What is the problem you're trying to solve?

Sometimes harassment comes in a form of aggressive editing, and an experienced Wiki editor can manipulate the numerous rules and regulations to justify everything. E. g. deleting passages from an article without warning, citing the lack of references or demanding references for every sentence is harassment, but it is supported by some rules. At the same time, there is Please do not bite the newcomers rule and a recommendation to use common sense. These rules collide. There are probably other examples. Unfortunately, common sense is a very subjective concept, especially in a community this wide and diverse. How can we ensure that rules are interpreted in the same way, how do we get rid of wikilawyering?
