edit1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
Last year's vision was focused on creating more awareness in Rwanda about the Wikimedia movement, with a goal that recruited volunteers could actively be engaged in improving content on Wikimedia Foundation project websites in Kinyarwanda, French & English and invest in projects that sensitize and train different communities in Rwanda about Wikipedia with much emphasis on Kinyarwanda Wikipedia.
This year's vision is going to be focusing on capacity building for the existing volunteers and systematic volunteer recruitment approaches such as gradual semester- cohorts. With this approach, we hope to improve the quality of existing content with a major emphasis on Kinyarwanda usage on the Wikimedia projects.
The 2022-23 proposal focus was on creating more awareness and we had more than 80 new members joining our community but unfortunately, no systematic orientation measures were set up.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
To achieve our desired changes for the year 2023-2024, We intend to implement various strategies that include : Strategy one: Organizational development, with this strategy we intend to :
Training/equipping newbies with basic skills needed to actively engage in the promotion of open knowledge ecosystem.
Equipping existing volunteers with advanced skills on best practices while contributing to the open source knowledge ecosystem.
Capacity building workshops among the core team members: The steady progress of the Wikimedia community in Rwanda, has helped us identify the organizational capacity gaps such as good governance, mentorship, funds management, fundraising, community organizing, Monitoring and evaluation skills that are lacking in our operations, therefore, we intend to invest time and resources in capacity building related programs to ensure sustainability and effectiveness. This won’t be limited to core team members only but also to active community members who have shown enthusiasm and willingness to actively engage in community activities as organizers, hence aligning this with the Movement Strategy recommendation which calls for investing in skills and leadership development.
Strategy 2; Improving generated content, we shall emphasize the improvement of contributed content on Wikipedia, during the year 2022-23, more than 1000 articles were created on Wikipedia with a majority being created on Kinyarwanda but when one takes time to analyse content, the quality is still poor, therefore as we generate new content, we shall be improving the existing data (mostly stubs ). Throughout this, we shall do various edit-a-thons in person,
We shall be implementing these contests in the 4 provinces that make up Rwanda, through Regional Wikiclubs hence, allowing participation from members who don't reside in Kigali.
We also shall have both writing and photographic contests, these have proved to be one of the factors that encourage volunteers to actively contribute and also a measure to recruit new volunteers hence bridging the content gap about certain topics. Strategy 4: Increasing retention rate, we intend to minimize the limiting factors that affect volunteers by keeping volunteers engaged throughout our new approach titled ‘’ monthly challenges’’ which will be having monthly editing challenges on chosen topics. 7. Do you have the team that is needed to implement this proposal?
Ndahiro Derrick, Executive director, will: prepare accurate and timely analyses of operational results, variances, and performance trends for the Wikimedia Community User Group Rwanda. He will provide leadership and manage the efforts of regional wiki club leaders to ensure appropriate support for all departments. He will supervise the development of operations-based financial modelling and coordinate and lead annual budget reviews, monthly and quarterly reviews, and periodic forecast updates with the operational and core teams for all locations. Additionally, he will approve major systems implementations related to cost and inventory control and ensure the retention of a diverse core team and volunteers through growth and personal development opportunities. The role also involves ensuring that services and funding relationships are robust enough to meet or exceed strategic goals and objectives.
Bahire Boris, Programs Coordinator, is responsible for ; supporting the planning, coordination, and implementation of programs and activities, while ensuring correct policies and practices are used. He will as well maintain a budget, track expenditures/transactions, and report to the financial audit committee. Boris will also help build positive relationships within the team and external parties, ensure technology is used correctly for all operations, prepare the paperwork and order materials, keep updated records, and create reports or proposals. Additionally, the role involves supporting growth and program development
Nyinawumuntu Jeannette: Responsible for the Community Outreach & Partnership officer, will be managing funding opportunities and partnerships for the Wikimedia Community User Group Rwanda. This includes identifying and communicating funding opportunities to the User Group, leading proposal development, scoping and positioning the User Group as a partner of choice, promoting consistency of approach and best practice, and nurturing relationships with partners and potential donors. She is also responsible for maintaining a calendar of outreach activities, preparing an annual budget, scheduling regular outreach exhibitions, and preparing accurate records and reports. She will be managing strategic funding opportunities throughout the funding cycle and ensuring that final submissions meet quality standards and partner requirements. Uwimpuhwe Valentine is responsible for managing social media and communications, including strategy development, content management, and engagement monitoring. Gatete Pacifique is responsible for graphic design, photography, video editing, and overseeing a photographic contest's jury process. Additionally, there are four vacant positions for Regional Wiki Club Leaders, each responsible for organizing events, facilitating monthly editing challenges, and orienting newbies in their respective provinces. All roles report to the program manager.

Growing gender equity on Wikipedia remains a focus for our editing community, particularly during the community organization, and content creation in the celebration of International Women's Day, we will continue to grow our support of these activities over 2023- 2024.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
Our need for change is based on growing the number of people who engage and contribute to Wikimedia platforms and activities. To do this we will:
Develop and promote a range of inclusive and targeted workshops, events and training aimed at recruiting new editors, including regular edit-a-thons. .The creation of regional wiki clubs, which will function at the provincial level, will enable user group activities to grow outside of Kigali to other areas of Rwanda. .Grow and maintain the Wikimedia Rwanda website and social media content including training resources and community outreach .Survey new and existing Wikimedians to better understand their recruitment pathways and what retains their participation
.Engaging with active contributors across Rwanda, who are not necessarily members as yet, to grow connections as a community, ensure retention, grow expertise, mentoring and support between new and more experienced participants and tell the broader stories of our regional movement. .We plan to undertake a quantitative and qualitative survey of well-known Rwandan participants to better understand their recruitment pathways and what retains their participation.

.Social media and traditional media engagement also provide an opportunity to grow literacy about the Wikimedia movement and its underlying mission.

To create safer spaces for all participants, we shall be elaborating more about the Friendly space policy by the WMF and the local policies such as the anti-sexual harassment policy before, during and after the events to monitor if no violations were made and if they occurred how they can be handled.
