What are the main challenges you are trying to solve and your proposed solution?

GLAM should not be seen only as work with memory institutions. Instead, the acronym should stand for GLobal Art & Memory. This is a reminder that small institutions, non-institutional or private collections in rich as well as in poor countries fall outside the established preservation practices. We emphasize cultural and linguistic diversity by focusing on efforts supporting different modalities, underresourced cultures and languages, local and intangible heritage, and initiatives regarding heritage at risk.

GLAM institutions are facing a challenge when the public’s access to collections becomes dependent on digital tools and environments, especially due to the pandemic. Wikimedia collaboration provides tools and models that can help them in their digital transformation. For taking advantage of them, the institutions need support, training and learning resources.

The global communities in Wikimedia and likeminded organizations have produced learning and advocacy materials for their needs in GLAM advocacy. The topics range from advocacy for an institution or a heritage project to go open, the practice of open licensing, to the use of Wikimedia projects and advanced ways of utilizing Wikimedia projects in the GLAM workflows, and beyond.

The goal of the GLAM School project is to make an overview of these resources and propose actions that would make them more accessible, for example translatable.

We will look for new forms for hybrid learning through collaborative and creative activities, such as hackathons. We will seek to produce the next Hack4OpenGLAM hackathon, and tie it more closely with the network of other GLAM co-creation events. We continue to foster the global network of GLAM advocates and practitioners that was created around Hack4OpenGLAM by arranging social events, and discussing the needs of the community to prepare for joint future activities.

In Finland, AvoinGLAM focuses on advocacy for Open Access to cultural heritage, supporting a community around it, supporting the use of Wikimedia platforms for cultural heritage and language revitalization, and creative collaborations with GLAMs and other cultural heritage actors. These areas of interest are similar for the global activity.

What is the main objective of your proposal?

AvoinGLAM contributes to fostering and facilitating a global Open GLAM and GLAM-Wiki community to promote Open Access to cultural heritage and acts locally to carry out these activities in Finland. Our goal is to make GLAM activities more inclusive, diverse, and equitable by expanding the scope of modalities, topics, and practitioners of cultural heritage, and addressing questions of ethical sharing. We promote creative collaborations and peer learning across the range of GLAM practitioners.

Describe your main strategies to achieve this objective and the main activities you will be developing as part of these strategies.

In Finland, we facilitate the workings of a community of practitioners in advancing Open Access to cultural heritage.

• We will arrange a Public domain day webinar with Finna and produce a handout in 5 languages for the GLAMs to advocate the GLAM organizations about Public domain.
• At least 2 additional webinars / podcasts are directed to the Finnish or the international communities on a case by case basis.
• 3–5 lightweight co-created GLAM community case studies. We may use webinars, podcasts, workshops, and other means to further elaborate them also globally. They will be documented onwiki and in our blog.
• A f2f event in Inari focuses on Saami cultural heritage and Wikimedia projects.

The practical projects expose new partners to the open practices

• Saami place names project will continue to work with the stakeholder group to further the import of geographic data and to design data models for places and place names in Wikidata as well as within the Finnish cultural heritage sector.
• Collaboration with HELDIG/Helsinki Institute for Social Sciences and Humanities furthers the use of Wikidata for scholarly purposes.
• Participation in the Saami support in YSO project by the Finnish National Library.

The international work aims to facilitate a stronger global community promoting Open Access to cultural heritage.

• AvoinGLAM has organized Hack4OpenGLAM, a global online co-creation event twice, and we seek to organize it again in 2022 with separate funding. We hope to engage all its stakeholder groups in an initiative that ties these and other smaller community-building initiatives together.
• The GLAM School will make an overview of currently available learning resources for opening up cultural heritage and using open platforms, and propose structures and activities that are translatable and usable in different contexts globally.
• We will research the options for a stronger global GLAM community by interviewing stakeholders globally and produce a recommendation for the activities in 2023.
• We liaise between GLAM hackathons to make more crossover connections for innovating with open cultural heritage.
• Global Cine Club is an informal and playful activity that brings the community together, hosted by a different community monthly.
• Representing OpenGLAM in committees and working groups is part of the work done at AvoinGLAM both locally and internationally. We will publish summaries in the AvoinGLAM blog and/or page in Meta.

For the GLAM School our plan is to connect with existing movement activities for learning and teaching GLAM-related skills. We will also address professional GLAM communities outside the movement (eg. Europeana, MCN, GLAM Labs), volunteer communities in sister organizations (Creative Commons, Mozilla etc.), scholarly communities (DARIAH etc.) and creator networks (Coding da Vinci etc). Our plan is to liaise between them all and make coordinated action in regard to learning materials.

An important focus of the work is supporting preservation of cultural heritage outside major institutions. We will work globally together with communities with successful approaches to GLAM activities in contexts where the idea of Open Access to cultural heritage is not yet established.

Our “flagship” activity, the Hack4OpenGLAM hackathon, is designed to bring these communities together in interactions characterized by experimentation and learning together. Part of the GLAM School idea is to look for new hybrid forms of participation and knowledge transfer through experimentation onsite and online.

By rooting the initiatives in the strengthened global GLAM community spanning organizations and communities, we wish to substantially increase the impact of Open GLAM and GLAM-wiki work globally.

We will engage in interactions with other Wikimedia affiliates in the region and internationally. We have ongoing and planned collaboration with Wikimedia Norge.

• Village pumps in Wikipedias regionally, and on Wikimedia Commons and Wikidata, and on relevant thematic user groups.
• We will inform the GLAM-Wiki and Open GLAM communities on social media (GLAM-Wiki Global FB & TG, Wikidata + GLAM FB, Creative Commons Open GLAM Twitter, Slack & mailing list.
• To inform Wikimedians and others that have worked with us in Hack4OpenGLAM, we will use our project channels: AvoinGLAM Twitter & Facebook, Hack4OpenGLAM Twitter, Facebook and the Mattermost platform.

Creative Commons

• We will be looking for financial support for the GLAM School project from Creative Commons OpenGLAM platform as well.
• Our plan is to arrange Hack4OpenGLAM in 2022 for the third time in the context of the CC Global Summit, but we have not progressed to seeking funding yet. The support from Creative Commons includes being part of the communications for the Summit and sharing the event platform. Funding for the event will be sought in a separate event grant application.

Open Knowledge Finland – The fee for the fiscal sponsorship includes the use of the office space, accounting and HR services, the help of the communications manager and the use of shared IT services and IT manager’s work..

National Library of Finland – The National Library will commission work for the project Saami language in the Finnish Upper Ontology YSO if the joint funding application is successful.

How do you hope to sustain or expand the work carried out in this proposal after the grant?

As a result of the work done in this project, we plan to propose next steps for the global GLAM-Wiki and Open GLAM communities for scaling up their work together. We wish to build bridges with other cultural heritage actors and communities outside the familiar circles into education, human rights, environmental work, or volunteer communities working with cultural heritage, for example.

Do you have the team that is needed to implement this proposal?

• The project is designed to support a single person’s part-time work at this stage. Susanna Ånäs is hired to coordinate the activities.

• Activities around languages will be managed by Kimberli Mäkäräinen User:Yupik.
• Tove Ørsted User:Tove Ørsted and Tuomas Nolvi are long-time AvoinGLAM actives and part of the steering group of Hack4OpenGLAM.
• For Hack4OpenGLAM we will seek additional funding, and the team will be hired at that stage.

Learning, Sharing, and Evaluation

What do you hope to learn from your work in this fund proposal?

We wish to uncover a holistic picture of how Wikimedia volunteers can contribute to the preservation and sharing of the world’s cultural heritage from a diverse, equitable, and inclusive point of view. We wish to learn about solutions and initiatives created by the local GLAM communities to function in the local contexts.

We are especially tuned into learning how we need to address the current structures of sharing to allow more ethically sound ways of sharing cultural heritage online.

As a result of this work, we will propose ways of sharing and amplifying best practices in the GLAM community extending beyond the GLAM-Wiki community.

In our local role in Finland, we wish to learn how we can meet the needs of GLAMs in tackling the digital transformation by working with them on case studies and lightweight co-creation projects. We wish to learn the ways in which we can help them understand the benefits of the Wikimedia environments for them, how we can lower the barriers for them to make the first step in editing any of the projects, and how to guide them on the ladder of increasing interactions with the ecosystem.

For the GLAM Schools and the global GLAM community projects we will interview representatives of at least 30 GLAM practitioners / institutions. We wish to coordinate this with the GLAM & Culture team as well well as the Creative Commons Open GLAM Platform. We also welcome support from these and other interested parties in structuring the research in a way that will produce actionable results. We will select suitable methodology in coordination with other qualitative research projects such as the CreaTures project https://creatures-eu.org/ OKFI is involved in, with a mindset of aiming for actionable results together with the interviewees.

What do you do to make sure there is a good management of funds?

AvoinGLAM’s fiscal sponsor is Open Knowledge Finland, which has a track record of 10 years of international activities. https://www.okf.fi/

Tarmo Toikkanen, the ED of Open Knowledge Finland, also acts as the financial manager of the association. The accounting and payroll is managed by the accounting agency EMU, with a longstanding history with both Open Knowledge and Wikimedia Finland. Susanna Ånäs as the coordinator of AvoinGLAM’s activities, manages fundraising and reporting in collaboration with Tarmo Toikkanen.

How will you contribute towards creating a supportive environment for participants using the UCOC and Friendly Space Policy?

Civility and mutual respect are fundamental to ensuring a supportive and safe environment without threat of prejudice and/or harassment in all our activities and the workplace. This is especially important as we work with underrepresented communities.

We will

• Make Universal Code of Conduct and the Friendly Space Policy known in all digital and physical spaces we use.
• Train the community in identifying, addressing and mitigating the harms of harassment.
• Encourage participants in our activities to call out violations and make available a reporting protocol.
• Agree on enforcement policies for protecting the community and its members against harassment. A person continuing to violate the UCoC/FSP will be asked to leave, and permanently banned from participating after three such occasions.
• Any organization we work with must adhere to UCoC/FSP, and events we present in must have a Code of Conduct in place.
• Any incidents breaking the law will be reported to local law enforcement.
