- 1. What is the change that you are trying to bring about and why is this important.
The main challenge of Bikol Wikipedia Community is establishing and maintaining Bikol Wikipedia as the main resource of knowledge in the local language by its over 2,500,000 native speakers and 3,500,000 second language speakers.
Launched in 2007, the Bikol Wikipedia has become a useful online resource, both of local and global knowledge. From 8,862 articles with a depth of only 7.0 last 5 March 2019, the project has now grown to 12,514 articles to date with a depth of 20.71. On 14 November 2021, the WikiDepth Project was launched by Filipino Wikipedians focusing on the Depth of Philippine language-based Wikipedia projects. The initiative project is led by Ralff Nestor Nacor, former president of Philippine Wikimedia Community (PH-WC) with the main objective of improving the Depth of selected Wikipedia editions. The project serves as a tool for depth monitoring and thus provide data analysis to the trends.
Several posters, magazines, websites, books, and even public school textbooks have utilized the knowledge from the Bikol Wikipedia, with or without proper attribution, which proves that even small projects can make such a big impact. However, there have been relatively limited exposure of the project and the community behind Bikol Wikipedia, as well as low awareness and participation of different stakeholders, i.e. the academe, local government and the private sector.
- 2. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
Conducting an in-person event participated by the local Wikipedians and people from the academe will reach and spur interest of the stakeholders. The activities will further bring Bikol Wikipedia closer to its readers, and involve the public in the conversation on free and open knowledge, in general.
- 3. What are the activities you will be developing and delivering as part of these approaches or strategies?
Conducting a three-day conference, a weekly radio program for a period of 2 months, and awarding of recognition to organizations and institutions for their valuable support to the promotion of Bikol Wikipedia as the activities for the 15th Bikol Wikipedia anniversary celebration will raise and deepen the awareness of Bikol Wikipedia and related topics, among the stakeholders.
Bikol Wikipedia contributors and public school teachers in the Schools Division of Camarines Sur are the target participants in the conference focusing on the Philippine indigenous languages and translation thru discussion on indigenous languages revitalization, orthography, and translation. The particpants will also gain experience in actual translation assisted by an artificial intelligence through the Wikipedia content translation tool in Central Bikol. In 2012 and 2017, the Bikol Wikipedia Community led by Irvin Sto. Tomas spearheaded the Bikol Wikipedia anniversary celebrations thru workshops and conferences.
Media promotion of Wikipedia in radio programs has proven to reach a wider audience and created interest among its listeners. Irvin Sto. Tomas and Ramon Olaño Jr. have appeared in a number of local media outfits since 2012 as guests to discuss various topics i.e. Bikol Wikipedia, Wikimedia movement, Bikol language, culture, language policy, literature, among others.

Topics to be discussed in the conference and radio program focus on the local knowledge, local culture, history and relevant issues, and language of a minority ethnolinguistic group in the Philippines. The conference will also utilize the Wikipedia content translation tool focusing on other regional Philippine languages to bridge gender and knowledge gaps.

The target participants of the 2-day conference are Bikol Wikipedia Community, and public school teachers which 90% is women per statistics. Whereas the topics and invited guests in the radio program will be diverse. The medium in the radio program is Central Bikol, the lingua franca in the region, to reach the general public with different backgrounds and orientations, including non-Wikipedia consumers.

Friendly Space Policy and UCoC will be observed in in-person activities and online sessions.
