1. What is the purpose of the event you're attending and why is it important that you attend?

Creative Commons Global Summit is main meeting of hundreds of leading activists, advocates, librarians, educators, lawyers, technologists, working on free licenses and free content.

I pay a lot efforts in free licenses for more than 15 years.

I translated GNU FDL v.1.2 in Russian (in 1993) and was actively explaining its stipulations to others.

I was part of the group that elaborated and promoted changes in Russian Civil Law that directly introduced free (open) licences, first time in the world (that took more than 4 year from me): I'm one of the authors of the article 1286.1 "Open license to use works of science, literature or art" of the Civil Code of Russia. (Also we succeed to promote freedom of panorama.)

Also I participated the Russian Communications Ministry working group (as a non-paid expert) that participated the global Creative Commons 4.0 creation (and adoptation to Russian legislation), a lot of our proposals were included into the final version of the license.

Also I promote the use of free licenses in a lot of institutions of Russia. I wrote a lot of letters and talked to a lot of officers, that resulted in significant amount of federal and regional russian instituions switched to the free lices,

I regularly give talks to general public, librarians and museum workers, explaining to them the principles of free licenses and free content. I participated that Open Heritage and Open Library projects, that includes a lot of such a talks (most recent was on February 28, 2019), more details may be found (here).

I am also the author of 6 books on public domain and free licenses (here and here).

I suppose it's important to get recent information on the topic and make contacts that I can use for further promotion of the free licenses in Russia.

3. What kind of outreach activity do you plan to do?

I will continue to talk about the licenses to wikimedians, librarians, archivists, museum personnel, experts, government officers and general public.

4. How will you let other participants know about your outreach activity?

I am the head of Wikimedia Russia, and participate a lot of both Wikimedia and external events

In addition, I each year since 2007 organize of the annual Wiki-Conference, which brings together Wikimedia project activists from all over Russia and the countries of the former USSR (the working language of the conference is Russian), and talked a lot of time there about free licenses.

5. Do you have a specific networking plan? (e.g. specific people, organizations, groups you would like to develop partnerships with)

Yes, I would like to develop cooperation with free license activists from other countries and exchange experience with them. Unfortunately, there is no list of participants on the conference site yet.

6. What is your plan to follow-up with new contacts?

Through communication via the Internet (wiki projects, social networks, instant messengers, e-mail, etc.)
