Syncing Articles across languages
There is no need of reinventing the wheel. If a change has been made in an article in a language which is a major edit, then the editors of the same article in other languages must be notified, So important details/new details are added fast. This prevents discrepancy in the same article across differernt languages. For this to be achieved, articles must be linked across different languages through a common identifier.

Provide details about the method or process of how you will evaluate your community or collect data. Does your idea involve private or personally identifying information? Take a look at the Privacy Policy for Wikimedia’s guidelines in this area.
A common identifier for parent article. All other language about the same post must be linked. So when major edits are made to the parent article, editors of regional languages must be notified of the same.

How will you know if this project is successful? What are some outcomes that you can share after the project is completed?

Changes spread fast and information stays accurate across regional languages. Hence people don't have to depend on the English language version to keep things updated.

How would your measurement idea help your community make better decisions?

After you are finished measuring or evaluating your Wikimedia project, how do you expect that information to be used to benefit the project?
See if the changes are reflected and whether people have to resort to checking English for upto date information.
