Part 1 Understanding your work
edit1. Briefly describe how your proposed activities and strategies were implemented.
All the planned projects were implemented during this year and within the planned deadlines, in particular thanks to the strengthening of the salaried team, the commitment of the association's volunteers and our partners. The beginning of the year was marked by the resumption of the organization of the French-speaking Wikiconvention in Paris in September. We also validated the partnership project with the Ministry of Higher Education and Research which led to the opening of positions for Wikimedians in residence in 3 French universities. The Wikieys Game was designed and deployed with several test projects in colleges in the Paris region in partnership with the Education League. The Overseas project was also a great success this year with, between January and March 2023, the organization of several training courses at the University of Cayenne in Guyana. Finally, the Free Culture Label and the Open Content Observatory were launched on April 25, 2023 during the Culture and Digital Day which brought together nearly 130 professionals from the archives, museums and libraries in Paris.
Regarding volunteering, we organized the second edition of Wikicamp in Dieppe in Normandy and thanks to the creation of a new employee center in charge of the community, we launched a MOOC dedicated to Wikidata, to strengthen our training plan for the community, organized a new edition of Adminconf and strengthen our territorial presence by supporting the emergence or resurgence of local groups of volunteers in Strasbourg, Brest or Lille.
2. Were there any strategies or approaches that you felt were effective in achieving your goals?
2 strategies that we had imagined turned out to be particularly suitable and brought us the expected results.
Free Culture Label:
We had been facing a major difficulty with the program dedicated to GLAMs for several years. First of all, how to be sure that the Wikimedian training and events organized in these institutions led to a real transformation of professional practices. Finally, how to assess at the national level the progress in favor of the free sharing of cultural content. By launching our label, it made it possible to answer these two questions. First of all, with the submission of an application file for the label, institutions must therefore provide evidence concerning, for example, the licenses used and the number of employees capable of uploading works to Commons. The Jury, made up of volunteers but also experts, can thus check and evaluate this in a simpler way. Finally, by launching a national label, institutions with which we have rarely worked, if ever, wanted to apply, which allows us to have a national vision of progress for open content.
Wikeys: The idea of creating a board game dedicated to Wikipedia was suggested to us by teachers but also following our experiences of contribution competitions in high schools in France. We therefore reviewed our objectives, making it a priority for young people to fully understand how Wikipedia works before wanting to make them contributors. We were able to test it in class with students of different levels and the results met our expectations. It is still necessary that we surround the use of the game with an educational narrative around Media and Information Literacy. This will be the challenge this year with an even more massive deployment throughout France.
3. Would you say that your project had any innovations? Are there things that you did very differently than you have seen them done by others?
- Transforming Wikimedia France into a labeling organization capable of awarding distinctions rewarding virtuous cultural institutions was really not easy and was a bit different from what we knew how to do. We are not just talking about prices, but about the fact that institutions voluntarily submit to an external evaluation of their practices. This is an innovation that will have long-term consequences that are still difficult to predict for the association: How to ensure the sustainability of the label and its credibility? How to support institutions towards the gold level (there are three levels of labeling)? One idea would be through a system of tutoring institutions by volunteers. And finally what happens if an institution no longer plays the game and closes, we should then sanction it by withdrawing from the label?
There are still plenty of questions that we will have to answer in the coming year.
Our education program by linking Wikeys and Vikidia also seems to me to be particularly interesting for our movement. We know today that it is very difficult to bring young people to Wikipedia, the rules are very numerous and the community, it must be admitted, is not always benevolent because it must also deal with other issues ( disinformation…) This is why we have adapted our action with two axes:
- Wikeys to disseminate the values and principles of Wikipedia so that there is knowledge of the operating model of Wikipedia without necessarily contributing to it.
- Train the youngest in contributing with a more suitable tool such as Vikidia (encyclopedia for 8-13 year olds available in 8 languages) which is very similar to Wikipedia but with a smaller and more suitable community. For this, Wikimedia France has obtained financial support from the State for Vikidia and has dedicated 50% of the time of an employee to the Vikidia association which hosts this project.
4. Please describe how different communities participated and/or were informed about your work.
We have a base of active volunteers with whom we communicate and exchange on a regular basis. With the arrival of a new employee in charge of the community, we have reworked the way we present engagement opportunities by better specifying the mission, the expectations and with an estimate of the engagement time. We have a multitude of channels to interact with our communities. Obviously, we have the projects, we also have the Discord of the French-speaking community and our national mailing-list system. Several events in the year also allow us to know the projects, the expectations of the community and to present our actions and thus promote their commitment (WikiconvFr, WikiCamp, General Assembly)

7. Is there anything else you would like to share about how your efforts helped to bring in participants and/or build out content, particularly for underrepresented groups?
Wikimedia France acts directly or indirectly on 3 gaps identified in the Wikimedia movement. Regarding gender bias, Wikimedia France has had a partnership for several years with the Sans PagEs User group, which we support financially and humanely. This group is actively working on training women to contribute to Wikimedia projects and has been doing outstanding work in this area for several years. For linguistic biases, Wikimedia France has been developing and maintaining for more than 5 years the Lingua Libre project which facilitates the recording of sounds in regional and minority languages but also videos in sign languages to Wikimedia projects. The project today has nearly 1274 speakers and 198 languages. It should reach one million records for Wikimedia projects before the end of 2023. Every year, we also organize a conference (Contribuling) around linguistic diversity on the web.
Finally, with regard to geographical diversity, we have further strengthened our partnership with the University of Guyana this year with several workshops for the people of Guyana in order to highlight the Amazonian cultures and languages of French Guiana on Wikimedia projects.
Part 2: Your main learning
edit8. In your application, you outlined your learning priorities. What did you learn about these areas during this period?
We had three annual objectives which concerned progress margins for the association.
The first of these concerned the implementation of a more individualized follow-up of people trained in Wikimedia projects to obtain a reliable retention rate. We put in place the necessary elements during this year with more precise reporting of training. After each training course, the employee or volunteer trainers send the list of accounts created on this occasion to an employee in charge of training and evaluation. This person is responsible for creating and updating training materials and supporting new trainees. Thanks to this work of collection, monitoring and support. We are still collecting some data on the past year, particularly on the well-being of the association's volunteers.
Regarding our third objective, we have initiated major structural projects in connection with the State such as with Vikidia or around Open Science with the Ministry of Research. We have also strengthened our presence in the free software and digital commons movement by organizing a major working meeting in May 2023 with the objective of achieving a gradual unification of the movement on a national scale and in the short term the recruitment of a movement coordinator.
9. Did anything unexpected or surprising happen when implementing your activities?
We had a failure this year regarding the launch of a research project on content moderation on Wikipedia in French. The conglomerate that we had tried to set up with French researchers and academics, WMFr and the WMF ultimately failed due to a funding problem. This is obviously a shame because it would have allowed us to help the community to question these practices and perhaps help it improve certain processes. We are now engaged in the development of a new patrol tool for the community, but this would undoubtedly have allowed us to better target certain issues and also to explore the issue of volunteer burnout.
Following the publication of the report on the digital commons in June 2022, within the framework of the French presidency of the EU, many things have accelerated from an administrative and political point of view and in particular with a very clear will displayed by the State to integrate the digital commons into the State's strategy. Wikimedia France on behalf of the movement to participate in numerous working meetings which should lead to the creation of a European Foundation for digital commons at the beginning of 2024, bringing together funds from several European countries to support the commons and in particular Wikimedia projects. If all goes as planned, many other European affiliates could benefit from additional funding in the years to come thanks to the work of Wikimedia France. Obviously for this, we work closely with Wikimedia Europe.
10. How do you hope to use this learning? For instance, do you have any new priorities, ideas for activities, or goals for the future?
I think that the bulk of the work still and always lies in the follow-up of the people trained and in their long-term support towards Wikimedia projects and the contribution. We tested a model this year that taught us things (which formats and types of training have the most impact, which learner profiles remain involved, how to strengthen communication with learners after... ) We must move from experimentation to implementation, first by broadening our scope and integrating more training provided by volunteers locally, by strengthening our tools and by conducting long-term surveys with learners.
11. If you were sitting with a friend to tell them one thing about your work during this fund, what would it be (think of inspiring or fascinating moments, tough challenges, interesting anecdotes, or anything that feels important to you)?
The better moment of this year was the presentation of the Culture Libre labels. I had the chance to award the label to the winning institutions. What particularly moved me was the emotion among the winners. For many, they had been campaigning for the cause internally with varying degrees of success for years. For some, this meant nationwide recognition of their work. For others, it has particularly enhanced them with their management who discovered that their institution was labeled because a small team organized editathons. These activists from the shadows of the free sharing of knowledge found themselves on the stage, in front of a full amphitheater, facing representatives of the Ministry of Culture to tell them that their work matters and that we thank them. It was a magical moment.

Difficult question. We have made the strategic choice and assumed to fully play our role as spokesperson for the movement for free knowledge in France by uniting other actors around us and by financially and humanly supporting organizations that are not part of the movement. Wikimedia.
being a Wikimedia affiliate in a country also means having responsibilities towards smaller organizations that work with the same values as us. We as a Wikimedia organization stand as a beacon for these other organizations and assume our role. It's a lot of pride and responsibility.
