8. What are your programs, approaches, and strategies? What are the challenges that you are trying to address and how will your strategies support you in addressing these challenges? (required)

Our programs are focused on three main things. First, to strengthen government data initiatives on WikiData. Second is to focus on public policy advocacy initiatives and third, to strengthen our Wikiwomen community of editors and volunteers by establishing three WikiClubs in the three major island of the Philippines. The challenges we will address are the following: 1) Decrease volunteer atrophy by exploring other sectors such as law students, student organizations and women groups and associations; 2) Increase the Wikipedia articles on Philippine Jurisprudence as the Supreme Court decisions especially the landmark cases form part of the Philippine legal system, 3) Make government data more accessible to the public by strengthening government data initiatives in open source platforms such as WikiData which will be useful for research, planning, policy-making, academic discussions, trade and other relevant use of public data which is not easily available to end-users and, 4) Expand our reach and grow the community by establishing WikiClubs in strategic cities in major islands in the Philippines for Wikimedians to thrive. Our strategies are streamlined and structured to focus on matters where our strengths lie - that is maximizing our partnership with the government and policy makers, focus on laws and legal issues that intertwine with the Wikimedia movement strategy goals as well as public policy advocacy values and build and grow microcommunities that will help us achieve our goals to diversify and explore other possible editor sources.

Public policy advocacy

9.6.1. What specific laws, or legislative topics, are you targeting with your advocacy plans? Please be as specific as possible. (required)

We want to 'legislathons' about Supreme Court decisions especially those decided by the En Banc, landmark decisions that form part of the laws of the land, create digital poster guides about Digital Rights for Law Enforcement and Public Safety Officers, Guide to Developmental Legislation for Local Legislative Bodies, Promotion of Content-Neutral and Child-Friendly Platforms for Online Child Safety in legislation and academic discussions. We also wanted to do research and data gathering on the impact of The Proposed Senate Bill to Discontinue the Use of Mother Tongue as a medium of instruction from Kindergarten to Grade 3 in relation to a previous law prescribing mother tongue in monolingual classes when an official orthography is published and the existence of an officially documented vocabulary as published by the government language arm Komisyon ng Wikang Filipino ( Commission on the Filipino Language). Comparative analysis shall also be obtained from other countries or territories such as in Singapore for context and comparison. Data gathered shall be presented as a legal opinion and will be subjected to discussion with policymakers and stakeholders.

We plan to organize campaigns around key policy issues, leveraging Wikipedia’s platform to raise awareness on issues related but not limited to Online Child Safety, Digital Rights education for Law Enforcement Officers, Developmental Legislation for Local Philippine Legislators, Guide on Local Legal Implant Legislation for Local Legislative Bodies, Collaborate with NGOs, think tanks, and academic institutions to contribute content and validate data.

We also plan to create neutral visual content around the abovementioned topics. We also wanted to do research and data gathering about the impact of the proposed Senate Bill to Discontinue the Use of Mother Tongue as a Medium of Instruction from Kindergarten to Grade 3.

We would also host workshops and webinars on the intersection of public policy advocacy and open data, to law students, policymakers, academics, and civil society groups.

We have the same full time admin staff like last year, no increase for this year.

Our consultants ( statistician and researcher ) are only for 2025. We don't have consultants in 2024. We have two contractors (project supervisors) in 2024 and one project supervisor and one graphics designer in 2025. The roles in 2024 is not the same as it is in 2025 because of our shift in strategy and type of programs.
