What is the problem you're trying to solve?

First of all I want to excuse me for my English, but I'm not a native English speaker. I think the problem of intimadation and other stuff is that if you want to complain somewhere, everyone can see this, including the person you are accusing.

What is your solution?

There should be some place where you can personally tell someone what's going on. But you have to know to who you are telling this, not some kind of a helpdesk, because maybe the person you are accusing is part of this helpdesk. Then there should be page where moderators or stewards can place the complaint and who is being accused. If also other people are intimidated by that same person, they can complaint in the same way. Also witnesses can confirm or deny the complaints in the same way. So all complaints, and comments are placed together on one page, and this all anonymous. Then the accused person should be informed there is a complaint about him, and some moderators or stewards should check the complaint, and if neccessary, the accused person should be punished.

Project goals

Maybe problems won't be solved faster, but I think more problems will be tackeled so more problems will also be solved.
