Meow Meow filter

Meow Meow filter to display grey redaction over inappropriate language on talk & user pages (some programs allow you to see what's underneath if you scroll over), which helps to address the issue of false positives. An accompanying tool to detect users whose pages or edits contain high levels of "meowed" text would help to identify possible targets and users of abusive language.
