Paiwan language is one of native languages in Taiwan, spoken by 96,000 people. Due to the strict language policy implemented by the local government, the language was rarely spoken in public from the last few decades. People only started to pay much attention on the Paiwan language revival movement when the Act of Indigenous Languages Development (原住民族語言發展法) passed the legislation in 2017.
Thanks to the ALCD team, the develpment of Wikipedia of Taiwanese indigenous languages has meet a staged goal that at least 5 Wikipedias of them (there are about 20 different indigenous languages or more here in Taiwan) are approved by the Language Committee to set up their own sites. A lot of supports and resources from the local Ministry of Education and Wikimedia Taiwan provide activities that introduce Wikimedia Incubator and translatewiki to the indigenous communities. Together with the other Taiwanese indigenous communities, Paiwan community has followed the project and finally the site of Wikipedia Paiwan got approved last year. Later, we recruited our contributors and formed the user group to look for further development on Wikimedia.
During our work on the wiki projects, we found that it's not easy to have new active users to join Paiwan wiki projects. We assume that the two main reasons are the lack of ability on translation and writing.
First of all, we have focused too much on translatiing or transcripting the articles based on Mandarin or English articles and documents to improve our Wikipedia pages in our previous workshops and meetups. The participants to our meetups might have the proficiency of Paiwan language but might not have enough sense of the translation works. Moreover, when it comes to scientific words, modern names of the cities, expressions from other languages, to come up an "invented" expressions might become controversial and a lot of discussions are needed. The challenges might make the participants lose their confidence while editing the Wikipedia pages. Later, their participations decline.
Secondly, the shortage of our potential editors and readers who are familiar with the modern Paiwan writing system makes our promotion of Paiwan wiki projects more challenging. Based on the 2020 report of Taiwanese Ingidenous Languages Proficiency Tests, there is only 1 participant passing the advanced level on Paiwan language, and 1 passing the professional level. Moreover, according to the 2016 report of Indigenous Languages Research Center (ILRDC), the first Paiwan writing system was announced under the in 2005 but some issues still exist including the variants of the word. Although the first Bilbe in Paiwan language has published in 1965, it was written by "ㄅㄆㄇ (Mandarin spelling system)." The Latin Paiwan version, which is closer to the modern Paiwan writing system has only published till the year 1993 (please see the reference: the research paper by Li, Taiyuan and the website of The Bible Society in Taiwan).
As a result, following by the two main assumptions on the tiny increase of the participation to Paiwan wiki projects, we plan to carry out the project of Oral citation in Paiwan language, hoping to include or recruit more other Paiwan speakers who might have their proficiency of speaking instead of writing (according to the report from the Council of Indigenous Peoples, the usage of Paiwan language in the community are even up to 78%) to participate the wiki projects. In this project, we plan to build Paiwan documents (both audio/video and script) on Wikisource that can be cited on other wiki projects like Wikipedia, Wiktionary and so on. More experienced Paiwan speakers will be invited to contribute the wiki projects by "speaking of" their stories, mythology, or even the explanations on Paiwan vocabularies. Moreover, base on 31. Global approach for local skill development from the Wikimedia 2030 Movement Strategy initiatives, we will work to facilitate the communtiy on data collecting, and operational techniques on diffferent wiki projects. We are looking forward to create a knowledge system of Paiwan through Wikimedia movements. Finally, we will do the survey to analyse the reasons why or why not to participate the wiki projects. And the analysis will help us and the other communities to come up with the future strategy of project planning.

- Very little reference in Paiwan language is cited on Wikimedia projects. Knowledge from traditional songs, stories, mythologies in Paiwan language are mostly spoken by the elders of Paiwan. It becomes difficult for Wikimedia users to contribute based on Paiwan langauge sources but only reference in other main languages here in Taiwan such as Mandarin, Japanese, or English.

Oral reference
editWe plan to hold at least 10 meetings (5 online and 5 in-person meetups) to collect stories of Paiwan. Due to the stories can be told in different versions in different communities of Paiwan, the meeting helps us to map the overview of the stories. Also, some local plants, rivers, spots nad so on can be mentioned in the stories that will be collected. We welcome any Paiwan speakers to join the activities to develop transcripting skills in Paiwan languages. We will facilitate to compare the transcriptions of different stories in the meetings to provide the final documents which will be uploaded to Wikisource as our later citation/reference on the other wiki projects (please see the example here).
Cross-wiki projects edit-a-thon
editThe project will include the operation on different wiki projects, like Wikisource, Wiktionary, Wikipedia and so on. We plan to have at least 2 visits to the Paiwan communities to have thematical discussion. And during each visit, we will introduce wiki projects of Paiwan to the communiting that we're looking forward to recruit more contributors.
Analysis on the community's participation
editIn this project, we will try to introduce multiple wiki projects to at least 4 communities of Paiwan that the users can contribute either in written Paiwan or the oral one. During the project, we will ask the participants to do the survey which can help analysis on what makes them feel willing or unwilling to contribute more on the wiki projects. Later the report of the analysis will help us and the other communities to design the future program.
Final Conference
editAfter the Paiwan resources collected and transcripted, we will hold a conference inviting the speakers, participants, editors, and community members to share their idea of the usage of the resources. After the conference, we will have a report which can help us move on to the following stage, for example, Lingua Libre or Common Voice workshop.
Lingua Libre or Common Voice workshop (Future)
editBased on the story-collecting meetings, several pages of Paiwan vocabularies will be updated on Wiktionary Paiwan (now on the Incubator). And we will hold at least 3 workshops utilising the data of vocabulary to Lingua Libre, Common Voice, or other platforms with the cooperation of Paiwan Language-related teams (like 語推組織) or some Tech companies focusing on Taiwan langauges (like ÌTHUÂN KHOKI).

- We will keep the activities online first. And we will start to consider the visit the local communities for the inperson activities after the Covid.

- Some important documents in pinayuanan (Paiwan language) will be translated into Mandarin (zh-tw) which is one of mainly used languages in Taiwan.
- Also we are looking forward to post some translated articles (in English or French) about our project on Diff for sharing with international communities.

In this year-long project, we will focus on collecting the Paiwan resources and transcript resources into text. After the project, we will have a final conference inviting the speakers, participants, editors, and the other Paiwan people to share their ideas about the citation of this new Paiwan documents and audio resources. Based on the outcome report of the conference, we will move on to the Part B in the following years (probably having another proposal then).
Part A
- 1. Meetings with experienced Paiwan speakers

- 3. Upload the files on Wikimedia Commons (please see our example)
- 4. The audio/video files will be transcripted and updated on Wikisource like the example here.
Part B
- 5. Once Wikisource Paiwan is improved, we will have the citation workshop to faciliate the contributors to cite our own reference to Wikipedia Paiwan or other wiki projects.
- 6. More vocabularies in our Wikitionary can be improved (with citations) later.
- 7. Finally, we are looking forward to participate more on Common Voice together with Taigi (another language in Taiwan) community or to do with Lingua Libre in Paiwan language.
Outcomes
editAfter your activities are complete, we would like to understand the draft implementation plan for your community. Budget

We plan to rent a studio in cooperate space in universities in Taipei that the price for "7坪" to "14坪" is from $600 to $1200 per month. We are looking for the best price where we can also use the bigger meeting for free which will be better for our meetups or the conference. Please see the example space in Taipei University of Tech.
- Staff (Part-time): $6,996
- 1~2 staff hired to help the cooperation of the project including marketing on social media, files organization, analyze the outcomes of the activities
- Staff 1: $440 * 12 month = $5,280

Note of typical labor wages in Taiwan shows that the average monthly full-time paid is NTD 26,400 which is nearly $880 per month. And our Staff 1 will be a part-time position that will be paid halfly, $440 (about 20-hour work a week). For the hourly paid is NTD 176 per hour which is about $6 per hour. We will give the paid to the Staff 2 based on this hourly wage.
- Invited Speakers: $3,300
- The speakers invited to give the stories of Paiwan or to share Paiwan knowledge; the speakers invited to facilitate our technical works including data analyzing or to do on different platforms
- We will invite speakers to share their oral knowledge in 5 in-person meetups and 5 online meetups.
- In the totally 10 meetups, we plan to invite 2 speakers for each. The speech will be 2~3 hours. The paid for each speaker will be $165 one time (2~3 hour meeting).
- Meals and Accommodation: $1000
- To provide food for the 5 in-person meetups, 2 visits to the community, and the final conference
- To support the accoomodation when visiting the community if needed
- Transportation: $1,200
- To support our members or invited speakers to join the activities

There will be 10 meetups and 1 conference. The important part of Paiwan speech will be transcripted and the documents will be revised by the experience Paiwan editors or the language teahcers. In totally 11 meetings, the work on each 2~3 hour long speech will be paid about $160 for transcription and the revisement.

Having done fieldwork with a related indigenous language in Taiwan, I believe the project activities outlined in this proposal will benefit (a) the Paiwan community and (b) Wikimedia movement due to the curation/dissemination of linguistic documentation and cultural artifacts (i.e., oral histories) from this indigenous group.
