editWhat is the problem you're trying to solve?
editHarassment in small wikis by admins or other ones in power drives contributors away or locks them out. There is currently no way to stop them or keep them from. There is no way of appeal to arbitrary blocks. Even if there were, and people knew about them, they were hardly working. Newbie status and language problems being one thing, and small wiki admins and stewards supporting them lobby against being supervised or controlled or even opening a way of appeal outside their closed world.
What is your solution?
editIf you receive complaints, do not allow admins, bureaucrats, etc. in small or hardly active wikis an wikis not having a community. Create a route of appeal. Supervise the activities of admins in small wikis. Make them pass a test, or better regular renewal test, so they understand blocks, that they know their duties, etc..
