SUSTAINABILITY Editor numbers in Dutch WM communities are stagnant, especially in the WP-community. Limited interest among young Wikimedians in WMNL activities. Financial dependende on WMF. EU/national law can negatively affect the Wikimedia projects. Steady influx of new editors, especially from underrepresented groups

What is the main objective of your proposal?
- To make WMNL a focal point in a vibrant and productive network of partners and volunteers, sharing and stimulating free knowledge in the Netherlands, the Dutch Caribbean and regions where there are Dutch historic colonial and trading ties.

Describe your main strategies to achieve this objective and the main activities you will be developing as part of these strategies.
- Over the past ten years, WMNL has established a network of partners in the GLAM and education sectors, and developed a good track record in implementing partnership projects.
The coming two years, we will capitalize on partnership opportunities offered by the Dutch government’s policy re. digitization of heritage, especially colonial heritage. This will also provide opportunities to consolidate wikipartnerships with public institutions.
We will make use of the awareness in Dutch society that certain groups have long been underrepresented, to work towards knowledge equity. We will focus on mobilizing and retaining editors from these groups to achieve the Movement Strategy 2030 goals concerning inclusion and impact.
We will build on, expand and strengthen our existing partnerships with institutions in the Dutch Caribbean, with womens’ & lgbtiq+groups, and WM-affiliates in regions that are linked to the Dutch colonial past. We will also work with parties in the Dutch Caribbean that aim to promote the use and conservation of the Papiamentu language.
WMNL is financially dependent on WMF. This is a longstanding source of uncertainty at the basis of WMNL, as WMF's course towards chapters remains unclear. We are going to use our growing experience in generating project funds, and increased societal support for free knowledge, to realize more funds, and actively expand our network of donors.
To achieve our goals, we will use a mix of the different activities
- trainings, workshops and e-learning,
- hackathons, edit-a-thons, conferences
- partnerships and wikimedians in residence
- edit-challenges, -sprints and contests, writing events
- technical guidance and advice, tools, manuals and knowledge exchange
- lobbying, social media, press contacts.
Experience has taught us that:
- One-off activities do not 'stick': editor trainings need to be supported with follow-up activities, one-on-one coaching, or support through social media.
- best results are achieved through a combination of activity types.
We will analyze the best combination for each goal. For 2022 we plan to organise at least 45 individual events. Including a Techstorm, a developers Hackathon,WikiConNl, mediatraining, monthly women's and lgbti- writing meetups, and Wikipedia*Wikidata training.In addition we will run a programme of technical support. More detail in our multiyear strategy and annual plan, which also state SMART objectives.

One of the lessons we learned over the past years, is that retaining editors & partners requires a consistent programme of follow-up activities after ‘first contact’. Retention of new editors especially benefits from offering a safe social environment where they can get to know other editors with similar interests and backgrounds.
We are open to partner with any organisation that shares the Wikimedia mission, but will prioritise those that can contribute to knowledge equity and inclusion. We discuss the development of annual plans and multi year plans via (zoom)meeting and the WMNL wiki. The plans are approved by the WMNL general assembly
We have an ongoing partnership with Wikimedia Indonesia, which will continue into the coming years. This is discussed in regular meetings with chapter staff. Wherever possible and relevant, we cooperate and consult with our neighbours Wikimedia Belgium and Wikimedia Deutschland.

- WMNL has ongoing partnerships with 35 GLAM institutions and 6 colleges/universities in the EU Netherlands and the Dutch Caribbean.
The partnerships are focussed on content donations (to Commons, WikiData or WikiSource) or adding/improving content, mainly on the Dutch, English or Papiamentu language versions of Wikipedia. In 2021, there are four active Wikimedians in Residence in the Netherlands.
WMNL provides technical and logistical support to partners free of charge. The partners contribute to WMNL activities ‘in kind’, e.g. by providing expertise, venues for events and access to their communications channels. WMNL does not directly fund Wikimedians in Residence, but support fundraising efforts by partners.
Our aim is to expand the number of partners over the coming years. We will prioritise new partnerships that can contribute to knowledge equity, and/or give a substantial contribution to the quality of the Wikimedia projects.
How do you hope to sustain or expand the work carried out in this proposal after the grant?
- One of the principles of our programme is that no activity should be stand-alone: a content donation should be followed by a writing challenge, after editor training participants should be mentored and supported. In this way the effort of the original event will not be wasted.
In particular, we will strive to provide safe and stimulating social context for participants from underrepresented groups. One of our aims in the coming years is to provide an infrastructure for tools, training programmes, and manuals which will help (new) partners and editors to find their way in the projects and the movement, and remain involved. We will share the results of our work, and any lessons learned, with the wider Wikimedia movement. We will document our work in our knowledge platform, and contribute to peer-learning. As mentioned, we will strive to mobilise funds from outside the movement to support WMNL work in the coming years. We are looking in particular for external funding for the activities we develop in support of government digital heritage policy. However, to a large extent the continuation of the WMNL work program is reliant on movement funding. It is not to be expected that in the foreseeable future, WMNL will be able to become wholly independent of movement funding.
Do you have the team that is needed to implement this proposal?
- Wikimedia Nederland has a staff of 4 fte, which is sufficient to deliver the current plan. It is, however, insufficient to fully meet the demand for our help and services, especially if we want to make full use of current opportunities for knowledge equity and inclusion of previously underrepresented groups. We wish to expand the staff to at least 5 fte, but will do so from external funding.

Learning, Sharing, and Evaluation
editWhat do you hope to learn from your work in this fund proposal?
- The coming years we will build on the experiences gained during implementing Annual Plan Grants since 2012.
Our primary learning objective is how to work with groups not engaged so far. We will work closely with grass roots organisations who can act as an intermediary between these groups and the Wikimedia movement. It will be a journey of discovery to find out what does, or does not work.
Also, we want to gain more understanding of operating a work programme on two continents, in different cultural contexts, and avoid the trap of recolonising rather than decolonising the internet.
In our work on Sustainable Development Goals, we want to learn on the best ways to facilitate and promote the creation of quality content on socially relevant topics, outside the traditional GLAM domain.
We want to boost our expertise and experience concerning raising donations and sponsoring. So far, our fundraising experience is mainly in project grants.
In implementing the UCoC in all activities and platforms of WMNL, we want to learn about transparency and fairness in maintaining a safe environment for all. Also we want to learn about resolving the challenge of conflicts on the WM projects spilling over into WMNL domains.

- Long term trends, such as community diversity, are tracked via a survey of the editing community every three years. We will run the survey in January 2022, so it van serve as a baseline. We evaluate events and activities on completion, including a survey among participants.

- WMNL has a dashboard to measure metrics. We use hashtagtools, event tools, and GLAM tools such as petscan, glamourus and baglama.

What do you do to make sure there is a good management of funds?
- WMNL has a project based accounting system, which allows us to track expenditure for every activity and budget line.
There is a division of responsibilities in the financial system between office manager, ED and treasurer/board, meaning that no single individual can execute payments or authorise major financial commitments. Since 2013, the financial system has been reviewed by staff from the WMF grant making team during three separate site visits. All their comments and suggestions were implemented. The annual accounts are audited by an independent certified company and approved by the General Assembly.
How will you contribute towards creating a supportive environment for participants using the UCOC and Friendly Space Policy?
- Since 2015 WMNL has a Friendly Space Policy (BVR) to ensure that anyone can feel safe when participating in WMNL activities, or using WMNL channels & platforms. Every participant is asked to agree to the BVR upon registration; there is a BVR contact person at every activity. Incidents are reported to these contacts, but they can also proactively intervene.
In 2021, a WMNL working group updated the BVR to ensure that it complies with the UCoC. The update now specifies desirable behavior, following the example of the UCoC. It also provides more gradations in sanctions. It ensures confidentiality in reporting, with due regard for the privacy of all involved. The update makes explicit roles and responsibilities in implementation. The final step is updating procedures and training requirements, inspired by the Enforcement draft guidelines. The revised BVR will come into force in 2022, after WMNL staff, board and selected volunteers have been trained in its implementation.

For Wikimedia Nederland, like most organisation, the COVID pandemic changed everything. We had to develop a new way of working. Virtual activities gained momentum, while in-person activities such as writing meetings, workshops and hackathons became temporarily impossible. When the pandemic was over, it turned out that our world did not automatically return to 'business as usual'. Activities that normally formed the backbone of our annual plans suddenly were less successful, or less popular. Our volunteer community and partners appeared to have different needs and expectations post-pandemic. And In addition, activities also have their life cycle: at some point, momentum and enthusiasm diminish, even when an activity has been successful for years.
This prompted reflection. We know what our goals are (the framework for the annual plan remains the Multiyear Strategy 2022 - 2024, WMNL's response to the Movement Strategy 2030), but need to discover some new ways to get there.
In 2023, Wikimedia Nederland, as the liaison between the Wikimedia projects, knowledge institutions and volunteers, wants to take some time to reposition itself in order to best serve its mission.
Our focus for 2023
- developing a good response to changes in society and the Wikimedia community after Covid;
- establish a dialogue with partners and volunteers to better understand what they need and expect from WMNL;
- Expand and rejuvenate the group of volunteers who want to be actively involved in WMNL activities;
- repair the backlog caused by Covid and understaffing, including an update/quality check of the administrative organisation and office logistics.
The motto for 2023 is 'pruning to encourage new growth': together with our community and our partners, we will take a critical look at what really delivers results when it comes to free access to knowledge for all, and what does not (anymore). We may have to say goodbye to activities with little return. These may be painful choices, but by carefully pruning we hope to make room for new growth and new fruit.
How does that translate to our annual plan? It is a more compact plan than usual, focusing strictly on activities that are:
- essential for volunteers and partners,
and/or
- very likely to lead to concrete results.
This has left some staff time unallocated. Together with the community and partners, we want to use the free space to experiment with new approaches, new ways of working, new areas of work in 2023. We also want to mobilise new volunteers, especially from underrepresented groups.
In particular, we want to find answers to these questions:
- is it possible to increase the involvement of women in the Wikimediaprojects? We have been trying for 10 years with little success
- how do we provide a firm footing - also financially - for wiki-work in the Dutch Caribbean en Surinam
- what support do our partners and the community need from us, in a post Covid and highly digitised world?

Our expenditure overall remains stable. However, the Netherlands currently has an inflation rate of 14% for which we request compensation (€50.400).
To compensate for inflation, and to remain an attractive employer for our staff, we are raising the salaries with 11% over the years 2022 and 2023. This is the first substantial adjustment of salaries since 2017.
Also related to staff, we want to invest in an insurance policy covering the costs of replacing staff absent because of longer medical leave. The office has had to cope with several cases of non-Covid related illness which put huge pressure on the team and limited our operational capability. To avoid this in the future, we want to take out insurance which will costs ca. €8000 annually.
We want to make an extra investment of €15,000 in the sustainability of our office. We want to improve the energy efficiency of our office space which has not been renovated or refurbished for 20 years. We will invest in insulation, lighting, heating and appliances.
