- In March, Mari (youth member) and Barbara drafted the grant application (USAid funds), which Wikimedia Polska later submitted, but at the end was not not funded
- Swedish Institute (SI) seed project (Heritage Guard Network) was extended because the new SI grant round was rescheduled for the beginning of 2025. Instead of working on the new grant application in June 2024 (as planned) this activity was postponed till winter 2024/2025. However, CEE Hub's taking part in the ongoing HGN project continued during 2024. CEE Hub was not in charge of any of the project work packages (Advocacy, Communication, Tech, Risks) but it had an advisory role.
- Since August 2024 CEE Hub staff Sezis (one of the four new CEE Hub staff members who were recruited for the community building), in coordination with Barbara, was working on preparation of the external grant application. The grant proposal will be submitted for the EU funding (Erasmus+). The deadline for the submission of this grant proposal is in February 2025 and WM applicants will be Greek and Cypriot WM User Groups as well as WM Polska.

This event was part of the rapid grant which was submitted by WM UG Cyprus; the CEE Hub also supported the Cypriot community during this grant application process.

Wiki Loves Monuments support

- In June, we prepared a survey in order to be able to offer sufficient assistance to the communities and individuals who have previously organised the campaign, as well as the goals and requirements of those who intend to organise WLM this year. Conclusions from the survey can be found here.
- In July, we published the prepared guides for participants and for organisers of the Wiki Loves Monuments campaign.
- In September, we had a knowledge exchange session dedicated to the Wiki Loves Monuments campaign, where we had representatives from Ukraine and Armenia, providing tips how to organise a campaign in your country. Additionally, we shared once again the conclusions from the survey that we had during the summer, and afterwards a discussion about the improvements, especially about the promotion and post-contest activities.

International Roma Day campaign support

- During January and February 2024, we had meetings with Wikimedia Serbia where we talked about possibilities related to our support of the International Roma Day.
- The CEE Hub staff sent out the information emails to dozen of communities in the region, along with preparing the necessary documentation for the event, i.e. guides for the participants and for the local coordinators (see International Roma Day), so they can easily start this initiative. This campaign was chosen by the CEE Hub as Roma minorities are present in almost every CEE country.
- As only a handful of communities join the campaign, we supported them through email and direct messages, instead of organising a session for the campaign.

2.5.

CEE Meeting organisation supported: logistics and program

- In January, we offered and provided support, such as sending out community engagement survey reminders.
- In February, kick-off of the Programme Committee and formation of the new committee.
- In May and June, we sent out reminder to the communities to register their representatives and to create their submissions for the CEE Meeting and we offered support in case they need to create submissions (1:1 meetings).
- Programme Committee had received more than 100 submissions this year, so they started to evaluate them.
- As Barbara Klen was part of the Programme Committee, she supported the work of the programme with evaluation of the submission, but also with coordination and logistics related to the programme.
- Following the information received from the organizers of the CEE Meeting 2024 regarding scholarship coverage for the CEE Region, the CEE Hub decided to offer two additional scholarships to enhance representation at the meeting. These scholarships were awarded to participants from Montenegro and Russia.

- In April, recommendations how to select a host on Meta were updated thanks to the criteria established by the previous Selection Committee (SelCom).
- CEE Hub once again created a bidding process page to determine the next host of the Wikimedia CEE Meeting in 2025, with the open invitation to express interest even to organise the meeting in 2026 and/or 2027.
- At the end of July, we received two bids for hosting the next Wikimedia CEE Meeting in 2025:
- CEE Hub formed a Selection Committee (SelCom) to determine the next host for the Wikimedia CEE Meeting in 2025, as we received two bids for hosting the conference during July 2024. The SelCom was comprised of six (6) members, including former organizers of the CEE Meetings, the current organiser of Wikimania 2024, and other individuals (with relevant event organisation skills) who expressed interest in joining the committee. Barbara coordinated and supported the work of the committee.
- At the opening session at Wikimedia CEE Meeting 2024 in Istanbul it was announced that the CEE Meeting 2025 will take place in Thessaloniki and it will be organised by Wikimedia Community User Group Greece. Decision of the Selection Committee can be found on Meta page about the bidding process.
- In December, we had a coordination meeting with the Greek organisers in order to help them organising the conference next year.

- CEE Hub established working group dedicated to Tools, defining its goals and timeline.
- At the end of July, CEE Hub created and sent out a survey called Wikimedia Tools research by the CEE Hub to editors, communities, and affiliates, using mailing lists, Meta mass messages, and Telegram. With the research, CEE Hub wanted to understand what tools the CEE communities need and which tools would make their work easier, as well as how they use the existing tools provided by the Wikimedia Foundation and by volunteer developers.
- In September, the CEE Hub published the findings of the research survey conducted by the Wikimedia CEE Hub focused on Tools. The research was conducted during August 2024 and we received 44 responses from more than 20 community members. This survey is just the beginning of the CEE Hub's efforts to work on this important topic during 2025.
- In November and December, meetings of the working group continued. This group has a new name now 'CEE Hub Tech Advancement Group'. The plan is to start with tool discovery improvements and outreach to volunteers who took part in the survey to understand what they'd like to work on and what they want to see changed.

She also took part in a round table dedicated to the regional hubs within the Wikimedia movement and their opportunities and challenges for open collaboration. - In February, topic of the event was Why the brand is important?, and we will have four various sharers from the Wikimedia Foundation, Wikimania 2024 and regional community member.
- In May, topic of the event was Wikimedia Foundation Annual Plan for the period 2024-2025, where WMF gave the introduction of the Annual Plan, and then CEE Hub team gave an update of the Year 2 of their Annual Plan. Afterwards, we had more than 20 minutes for Q&A.
- In June, we had a session how to use social media to promote Wikimedia projects and Wikimedia events.

- Tallinn Meeting took place on 1st and 2nd of March 2024 and it was the first in-person meeting of the Steering Committee (SC) members, advisors and employees of the CEE Hub in 2024. At the meeting, main discussion points were reviewing of the planned activities of the CEE Hub in 2024, CEE Hub support for the conferences and regional projects, deciding on several proposals from the working groups, CEE Hub's Budget, CEE Hub Vision, Internal governance, incorporation, cooperation with others and communication management.
- One day after the Wikimedia Summit 2024 (22 April 2024) in Berlin, CEE Hub held a hybrid meeting where SC members who were in Berlin, advisors and Barbara were present as well as other SC members and other staff member who were online. The main discussion point were the reflections about the Summit. The latter part continued with the discussion about the strategy of the CEE Hub in a relation to the Wikimedia Foundation, especially in terms of the latest ongoing issue with unavailability of the Rapid Fund proposals for our region due to the lack of funding. At the end of the meeting, the organisation of Wikimania and the presence of CEE Hub during Wikimania was discussed, as well as updates from the CEE Hub governance working group.
- CEE Hub held two separate in-person meetings one day before and one day after the CEE Meeting in Istanbul, where Steering Committee members and both staff members had the opportunity to discuss various topics, such as preparation of the CEE Hub Year 3 grant proposal, fine tuning scheduled sessions at the CEE Meeting, feedback from the participants of the CEE meeting about the work of the CEE Hub, and many others. Gathering one day after the CEE Meeting was the first in-person meeting of the newly elected Steering Committee members.

- In February, CEE Hub established working group dedicated to Governance, defining its goals and timeline. In April, group worked on defining conditions and criteria for SC members, working on the Call for NEW SC members
- In May, CEE Hub announced the open call for new Steering Committee members. New members of the CEE Hub Steering Committee should therefore have skills and expertise that they can use when on the Steering Committee to contribute to the support system of the CEE region.
- At the end of August 2024, CEE Hub announced the new Steering Committee for 2024/2025 (CEE Hub Year 3) after the open call during which we received four applications. The mandate of new members began after the CEE Meeting 2024, where they were presented at the closing session.
- In August, CEE Hub staff has commenced work on the Year 3 grant application to ensure the continuity of the CEE hub's activities in the upcoming year. The grant proposal largely mirrored the current initiatives while incorporating an additional staff member to enhance our capacity.

The meeting was facilitated through an external person, each day was dedicated to different topics, one for general aspects of the group and one was dedicated to the Youth Conference in 2025.

- In April, CEE Hub announced Microgrant Programme, which was open call for every individual, group, Wikimedia affiliate or organisation from Wikimedia movement from the Central and Eastern Europe during 2024. We promoted several times the programme within our communication with the affiliates, but also we distributed the information on every Village pump of every language in the CEE region.

7.1.

Drafting an action plan based on research results (analysis done during the CEE Hub year 1 by freelancers)

- In January, CEE Hub established working group dedicated to this topic, defining its goals and timeline. Then, during the February, we had a final proposal which communities should be supported with this pilot activity, and that list was voted by the whole Steering Committee. Steering Committee voted to offer planned community building in the form of a part-time employees to Romanian and Moldovan community and Greek and Cypriot community.
- After checking with the communities, if they are interested in this opportunity, we started the recruitment process for all 3 (three) communities.
- All 3 communities, decided to have two positions, so we employed four different new staff members within this project. Two employees for Greek and Cypriot communities started in June, while two other employees for Romanian/Moldovan communities started in July.2025
- Three of four new employees took part in Wikimania 2024.

- Romanian/Moldovan communities requested and they get an additional support by the CEE Hub in which they will extend the contracts to their employees until they will get a new annual plan in the second (Spring) round of the General Support Fund.
- Both, Greek (Wikimedia Community Greece Association) and Cypriot communities (Wikimedia Cyprus User Group) applied and got their first annual grant proposals in 2025, thanks to the efforts taken to develop these communities during 2024.

- Greek and Cypriot UG managed to restructure (better meta pages, improved contact lists and folder structures), they both have their first ever 3 year strategic plans and they submitted their first general support fund application to the WMF, which got approved in December 2025
- Romanian and Moldovan Language UG also has new programs as by employing educational and communication experts the UG got additional support. New partnerships were establishes due to having new employees and the group has more ambitious work plans for 2025 as they plan to continue with implementation of Wiki related programs at new universities in Romania.

UNPLANNED

7.1.
|
Rapid funds
|
As these were all unplanned initiatives, there were no planned activities and outputs. As we focused on these, some other planned activities had to be paused or moved to Y3.
|
- Coordination with Wikimedia Foundation after we discovered and it was officially confirmed that CEECA region will be left without Rapid Funds after January due to the lack of funding
- As a continuation of the discussion with the Wikimedia Foundation with the current lack of funding for the rapid funds in the CEECA region, CEE Hub published our vision for some future funds distribution
- In April, CEE Hub created a short survey to gather information on how many communities/affiliates from the region plan to apply for the Rapid Funds. Additionally, we invited everyone who applied in cycles 3 and 4 and got a rejection due to the lack of funds to fill in this survey.
- WMF decided to open a semi-open extraordinary round for rapid grant applications for the region in May, and the task of the CEE Hub was to contact all previous grantees that were rejected due to the lack of funding as well as the new ones who have expressed (via survey) their desire to apply for rapid funds in, for our region, cancelled rapid funds rounds. CEE Hub was in charge of the evaluation of the following applications and they received the WMF funding:
- Wikipedia Trainings in Lebanon & Egypt implemented by the Western Armenian Language UG;
- Seniors Create Wikipedia Bratislava implemented by the Wikimedians of Slovakia;
- Wiki Loves Earth 2024 in Kazakhstan implemented by the Wikimedia Community of Kazakh language User Group; and
- Documenting DebatikCenter of Contemporary Art archives in commons implemented by the Wikimedia Community User Group Albania.

- Due to the CEE hub's coordination and intervention, 4 communities got a chance to receive funds and implement their projects in spite of initial cancellation of rapid grant allocations for the CEECA region.

7.2.

CEE Hub Branding efforts
|
This was unplanned. As we focused on it, some other planned activities had to be paused or moved to Y3.

- After unsuccessful attempt to create a logo by working with the Branding Studio from the WMF during CEE Hub's Y1, we revived the idea of working on this topic in August 2024 with opening an open call for new logo and asking community members to send us their own visuals and designs.
- At the end of the open call for the new logo of the CEE Hub, we received two submissions. The designs were reviewed by the Steering Committee and it was decided that proposals of Caner Özyayıkçı correspond the most with hub's vision. It was decided how Caner will be invited to work with the CEE hub to further adjust and fine tune the new logotype.
- In December, we got an official visual guide by Caner, but we still waiting for an official response from the WMF about usage of the word 'Wikimedia' in the logo as this turned out to be problematic. The WMF has to define/decide how/when hubs can use the word 'Wikimedia' i.e. can they have it in their official name.

Movement Charter coordination and explaining to the communities

As these were all unplanned initiatives, there were no planned activities and outputs. As we focused on these, some other planned activities had to be paused or moved to Y3.

- After the final draft of the MC text was published the CEE hub SC members and staff prepared the presentation and explanation about the proposed changes and this information was distributed to the CEE communities.
- Prior to Berlin summit that took place in April 2024, the CEE hub organised 2 session for the CEE communities where everyone was invited to comment/ask questions. As many CEE communities' representatives were not invited to Berlin summit, the CEE hub offered to be the voice of those from the region who could not participate in the summit.
- The CEE Hub coordinator participated in the Berlin summit in April 2024.

- CEE Communities were informed about the recent MC developments (revisions and final version) and they got the chance to voice their opinions via the CEE hub.

Coordination with the WMF - the future of conference/rapid grants
|
As these were all unplanned initiatives, there were no planned activities and outputs. As we focused on these, some other planned activities had to be paused or moved to Y3.

- .Since the Berlin summit, the CEE Hub and the WMF have been discussing the possibility of CEE Hub's replacing (or working closely with) the WMF in the process of distribution of the rapid grant funds. The CEE hub SC members and staff have drafted a proposal which in detain explains under which conditions the CEE hub would/could take part in rapid grand distribution in the region.
