What is the problem you're trying to solve?

The issue is that blocked users on Wikipedia requiring the Attribution Committee to unblock them might not have an email account.

What is your solution?

For the problem you identified in the previous section, briefly describe your how you would like to address this problem. We recognize that there are many ways to solve a problem. My idea would be to create a PRIVATE talk page between the blocked user and the Attribution Committee. This would solve the problem because you would not need an email account.
