What is the problem you're trying to solve?

The problem of a small number of long-standing Wiki users ruining the experience and chasing newcomers away

What is your solution?

Wikipedia has numerous sections of well-meaning procedure for dealing with negative behaviour which ultimately amounts to talking about it in the hope of achieving concensus. The difficulty is that there are some users who simply refuse to compromise and have a lot of time on their hands to endlessly argue points & prevaricate. These users seem to feel they 'own' articles because they have been around a long time and police them daily, immediately reverting edits that don't fit their world view. This is particularly a problem with American history articles. When challenged, administrators are reluctant to take action because the editor in question may have historically made a lot of good edits and started articles etc. The feeling is Wiki 'needs' such long serving editors when they actually are part of the problem and drive new editors away. I have witnessed this happening. Such editors seem to be in some way above the normal rules. IMO there should be a dedicated administrator to look at the past behaviour of certain individuals and take action by implementing meaningful sanctions such as partial bans, because only that way will newer editors feel they are being listened to. Currently they often give up because its too much like hard work. I know this is supposed to happen currently but nothing like enough.
