- 1. What is the change that you are trying to bring about and why is this important.
Our goal is to increase the amount of freely licensed images of Latvian cultural monuments so that they are preserved for future generations. As we have seen quite recently, cultural heritage can be destroyed by authoritarian regimes, military conflicts and natural disasters.
- 2. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
We want to organise a photo contest in a proven format within the framework of Wiki Loves Monuments. Our past experience in organising 7 Wiki Loves X format contests lets us be confident that we can set realistic goals and meet them.
- 3. What are the activities you will be developing and delivering as part of these approaches or strategies?
We will run the photo contest during September along with other Wiki Loves Monuments contests. We will judge the images during October and will submit the winners to the international contest afterwards. If the COVID situation will allow it, we will hold an award ceremony. Otherwise, we will organize an online video call or similar.
We will have minor additional activities that will improve Wikipedia & Wikidata content related to cultural heritage objects that will be photographed with smaller prizes.

Our volunteer team consists of me (User:Papuass) with experience in organizing 3 WLM and 4 WLE contests. Users Voll and Edgars2007 have helped before with technical support and Wikidata improvements. We have established a framework with interactive monuments map and Wikipedia page structure that will be reused.
I am capable of helping with most of the technical tasks.
We have a support network in CEE region to help with cross-promotion and technical help.

The cultural heritage of Latvia has been underrepresented in Wikimedia projects with small country disadvantages (under 2 million people). A systemic approach with a proven background and help from the international community is a great way to tackle the issue.

The target participants are several groups:
- Amateur photographer community
- People loving outdoor activities (this group is included because of the mass availability of good smartphone cameras, a change from 10 years ago)
- Local & international Wikimedia community members
- Other small interest groups like the ancient hillfort community which have their own active free knowledge project

We have planned to improve the experience of newcomers by having a communication strategy for them to make sure they feel welcome in the community.

This project has been discussed with the community in Telegram and Skype group. The last WLM contest was run in 2018 and plans to revive it was well received. There is an agreement to cooperate with European Heritage Days as cooperation between several countries with Wikimedia and cultural heritage organizations as partners.
The cooperation will include a cross-promotion of the event and a special prize for "Sustainable Heritage". Additional details will be worked out in the following months.
We are ready to run the contest without the additional activities if there are any difficulties with the cooperation.
