1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?

In 2023 we are continuing to improve Wikimedia Finland's internal structures. This year's focus is to write a strategy for 2024 - 2027 and start using a project management tool for planning.

On the community side, we are trying to get more contributors so that the editor community can replenish itself. We are also trying to learn and teach new skills so editors can find new things to do and the hobby stays interesting. Learning new things is a reason for student projects and drone photography. Like previous years this year, we are also focusing on photography. Photographing is valued as it generates applicable content for wikiprojects. Editing Wikipedia is also mainly sitting in front of a computer, and taking photographs gives a reason to go outdoors. Outdoor events also allow meeting other people safely during a pandemic, which is important for vulnerable groups.

We continue to support Sami languages in WLM and in our writing competitions. Our target is that users could participate in WLM in Sami languages without needing to use other languages.

We are developing our photography tools as we feel that low-threshold tools for uploading photos and making microtasks like curating images and geotagging are essential for organizing contributions to events where people do not have computers with them.

2. What is the change that you are trying to bring about and why is this important?

We seek to define strategic targets, so we know to select tasks that lead to them. With a project management tool, we can organize work in a way that scales to multiple people.

On the community side, we are trying to get more contributors so that the editor community can replenish itself. We believe in making the Wikimedia community more inclusive by showing gaps in content and policies. When editors are aware of them, we believe they try to avoid replicating the mistakes.

For existing editors, we try to give a feeling that they can affect how Wikipedia / Wikimedia works, so they won't be frustrated and will continue editing. For this, we are also helping them with their tasks. Doing something new also keeps participation exciting for existing contributors and is a significant reason to support drone photography, machine learning projects, and student projects in general.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

To improve our workflows, we are using some project management tools again. We'll also start writing a new strategic plan for the years 2024 - 2027. We think this will be effective as we have done these steps earlier too.

To find new editors, we are organizing online workshops and photo walks with more actors with contacts in the target group. For example, actors such as local history groups are good for finding interesting heritage sites and local guides and creating activities. Facebook history groups are good partners for getting visibility.

In content gap projects such as the gender gap, we have traditionally worked with prominent actors like in 2022 with Jenni Janakka and Naisasialiitto Unioni, which have visibility and contacts to target groups.

To make competitions sustainable in the long run, we are working with students to get fresh ideas and, as we hope, also new skills. In 2023, Nanna, who has an educational background, will be our main tutoring person for event-organizing student projects. Kimmo is the tutor for coding projects. We think student projects are useful because the first theses for Wikimedia Finland were completed in May 2022. Both received the best grade from their school (applied university), and the things done in work are either in use or in further development.

Wikimedia Finland also updates and develops the Finnish editor community's tools. We think this is needed because if something doesn't work and the community uses it, technical members of Wikimedia Finland will be requested to debug/fix it regardless of whether we have created the tool. We are also borrowing hardware and helping with travel costs so that Wikipedians can work independently.

In Finnish Wikipedia, we plan to start using a tool that saves SPARQL query results to the Commons data namespace so that the result can be used in templates. The second improvement related to this would be the ability to query datasets (CSV formatted data or API results ) using SPARQL. We think this would be effective as it would enable, for example, the use of numerical data from Statistical Finland in Wikipedia articles, substantially reducing the need for manual updating. It would also allow querying large statistical datasets. Saving these to Wikidata is not technically possible. Our first use case is for Finnish Wikipedia infoboxes. However, the technical solution is generic and would also work on other Wikimedia projects.

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

Organize Women’s day event in March and a Punaisten linkkien naiset (Women in Red) in April. The goal is to have 1,000 new, well-sourced biographies of women and 40 new editors.

Organize Wiki Loves Monuments competition as part of the yearly European Heritage Days. 6 municipal museums as partners. The target is 100 participants, of them 50 new and 1000 photos.

Participate in Open Data Day, Open Education Week, International Roma Day and Helsinki day with general public events.

Develop Ajapaik Flutter App for rephotography further to be used in WLM events and other campaigns.

Create a simple web tool for geotagging (using Leaflet.GeotagPhoto). The primary use is adding coordinates to wikidata-items and photos in Wikimedia Commons. Secondary use generates plaintext location templates, location link urls, and reverse lookups for addresses for copypasting.

Organize 10 mostly WLM related photowalks with 5 participants in small cities and 15 in large. Organize 10 other (drone flying, public art photographing, or area documentation) photographing events. Install SPARQL-anything (or some other SPARQL gateway) that can be used for querying API or CSV files using SPARQL.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.

Wikimedia Finland has been doing a yearly Women's day event, a Women's Week competition, and one month-long Punaisten linkkien naiset editing competition since 2018. In addition to these, in 2023, we are adding an additional female articles quality track.

The public art project now focuses on documenting artworks located in remote places, and Wiki Loves Monuments gathers heritage site information from smaller municipalities. Wikimedia Finland's Benin project organizes one Africa-related weekly editing competition and one workshop with Friends of Villa Karo.

Editing competitions can participate by editing Wikipedia in Finnish, Inari Sámi, Northern Sámi, or Livonian languages.

We are starting to add translations of heritage sites using Swedish, Inari Sámi, Northern Sámi, and Skolt Sámi languages to Wikidata and to OpenStreetMap in dual language muncipalities. The idea is to be able to show municipal heritage maps in the formal languages of the muncipality at some point.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

The primary strategy to reach non-Wikimedia participants is to do events together with partners who have contact with the target groups. For example, in gender gap events, we worked in 2022 with Naisasialiitto Unioni, and writer and activist Jenni Janakka.

In Wiki Loves Monuments, we are doing events with municipal museums, local cultural groups, and photograph associations or school teachers. One successful strategy for photographing events has been working with large historical photo Facebook groups. Our basic concept with these is that we are gathering information on heritage sites and then organizing photo safari events on the site.

Based on our experience, they are popular among senior citizens. Outdoors it’s easier to keep our distance, so it feels safer for people who would not participate in indoor events. It also gives them a reason to go out. Repeating photo walks multiple times with little variation but with different target groups such as students, immigrants, or senior citizens utilizes the initial work needed for the event better.

The biggest issues with these have been converting the off-wiki-participation to on-wiki editing. We believe that making WikiShootMe and mobile phone photo uploading and microtask editing on the photo walks as a great way to show how to contribute to Wikimedia projects. (in microtasks we mean editing such as fix-location or curating photos) We are developing this further in 2023 using web tools on Toolforge and with our Flutter photo app.

This year we continue our work with students. Students are one of the lowest-income groups in Finland. Our task is twofold. First, we work as an enabler by giving technical infrastructure for utilizing Wikimedia and open content in the course works, and second, we provide grants for thesis works. With students, our strategy is to teach them how to utilize and understand open data in general, and we believe that they will use the skills learned in the future.

12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?

Wikimedia Finland tries to guide how to act if somebody asks what to do when he or she has encountered a problematic behavior. We may also report the issue to the administrators too or individual users intervene directly if it is a clear case in terms of Wikipedia policy.

As an association, we also gather background information for community discussions, such as best practices in other wikis or projects.

For example, in 2022, on Finnish Wikipedia, there was a relatively wide community conversation about dead names where members of WMFI participated as individual editors. The result of the discussion was that we learned that Wikipedia is considered a part of the media and GDPR doesn't define privacy protection but it is defined in criminal law. This means that guidelines based on European Court of Human Rights decisions on privacy and free speech should be followed in Finnish Wikipedia in the same way as newspapers.

As a concrete result, Wikimedia Finland also started writing an article about the term dead name, and some other community members who did not relate to Wikimedia Finland wrote articles on trans men and trans women.

Currently, there is frustration in the community about a user or likely multiple users who are editing behind single-purpose accounts and dynamic IP (i.e., anonymizing VPN services or mobile). This masking is used for writing rude comments and editing in ways that overrun other writers' opinions. It is disruptive editing, but as it is hard to detect and for a single IP address it is only borderline bad behavior and it is complex for admins to intervene. To address the problem would need community discussion where WMFI could help gather background data (=using SQL queries from toolforge db in the example) for formulating the arguments showing the issue. Community discussion then defines how policies should be changed so there would be behavior guidelines and it would be easier to intervene.

The week's competitions can participate by editing Wikipedia in Finnish, Inari Sámi, Northern Sámi, or Livonian. Points are calculated by ukbot, which is operated by nowiki user Danmichaelo .

Wikimedia Suomi board member Yupik is an active member of Sami Wikipedias and works with the Norwegian Wikimedia community on Sami topics.

We are coordinating its work with the AvoinGLAM network in Finland. WMFI and AvoinGLAM have members in common.

Women-related work originated from Wikigap by Wikimedia Sweden, and these are coordinated via meta-wiki.

We are collaborating with WMEE on rephotography themes. Coordination has been done via multi-organization Slack channels.

There is an ongoing cross-border Wiki Loves Monuments and European Heritage days initiative. In Finland, this is continuing in 2023 and is coordinated by the ministry of environment.

Benin Bilateral Companionship program with Wikimédiens du Bénin continues via direct personal contacts and Wiki projects.

14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.

Wiki Loves Monuments partners. The Finnish Heritage Agency, The Ministry of Environment, and regional museums. The Finnish Heritage Agency and The Ministry of Environment help with communication and organizing the award ceremony. Regional museums help crowdsource local heritage site data, connect to local actors, and organize regional events. We also got some help with translations. The Ministry of Environment coordinates the European Heritage Days' connections to other countries at the ministry level.

The Finnish Heritage Agency's motivation is to support museum-level actors, crowdsource photos from heritage sites, and distribute knowledge of heritage sites to the general public. The Ministry of Environment wants to inspire the common people to learn about their local history. Local museums' motivation is all of these, but one important motivation is to crowdsource (re)photographing their own heritage sites as they do not have the resources for photographing everything by themselves. Also, one reason is to track how the heritage sites remain intact.

Wikimedia Finland has been selected for the steering group of Finto (Finnish Ontology Service by National Library Finland). The position is important to us as Finto is extensively linked to Wikidata. Finto is also improving its support of Sami languages vocabularies, where our main representative Kimberli's (Yupik) skills are very useful.


Wikimedia Finland is organizing edithaton/workshop/mini hackathon with Villa Karo support association in Helsinki.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

Our long-term plan is to establish yearly routines for organizing Women's day, Punaisten linkkien naiset, and Wiki Loves Monuments events as part of larger international events. With this WLM can be included in larger organizations' yearly programs, and their communication staff can support it.

To be able to renew itself every year and develop it further, we invite students to do internships or thesis work on the campaigns. It will allow them to work with a global campaign and give us fresh ideas and reach new people every year.

To add new places in Wiki Loves Monuments, we contact new regional museums and cities every year to get new data to be added to our Wikidata monuments index. Museums that have participated have a low threshold to participate again as they already have an experience in the competition and initial work is done. We also develop tools for finding targets for photos in campaigns. The results of this work will stay after the grant.

We also like to transform our work so that the campaigns will become regular events in wikipedians' calendars so that they will start to participate in decision-making and organize the events. With community leading Wikimedia Finland can step down from leading to the supporter role. This has been done in a public art documentation project where Wikipedia editors lead the project, and Wikimedia Finland will give financial and tech support when needed.

16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.

Wikimedia Finland's feature is that we are agile to react to new opportunities. However, at the same time, we’ve had issues focusing on what we were doing. Mitigation to this is that we’ll do better project management and reserve time for doing unexpected things. Strategy work allows us to define what our target is so we can pick tasks that will move us in the selected direction.

Another challenge is that if we run the same year-to-year event, participation in it will be lower as there is fatigue. This affects both Wiki Loves Monuments and Punaisten Linkkien Naiset. In WLM we are developing the competition towards local partnerships so they can find participants. In PLN we are trying to find new tracks that reward (symbolically or concrete) participants who don't focus on many articles but on the quality of the articles.

About employee changes. As WMFI employees are part-timers, when an employee moves to a full-time job is thought of as a positive event. However, as the person's skillsets heavily define our work, this also causes a direction change in the activity in question.. For example, in 2021, Nanna worked for six months in the Museum of Photography, our solution to this was to put photo walks on hold for that time and focus on tech and Wikidata instead. Another example was when Helsinki rephoto part-time coder Märt got a full-time job as a programmer. As a result, we started student projects in Finland and a Flutter app using resources relieved from Märt‘s position instead of trying to replace him with a new Python and Django coder.

19. What do you hope to learn from your work in this fund proposal?

In 2023 Wikimedia Finland's plan is with the community to define its strategy and where it will focus in the following years. We should also select tools that are used for project coordination.

A longer-term plan is to develop organizational structures so that WMFI could utilize wage subsidies for non-profit organizations for hiring people who have difficulty finding work. Also, as a non-profit organization, WMFI could offer placements for non-military services.

Non-paid student internships are a lightweight way to learn this as these students stay under school insurance, and there are no salary costs. However, WMFI as an employer, needs to give interns proper guidance for the task at hand and work supervision. With this, learning goes both ways. We learn how to lead the work. Interns learn about work and open data ecosystems. One essential target is to learn to code mobile applications well using Flutter, as we see that is a key skill for developing cross-platform tools for editing Wikimedia projects which are easy to use.

Via student projects, internships, and thesis work, we will get a glimpse of new fresh skills that students have been able to learn from their studies and which we do not have time or skills to learn directly. For example, how to use machine learning or different API’s or tools.

We also need to learn how to make our outreach more efficient and get new ideas every year. With student collaboration, we can get new ideas, contacts, and ways to make outreach.

The overall work time for employees has been increased from 40% to 50% because when we reviewed our employee policies, we noticed that the current limit for work requirement definition is at least 18 hours per week in Finland, and with 40% FTE, it was 16h per week.

The work time must be over 18h per week, for example, to be eligible for earnings-related unemployment allowance or adult education allowance. Being eligible is essential from the employee's point of view in unemployment cases.

(Note: We also have a job to do for increased the FTE)
