edit1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
Wikimedia Community Ireland (WCI) is a non-profit, non-governmental organisation with the objective of increasing access to free knowledge on the island of Ireland. It is our goal to work with national and international partners to deepen and widen the breadth of free knowledge available from and in Ireland.
Wikimedia Community Ireland’s mission is:
- To aid and encourage people to collect, develop and disseminate educational, cultural, and historic content in the public domain or under a licence that allows everyone to freely use, distribute and modify said content without the payment of royalties.
- To encourage public and private galleries, libraries, archives and museums on the island of Ireland to make their holdings more broadly and freely available and to collaborate with these institutions in an effort to preserve the heritage of the island of Ireland.
- To make use of, encourage the use of, and educate people in the use of free and open source information resources, in any form, for the advancement of education.
- To encourage the development and release of these materials in the languages of the island of Ireland including but not limited to English and Irish.
Our grants since 2017 have been specifically aimed at working towards this objective and have facilitated 5 and half years of programmes which have partnered with educators, GLAM professionals, and other open knowledge advocates.
Previous grants have also allowed us to expand our most impactful campaigns such as Wiki Loves Monuments and expand into other image campaigns such as Wiki Science and Wiki Loves Earth to increase the depth and breadth of Irish representation across Wikimedia projects. Increasingly, our group’s focus has been on the better representation and support of the Irish language Wikipedia, Vicipéid, and Irish across other Wikimedia projects. Given the status and culture of the language, this has proved more challenging than we could have anticipated, particularly given how overstretched those in Irish language advocacy are generally.
2. What is the change that you are trying to bring about and why is this important?
WCI seeks to foster a culture of openness across all aspects of society in Ireland, to generate a robust and comprehensive indigenously created content which fully represents the diversity of Ireland.
The challenges WCI faces include:
Representation: within Ireland there are numerous groups that face issues relating to their full representation within knowledge projects such as Wikimedia platforms. These include the Irish language community, Irish Travellers, BIPOC in Ireland, LGBTQA+ communities, disability communities, and other minorities. Better representation of diversity in Ireland is needed not only on Wikimedia projects, but within WCI itself.
Access: there are still widespread disparities within Ireland regarding the digital divide in relation to technology and internet access. Socio-economic, the urban-rural divide, and lack of accessible resources for the deaf or blind communities result in uneven access to broadband and the devices to connect with.
Capacity: like many small Wikimedia user groups, WCI relies on a small number of volunteers and one staff member. Given the small population of Ireland, and the relatively small number of active editors from the Republic of Ireland (500-600 on English Wikipedia and approx. 10 on Vicipéid per month), there are clear limitations on the number of potential volunteer recruits from both within the existing Wikimedia communities and the wider population.
Awareness: numerous misconceptions about Wikimedia projects persist in Ireland across a number of relevant sectors, from education to GLAM professionals and the wider community. Lack of awareness around the ability to contribute to Wikimedia projects and conservative attitudes relating to the adoption of open licences are two major challenges.
Changes we want to see:
Better representation within WCI and the wider Wikimedia community, to reflect the diversity within Ireland. We enact this change through partnering with institutions, organisations and groups that represent these communities, and providing them with the tools, training and awareness to empower them to meaningfully participate and improve Wikimedia projects. This is monitored through our outreach programmes and associated metrics.
We work with partners in education, outreach and advocacy to identify and work with those who are excluded due to the digital divide and associated access issues. This change is tracked by recording the active partnerships with engage in, and the softer metrics relating to the on-going conversations and discussions we participate in and support.
WCI continues to broaden and flexibly define those allies with which we work in the open knowledge and advocacy space. Acknowledging that Ireland is a small context means that we need to work with those whose strategic goals and objectives align with the Wikimedia movement to ensure that Ireland benefits from our collective efforts. This also includes acknowledging the many forms that volunteering takes, and to not focus solely on on-Wiki metrics when assessing the work of our group, but to capture the full diversity of activities within WCI and of other aligned groups.
Alongside other advocates for open knowledge, WCI will continue to educate and raise awareness around Wikimedia projects and open licensed content in all the relevant contexts. From education to GLAM outreach and our photography campaigns, raising awareness about the importance of participation within open projects and the increased depth and breadth of Irish representation remains a key focus of a number of our programme outcomes.
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
Inclusion and diversity
We continue to build a network of allied groups which represent the full diversity of Irish society and culture by working with groups such as House of STEM, which represents members of the LGBTQA+ community in STEM in Ireland. We remain open to inclusive practices to increase participation in our events and create space for more meaningful collaborations.
We will achieve this by:
- Ensuring that more of our public facing events are as inclusive as possible by providing access, appropriate facilitation or guidance
- Collaborating and supporting communities in participation and engagement with Wikimedia projects
- Listening to communities about their concerns around Wikipedia, and advocate for ways to address these barriers and issues to create a collaborative process that improves both the experience and perception of Wikimedia projects while improving representation
GLAM and education outreach
We continue to partner with educational, cultural, and GLAM organisations to reach joint goals relating to better access to high quality information, knowledge, and assets openly. Through advocacy and working with partners across the cultural and knowledge ecosystem in Ireland, we aim to highlight how the use of open licences benefits Irish society nationally and internationally.
We will continue this work by:
- Continuing current engagement with GLAMs and educational institutions to develop deeper partnerships, and greater integration across our relevant platforms and projects
- Increase awareness of open licencing and Wikidata for GLAMs
- Promote campaigns with relevant government departments, agencies, GLAMs, and professional bodies
Irish Language
WCI is committed to increasing engagement with Vicipéid and Irish across Wikimedia projects specifically in education and advocacy. Key elements include participation in the Celtic Knot conference and support to partners whose goals and activities align with the Wikimedia movement.
In this work we will:
- Increase engagement by supporting the translation of resources into Irish
- Continue to promote the use of Irish in Wikimedia Projects to increase the presence and profile of Irish on the web
Competitions and campaigns
Continue partnerships with allied organisations, including OpenStreetMap and Creative Commons Ireland. The ability for our projects to better support each other focuses on campaigns that result in outcomes that are mutually beneficial; including campaigns which improve the representation of Irish built and natural heritage on Wikimedia Commons and Wikdata both in Irish and English.
To continue this work we will:
- Continue to improve the visual representation of Ireland and culture in Ireland on Commons
- Build on and improve coverage of bilingual Irish data on Wikidata
- Promote the participation with open licences in Ireland through photography competitions and campaigns
4. What are the activities you will be developing and delivering as part of these approaches or strategies?
Inclusivity and diversity
We are committed to exploring all options to improve our inclusivity and diversity of the extended Wikimedia community in Ireland and WCI events. We will work on developing more partnerships with a range of groups, organisations, and institutions who represent various communities across Ireland. This includes groups working with the blind in Ireland, those advocating for and representing refugees and asylum seekers, advocates and campaigners for the Irish Travellers Community, and other minorities across Ireland. This not only aligns with the knowledge equity advocated by the wider community, but our own objective of ensuring that all those who wish to work with us to create more diverse, inclusive and representative Wikimedia projects have the opportunity and the ability to do so.
We will also leverage international campaigns such as Art+Feminism, in partnership with relevant local groups, organsations, and institutions

Education
Our 2022-2023 programme of activities will continue to build on existing educational partnerships within the third level sector. We are looking to create new relationships with higher education institutions that we have not yet worked with. In 2021-2022, we saw an increase in the interest from lecturers working with translation, law, and geography students. We plan to build on these new partnerships by continuing to work with these lecturers. We also intend to use this new experience to engage more lecturers and departments in these disciplines in those institutions we wish to work with.
Activities:
- Create partnerships with 4 new third level institutions
- Run or assist at least 15 events held in third level institutions
Irish language
Supported by the EU Erasmus+ programme, over the coming 3 years we will be working on a pilot project known as WikiWomen. The project aims to give secondary school teachers and their pupils the tools to research, write, and publish articles relating to notable women in minority language Wikipedias. In Ireland, that work will focus on the Irish language Wikipedia, Vicipéid, which is particularly relevant given the fact Irish has been awarded official language status in the European Union as of January 2022. The project has some funding for additional support, including paid hours for a contractor to work on elements such as alignment with the Irish curriculum and desired learning outcomes, and the translation of materials into a professional standard of Irish. It will also be supported by our project coordinator alongside partners in Friesland and the Basque Country. This project is an opportunity to accelerate our activity within the Irish language community that we intend to build on over the next few years. From the experience of having a contractor who is dedicated to Irish language work, our aim would be to build on this by having a full time Irish language project officer in WCI to carry on the work and build on the momentum gained.
Activities:
- Teach educators across the 3 partner countries about Wikipedia, Wikimedia projects, and adapt the Reading Wikipedia in the Classroom to this specific context
- Developing a teaching materials pack and a pack for students to allow for independent implementation of using Vicipéid as a teaching tool in Irish schools, as a method for promotion of more use of Wikimedia projects across education
- Pilot these materials at the first student editathon in early 2023 and use the feedback to optimise the materials
Competitions and campaigns
Since our establishment in 2014, photography competitions have been our most successful programmes in both the number of participants and the quality and quantity of previously underrepresented content on Wikimedia Commons. Starting with Wiki Loves Monuments, we will also continue with Wiki Loves Folklore and Wiki Loves Earth in 2022-2023. Each of these campaigns aligns with the wider Irish governmental strategy across a number of departments with regard to increasing awareness of Ireland’s unique tangible and intangible heritage and the Irish government's goals regarding open data policies.
Activities:
- Promote the competitions with the relevant government departments, agencies, GLAMs, and professional bodies, as it aligns with their stated outreach, educational, advocacy and other goals to the mutual benefit of the partners and Wikimedia projects
- Hold virtual upload events during live streams and online events to increase awareness of the competitions, diversify and increase participation in the competitions, while demonstrating the use of such images across Wikimedia projects

The project coordinator, Rebecca O’Neill, is the sole employee of WCI and conducts the day to day running of the group, and supports the activities of the volunteers and wider community in Ireland. We have explored the mitigation of organisational changes in detail in the risk factors outlined in Question 16.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.
Much of our GLAM outreach in particular has focused on the better representation of women and minority genders as relating to the collections of those institutions, such as the National Gallery of Ireland, the Royal College of Surgeons, and the Hunt Museum. As this remains an ongoing area of interest, we will continue this work.
Our focus on the better representation of Irish community and culture across all Wikimedia projects, not just in Vicipéid, serves to increase the representation and presence of a minority language on the web. Our work with organisations like Amnesty Ireland has also resulted in content being created across other language Wikipedias outside of English.
We aim to increase our level of partnerships with organisations representing minorities in Ireland, specifically the Irish Traveller community and asylum seekers. We will work towards bridging the gaps in relation to ethnicity, cultural backgrounds, and religion.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
WCI has been running an ongoing and active programme of outreach specifically targeted at non-Wikimedia communities and participants. These include editing works with GLAMs, incorporation of Wikipedia editing into educational programmes, and the hosting of editing events with partners such as Amnesty Ireland and Teen Turn, all of which seek to educate and empower new editors. Within the framework of this grant, we aim to foster and create as many points of participation for those from minority communities to engage with Wikimedia projects, reflecting the local and national demand from participants in our Wikithons. This will involve shifting the focus from exclusively creating articles on English language Wikipedia to smaller language Wikipedias, but also activities including image uploads, caption and alt text creation, and tagging images with structured data.
There is increasing awareness in Ireland regarding the gaps in representation in cultural and other institutions, as well as the issues around representation and the colonial legacy of a number of the state GLAM organisations. Through previous conversations and events, we aim to be a key element within the suite of activities undertaken by these organisations as they strive to create a more diverse and representative cultural landscape in Ireland as a whole. As we emerge from the pandemic, we aim to work with these GLAMs in a more structured and intentional way to create a suite of events that encourages the continued and supported participation from both GLAM staff and the communities they are working with in this area.
While offering more ways to participate that are not centred on article writing is important, what will ultimately make more impact in the longer term is the conversations and feedback we receive from the organisations representing minorities and fulfilling their needs. It is only by seeking, building and maintaining more partnerships with more diverse segments of society and culture in Ireland will WCI be able to engage in those conversations that will let the communities we want to support lead these discussions.
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
It is essential to ensure that there is continuous mutual respect and civil conduct between Wikimedians, members of WCI, our partners, and those who attend or participate in our events and campaigns. We are very aware that WCI has a fundamental role to play in fostering a safe and supportive environment for all, which we work towards through the activities outlined below. These activities ensure that everyone can participate without the fear of harassment or prejudice in all WCI activities and events, and are reviewed to remain aligned with the policies of the Wikimedia Foundation.
WCI will:
- Display and draw attention to the Universal Code of Conduct at all physical and virtual spaces used for events.
- Continue to raise awareness around the issue of harassment within our community, while ensuring that all participants are aware of how to report any violations.
- Work with all our partners to ensure that policies and procedures which are in accordance with the UCOC and Friendly Space Policy are adhered to.
- In the case of incidents which are serious and illegal, report to and work with the local police force about such incidents. For other incidents we will work with our partners to respond.

The wider community was informed of the upcoming grant submission through our Wikimedia-IE mailing list, the associated newsletter which is published on our website and social media channels, all of which included an invitation to participate in the WCI monthly meetings during which the grant submissions were discussed and collectively worked upon.
14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.
The primary form that our partnerships take is a host organisation for an editing workshop or series of events. Such an event was the hybrid workshop we held in the Hunt Museum in January 2022. The staff of the Hunt Museum organised the event space, were the primary promoters of the event to their audience, and covered the catering cost. WCI’s grant covered the cost of our project coordinator travel, and if accommodation had been required, it would have covered that as well. This is a typical arrangement that would take place when working with other educational, GLAM, and other partners who wish to host an event for their staff or as outreach. These arrangements are always in-kind support, and have never extended to the transfer of additional funds to WCI.
15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
Since 2014, a number of our key volunteers and allies have initiated and continued to support their own Wikimedia outreach. Some examples:
- Continuous advocacy of Wikimedia projects in open education by Dr Sharon Flynn through workshops, talks, and presentations.
- The continuing use of Wikipedia editing at a large scale and research into its impact at the University of Maynooth by Dr Brian McKenzie.
- The Hunt Museum continues uploading images to Wikimedia Commons independent of direct support of WCI.
In the last 8 years, infrastructure, strategies, and workflows have been developed and disseminated in such a way that new or existing volunteers could continue a large portion of the outreach calendar of events. Without the staff support of the project coordinator, there would result in a steep decline in the more intensive support that educational and GLAM partners generally require and currently receive. In light of this, we have continually advocated for the creation of positions such as Wikimedians in Residence that would address this, as well as creating even more targeted support within host institutions.
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- Like most small Wikimedia user groups with contextual limitations due to the local population and small region supported by a sole staff member, we are susceptible to a lack of capacity. The primary ways we mitigate this is through documentation of our activities, hosting open monthly virtual meetings during which planned programmes are discussed to ensure the wider community is aware of the ongoing work, and focusing on those partnerships that help to leverage and share capacity with those partners.
Another similarity to other smaller user groups is a reliance on a small, core group of volunteers. Given how relatively small Ireland is, this can be a difficult aspect to mitigate, but the main strategy is to ensure that no volunteers feel under undue pressure to take on additional responsibility, and that we avoid any potential for burnout. This may mean that some planned events or programmes are affected by this, but remaining as flexible as possible to accommodate the needs of our volunteers is essential to overall community health. Replenishing, and drawing in new volunteers, which happens primarily through our outreach events, also helps to mitigate this and share work across more people.
Currently, WCI relies solely on our volunteers for the support of the Irish language, including the production and translation of materials into Irish. This has significantly curtailed our outreach into the Irish language community. The funds from the Erasmus+ programme will allow us to generate and translate materials into Irish at a rate and to a standard which is unprecedented for WCI and the Vicipéid editing community. It has highlighted the significant barrier, created by the absence of language support, to increasing engagement with Wikimedia projects through Irish in a sustainable and resourced manner. The lack of a dedicated Irish language officer in the future will perpetuate the poor representation of the language on the web and hamper our efforts to remedy this.
As WCI relies on one staff member, there is a strong potential for disruption if the project coordinator left the position, or otherwise had to go on long term leave. The loss of institutional memory and connections to the wider Wikimedia community would be part of that disruption. Ensuring a handover period, as well as rigorous documentation in the lead up to and in preparation for such a departure would be essential to limiting disruption to the plans laid out in this grant and in the Strategic Plan. Maintaining internal and shared documentation on an ongoing basis that would be used by a new project coordinator is also a continuous practice. A similar disruption could happen in the event of a new chair, but there is a wider pool of engaged volunteers that could step into position should this happen in the course of this granting period. There would also be the support of the project coordinator and the committee for a handover or transition period in this eventuality.

edit19. What do you hope to learn from your work in this fund proposal?
We aim to learn how communities in Ireland want to contribute to Wikimedia projects, and specifically what their priorities are in relation to content gaps, better representation, and those still missing from these discussions.
We hope that our continuing work with the Irish language will create strategies, resources, and learning outcomes that will benefit communities across the movement internationally. We also wish to learn how an Irish language officer would bring growth to Vicipéid, especially in education. We also want to learn how we can use the resources to improve the cross border relationships with those areas we share language heritage with, such as Northern Ireland, Scotland, and the Isle of Man.
Working with educational partners from an increasing number of disciplines and subject areas, we aim to increase the awareness of Wikimedia projects in education while creating more best practice models which can be reused and adapted elsewhere.
As we continue our work with the GLAM sector in Ireland, we aim to develop resources and good practices for GLAM professionals working in institutions of similar, smaller scale, or working with more limited capacities.
