What is your solution?
editsmall groups could brief staff of members of congress. building on the previous work of WikiLoves Capitol Hill
previous efforts used no money, but some travel funds and meal funds would enable more people to engage the Congress.
incorporating the work of https://policy.wikimedia.org/ would leverage the WMF efforts.
