL supported Dr Tsolin Nalbantian, lecturer at Leiden University, in integrating Wikipedia-writing in her classes on conflict dynamics in the Middle East. Dr Nalbantian found this way of working so inspiring that she applied for -and received- a Comenius teaching grant to develop a manual and modules on how to integrate Wikipedia into curricula. ITV: A twist to the translation programme

Wikimedia Nederland has a long-standing partnership with ITV - College for translators and interpreters. At the request of Dutch Wikipedians, ITV interns translate English, German, Italian, French, Spanish or Russian Wikipedia articles into Dutch. Now, for the first time, we will also translate 'the other way around'. An ITV intern will be translating articles from the Dutch Wikipedia into Italian, at the request of Italian Wikipedians. We do this in cooperation with our colleagues from Wikimedia Italia.

Implementing the EU copyright directive

The Dutch Copyright Act was recently amended. This was done in response to the Directive on Copyright in the Digital Single Market that was adopted by the European Parliament in 2020. Because some of the proposed changes may have a major negative impact on the sharing of free knowledge and collections of Dutch heritage institutions in Wiki projects, the Wikimedia DSM Working Group has defined a position paper. This position paper was sent to the Ministry of Education, Culture and Science (OC&W) as they will soon be holding stakeholder discussions with "market parties" on how the European Copyright Directive will be implemented in Dutch law. Programme Outreach

Wikipedia20 in the media

In the Netherlands, we celebrated twice: on January 15  (‘the’ birthday) and on June 19 (the 20th birthday of the Dutch language Wikipedia).  In January, we issued a press release and got quite a lot of media-coverage on the day, until the Dutch government resigned at 14:00 pm.

In June, there were no political events interfering with our media coverage: national tv and radio picked up the 20th birthday of the Dutch language Wikipedia, as did three national newspapers (two of which had full-page articles about Wikipedia at 20). New website

We redesigned the WMNL website, making it more suited for donor recruitment,  more user-friendly, and more aimed at motivating individuals and organisations to become active.

WikiConNL

We had hoped to organise our annual conference WikiConNL in June, to coincide with the 20th birthday of the Dutch language Wikipedia.  Because of the pandemic, we had to postpone.  We now plan to organise the conference in November, hopefully as an in person event. If the infection levels are too high to have an in person event safely, we will switch to a virtual conference.

Plans for another Wiki Techstorm (tech events aimed at sharing knowledge about coding and tech, organised in 2018 and 2019) covering the three themes Gender, Netherlands and the World & SDG had to be postponed. The volunteer organisers and WMNL agreed that it would not be possible to hold an event such as this in a virtual environment. We will postpone it until 2022. We are exploring whether it will be possible to hold a smaller tech event, perhaps linked to the WikiCon NL in November.

Pilot project fundraising

In 2020, WMF gave us an extra grant to develop a strategy for donor recruitment. With the help of two consultancy firms, we analysed the different optons for donor recruitment and determined that we would focus on social media approaches. We developed a pilot to get more insight into which groups were most likely to donate to Wikimedia Nederland, and to test user friendliness of the donation-process. We will publish a full report in September and share it with the community. (More info on our wiki, in Dutch)

Board and general assembly

The spring general assembly took place on April 17, via zoom. The members gave their approval to the annual report and the auditor's report. Four Board Members were reelected: Jan-Bart de Vreede, Bart Nieuwenhuis, Justus de Bruijn and Lizzy Jongma. One new member was elected: Heleen Ririassa. She brings expertise on marketing and strategic communication in the non-profit sector.
