What is your solution?
editProblem-users will quickly fall out of favor and eventually be blocked from the system while normal users are unscathed. Pages with low or high update frequencies or low watchlist sizes can be given a high internal "controversy" value which blocks users who aren't trusted.
It may be best to use a shadow-banning system to prevent account duplication to avoid penalties. This would have to include displaying changes not committed to MediaWiki.
