In Rwanda land users are in permanent competition and conflicts mainly based on the high density (National land use master plan 2020-2050)[1] but also based on lack of proper information on their rights as stipulated in the law No 04/2013 related to access to information. It has become apparent that people are facing the problem of land and land use, where most of the disputes in the courts are based on land use, which is mainly due to ignorance of the laws governing land, not reading and not knowing the laws defending them. In this project, we will focus on understanding land use laws with the help of legal experts and writing articles about land use, housing, wetlands, and forests.

To address this challenge, the following strategies would be adopted:

  • Build a community of knowledge experts to contribute to land use rights, laws, practices and conservation in Rwanda on Wikimedia projects
  • Empower local participants' with knowledge for contributing land use rights, laws, practices, impacts and conservation content to Wikimedia projects.
  • Create knowledge about land use rights, laws, practices, impacts and conservation in English and Kinyarwanda languages.
  • Build knowledge of participants and the public about Rwanda local plant and animal species on Wikidata in Kinyarwanda language.

We would organize the following activities in alignment with set strategies:

  • Recruit environmental activists, legal experts, academics and Rwandan indigenes affected by land use policy to contribute to conversations and content creation activities on the topics. Local law experts would participate in sessions to help participants understand the policies and laws on land use in Rwanda, challenges and how to contribute to tackling those challenges through the campaign.
  • Empower local participants' with knowledge for contributing land use rights, laws, practices, impacts and conservation content to Wikimedia projects.
  • Organize local physical and online training sessions for participants to learn how to contribute to land use rights, laws, practices, impacts and conservation topics on English/Kinyarwanda Wikipedia and Wikivoyage. Contributors would also be mobilized to participate in the different global and regional training sessions organized by the campaign.
  • Create knowledge about land use rights, laws, practices, impacts and conservation in English and Kinyarwanda languages.
  • Organize writing contests to engage new and old contributors to translate content related to land use rights, laws, practices, impacts and conservation on English Wikipedia to Kinyarwanda language. Add the local names for Rwanda plant and animal species on Wikidata. We would also engage participants on Wikivoyage to improve content relating to Rwanda locations where flooding and soil erosion due to land use practices are dominant.
  • Build knowledge of participants and the public about Rwanda local plant and animal species on Wikidata in Kinyarwanda language.
  • Organize Wikidata editing for participants to learn about Rwandan plants and animal species and their local names and awareness of the importance of building such local knowledge in Kinyarwanda language.

The target participants are new and experienced Wikimedians in Rwanda, particularly from the wikimedia user group Rwanda. We would also target new participants including legal experts, environmental activists, academics and people from communities affected by land use policy in Rwanda. We would onboard new participants and other people participating in the campaign in the community local Whatsapp group that would serve as a central platform for receiving and communicating relevant campaign information.

The 3rd edition of WikiForHumanRights campaign in Rwanda has been a wake-up call for our community to start discussing the specific rights highlighted by invited experts, including the rights to information.We got to know that The Right to a healthy environment is both a legal right acknowledged by the UN,but also a way of connecting human rights and the triple planetary crisis we face. We informed and discussed strategies with leaders of Wikimedia Community User Group Rwanda. We also informed the Anglophone Africa regional coordinator of our proposed local campaign activities. In addition, other Wikimedia communities outside of the Rwanda community were made aware of our upcoming event by adding the event to the campaign community event table on the meta page.
