We are looking forward to work more on learning patterns and storytelling in the future.

Education Program

Overview

For Wikimedia Eesti, it is important to raise the next generation in the environment of self-evidence of benefits and possibilities of free culture and free knowledge. It is also important to increase their awareness of a possible active participation in the creation and editing processes of this free knowledge. The activities of the education program of Wikimedia Eesti are targeted at increasing the awareness and skills of the next generation in order to encourage their contribution to the sum of all human knowledge.


Goal, objectives

The goal of the education program is:

to increase the awareness of the younger generation about free culture and free knowledge and

to provide them with skills for contributing to Wikimedia projects.

Measures
In order to achieve the goal Wikimedia Eesti will implement following measures:

1. Introducing Wikipedia on a wider scale in universities (most importantly in University of Tartu), i.e. introducing Wikimedia related activities to curricula,,

2. Creation of a nationwide network of teachers and lecturers using Wikimedia as a study tool in secondary schools and universities,

3. Creating an e-course for students of secondary school students, which can be part of their curricula as a chosen subject,

4. Increasing the involvement of active Wikipedians in order to ensure the quality and suitability of editing related to the education program,

5. Supporting local activities through participation in international network (e.g. Wikimedia CEE),

6. Making the work of feedback groups easier by supporting development of WikiComment.

Objectives
Objectives for the program for the year 2016 are:

1. Having at least 2 courses in different university departments where contribution to Wikimedia projects forms an essential part of the curriculum.

2. Have at least 10 teachers from secondary schools integrated to a nationwide network of teachers using Wikimedia as a study tool.

3. At least 30 secondary school students registered our Wikipedia related e-course.

4. At least 5 persons actively involved in the education program feedback group.

5. Exchanging learnings from local education programs with at least 3 international partners.

6. At least 5 active users of WikiComment tool.

The strategic goal of the education program is

an increase of number and competence of people contributing to Wikimedia projects, as well as an increase of Wikimedia content quality through involving educated specialists to Wikimedia activities who otherwise would not be aware of or competent enough for Wikimedia editing/contributing.

This translates into increased reach, increased participation and increased quality.

Targets

Higher education program

1. During the 2016 autumn semester, a Wikipedia assignment of adding 8000 characters to at least one article of Estonian Wikipedia will be part of the academic writing course of the University of Tartu Department of Natural Sciences. At least 150 students will participate on the course.

2. We hope that during the 2016 autumn semester Wikipedia related assignment will be integrated at least 1 more curriculum in University of Tartu and at least 150 students will participate on respective course.

3. We are looking to revive collaboration plans with University of Tartu Viljandi Culture Academy and hope to have contributors from students of Department of Music and Department of Estonian Native Crafts. We hope to have at least 25 participants from these courses.

Secondary school program

1. In the end of the year 2015 and in the beginning of year 2016 a Wikipedia related e-course will be created, which can be chosen by secondary school students for the school year 2015/2016. A participation level of 30 students is foreseen.

2. Wikimedia Eesti tries to continue its collaboration with Tartu Art School and hopefully 10 pictures will be added into Wikimedia Commons under a free licence, as well as added to a coherent article.

3. A rephotography project will be started and we look forward to work with 3 schools and add at least 50 pictures to Wikimedia Commons and relevant articles with this project.

Creating network, involving community

1. In year 2016 we look forward to create a network of at least 10 secondary school and university teachers who will be actively using Wikipedia as part of their courses.

2. It is also foreseen that at least 5 active persons will participate in quality evaluation and feedback groups of the education program of Wikimedia Eesti.

International collaboration

1. As Wikimedia Eesti has set education program as its main strategic goal, we are looking forward to have a more extensive international collaboration with at least 3 international partners.

Tool development

1. As part of its microgrants program, Wikimedia Eesti has supported development of WikiComment in year 2015, which has proven to be a useful tool for feedback group of university course. In year 2016 Wikimedia Eesti is looking forward to finance development of the tool to provide even better support for its strategic priority - education program.

Community Program

Overview

Community has the central role in creating and upkeeping communal knowledge and supporting and expanding the community is the main field of activity of Wikimedia Eesti. These activities are performed on different levels from meetings and motivational events to bees and competitions.


Goal, objectives

The goal of the community program is:

to support the activity of present community and

to involve and motivate new members of the community.

Measures
In order to achieve the goal Wikimedia Eesti will implement following means:

1. Meet-ups for community members are organized,

2. Wikiexpeditions are organized to bring pictures of specific objects to Wikimedia Commons and to Wikipedias,

3. Competitions, bees, collecting activities and workshops are organized to actually involve people on wiki,

4. A small microgrants system will be implemented to build up off-wiki activity.

Objectives
Objectives for the program for the year 2016 are:

1. Having at least 5 events for community members (Wikipedia Summer Days, General assemblies, motivational events, wikiexpeditions), engaging at least 15 different members of the community,

2. Wikiexpeditions will bring at least 250 images of targeted objects to Wikimedia Commons and at least 30% of them will be added to relevant articles.

3. Organizing at least 2 article competitions and bees and 1 photo competition, providing significant improvement to at least 200 articles on Estonian Wikipedia and adding 300 new pictures to Wikimedia Commons,

4. Microgrants will be distributed to the most significant applications from the community.

The strategic goal of the community program is

to support and extend the community, as well as increasing the number and competence of people contributing to different Wikimedia projects.

This translates into increased reach, increased participation, increased quality, as well as encouraged innovation.

Targets

Community events

1. Wikipedia Summer Days will be organized during the third quarter of the year with a participation of at least 10 community members.

2. General assemblies of Wikimedia Eesti will be organized in the first and in the third quarter of the year with the participation of at least 20 organization members and with documented discussions on the agenda, budget and strategy of the organization.

3. At least 1 motivational event and 1 wikiexpedition for community members will be organized.

Wikiexpeditions

1. At least 3 other wikiexpeditions will be organized, with at least 3 different participants, which will bring 250 new images to Wikimedia Commons.

Competitions, bees and workshops

1. Wikimedia Eesti hopes to continue the tradition of Translation bee from February to April 2016 with at least 20 translators improving at least 100 articles.

2. During the year a collaboration month with other Wikipedia(s) will be organized with at least 20 participants improving 100 articles on the subject theme on Estonian Wikipedia.

3. Wiki Loves Earth will take place as a photo collection event and at least 20 participants will provide 300 media files and 20% of them will be added to relevant articles on Estonian Wikipedia by the end of the year.

Microgrants

1. In annual budget 1000 euros will be secured for paying microgrants to support great low cost external ideas. Idea will be supported if at least one third of organization members vote for the project.

Comments
  1. According to agreement with University of Tartu there will be traditional course in Faculty of Sciences in the Autumn semester 2016 and there are negotiations related to adding other courses, which gives a good outlook to reach set objective.
  2. There has not been active work done in creation of the network and 1 of the prior teachers has supported Wikimedia Eesti in piloting the e-course. There will be further attempts made in the second half of the year with the help of education program manager, which gives a mediocre outlook to reach set objective.
  3. In pilot program 6 secondary school students were involved in testing the e-course and there will be support from University of Tartu Youth Academy in promotion of the course in Autumn semester, which gives a good outlook to reach set objective.
  4. 2 persons were actively involved in feedback work during the pilot course and there was no need for further support. In Autumn semester university courses and e-course for secondary school students will kick off where further people will be involved. This gives a good outlook to reach set objective.
  5. Although blogposts in English were published about WikiComment in Wikimedia Foundation blog and E-course in Education Newsletter, no targeted attempts to share learnings there made, but there will attempts made in the second half of the year, which gives mediocre outlook to reach set objective.
  6. Active users of WikiComment is not actually measured, but the number of registered users has risen significantly and the tool has been well accepted. Although set objective is reached there will be further use of the tool made during the university courses and e-course for secondary school students in the second half of the year.

WikiComment is a tool developed in collaboration of Wikimedia Eesti and University of Tartu by Ivo Kruusamägi and Kristjan Tappel. It was created through a microgrant from Wikimedia Eesti in 2015 and in the first half of 2016 the development process continued. It entailed:ˇ

  • full integration of OAuth,
  • integration of wiki CSS,
  • enabling comments in other wikiprojects besides Wikipedia,
  • visualisation of existing different article language versions in WikiComment environment,
  • better visualisation of data and statistics,
  • possibility to change user interface language and several languages added,
  • general bug fixing and commenting the code for further developments.

As a result WikiComment has become a powerful tool that can pull articles from Wikimedia projects and enable highlighting and commenting of the texts, which is highly useful in education program feedback group work, but can also be used for other feedback activities. Currently there are 58 registered users who have commented on 141 pages in 15 different languages and 8 different Wikimedia projects. As a result more than 3000 commented markings have been made and as we look forward to integrate the tool more in the work of feedback groups in Wikimedia Eesti and introduce the tool internationally, these numbers will hopefully increase in near future.

Piloting of the e-course on a small set of secondary school students was done in February-April 2016 under supervision of Wikimedia Eesti education program volunteer Peeter Tinits and school teacher Ivika Hein. The set was formed by students who volunteered to participate and so 6 students were finally involved in the activities. The course structure is not limited to editing and includes:

  1. General introduction to Wikipedia;
  2. Structure of Wikipedia article and its content;
  3. Encyclopedic writing style;
  4. Writing of an article to Wikipedia;
  5. Communication and editing in Wikipedia.

This gives a comprehensive overview of how Wikipedia works and increases the possibility in succeeding constructive and sustainable contributions to Wikimedia projects by enrolled students. In learning process a total of 8 individuals were involved, 6 of them being new Wikimedia users. 1 new image was uploaded to Commons and a total of 35656 bytes were edited in the user namespace during various exercises (not all of the exercises were completed by all of the users). The feedback received during the course and practical examples of works of students will support project team of Wikimedia Eesti for completing the course for its launch in Autumn Semester.

Community program

2. No wikiexpeditions held in the first half of the year, thus 0 images uploaded to Wikimedia Commons and 0% of them added to relevant articles.

3. 2 article competitions and bees and 1 photo competition organized, providing 477 new or significantly improved articles on Estonian Wikipedia and adding 235 new pictures to Wikimedia Commons.

4. 0 microgrants distributed during the first half of the year.


Comments
  1. Due to questions related to restructuring of the chapter 2 general assemblies were held in the first half of the year, as well as a motivational meetings related to Wikipedia 15 celebrations. As a result expected amount of meetings is nearly and expected participation level fully achieved.
  2. As community members lacked time to participate on wikiexpeditions these were not held during the first half of the year. They will be organized in the second half, but exact number is still unknown. As some of a good expedition time has been lost there is a mediocre outlook to reach set objective.
  3. In the first part of the year traditional Translation bee was held with an addition of second edition of regional competition CEE Spring. Also Estonia participated in 2016 edition of Wiki Loves Earth. As a result the set objective of number of competitions and improved articles has been reached, but due to low level of participation on Wiki Loves Earth the image goal was not reached and there is a poor outlook to reach set objective in the second half of the year.
  4. There were no applications made for microgrants in the first half of the year and if there are no applications later in the second half Wikimedia Eesti will run a call for applications. There is mediocre outlook to reach set objective.

Competitions are an essential part of activities of Wikimedia Eesti and are well appreciated by local Wikipedia and photo communities. As discussed with several community members, competitions give a reason to forget quotidian cleaning up tasks for a moment and have some genuine article creation fun for article competition participants and a reason to sort piling pictures and make something of them for photo competition participants. There is a certain demand for more competitions in the communities and Wikimedia Eesti will try to continue organizing competitions in the future. These competitions involve active community members, but also sometimes new participants and they are primarily not seen as content creation activities, but rather motivational events. On the other hand, if there is motivation, then there will also be content.

In the first half of the year 2016 a total of 3 competitions were held. 2 of them were article competitions: traditional annual translation bee, held with the support of European Commission and Wikimedia CEE Spring, supported by CEE collaborative). It seems that these 2 competitions create a good synergy and keep community members contributing throughout the Spring. As a traditional competition translation bee attracts more contributors and involved in 2016 36 participants, 24 of them being active community members. Also translation bee is known for attracting new editors and in 2016 new editor count was 10. 213 articles were created or improved as part of the translation bee and a total of 746,594 bytes were edited. Wikimedia CEE Spring 2016 attracted 17 established editors, 13 of them being active (5+ edits) in month prior to the competition. Content wise this year's edition was a success as 319 articles were created and improved and a total of 923,807 bytes were edited - numbers exceeding the results of translation bee.

Also Wiki Loves Earth local competition was held in Estonia in 2016, but as photo community members were quite busy at the time and it was not possible to organize supporting photoexpeditions, the results were a bit short from what was expected. A total of 23 users (13 active and 4 new) uploaded 235 photos to Wikimedia Commons (see uploaded pictures here. 12,34% of these pictures are in use in Wikimedia prrojects. Photo community activities will be supported by wikiexpeditions, which hopefully bring some more quality content from Estonia and possibly neighboring countries to the Commons

International participation

As Wikimedia Eesti is a rather small chapter and also main supported projects and local communities are rather small, it has been well acknowledged that international participation, sharing & learning makes up an integral part of the activities of chapter. Wikimedia Eesti tries to share its competences on international level. On Wikimedia Conference 2016 Wikimedia Eesti did not only have 2 chapter representatives, but also board member and organizer of Wikimedia CEE Meeting 2015 Teele Vaalma took part in the organizing team (read more in her blog post). Also chapter representatives were actively involved in the pre-conference learning days / board training event and on main conference, especially on impact track. Due to some members receiving WMF scholarship Wikimedia Eesti was also well represented on Wikimania 2016, which also helped the chapter to introduce new faces to the movement.

Even more important than participation on movement wide annual events for Wikimedia Eesti are regional activities and collaborations. Annual Wikimedia CEE Meeting 2016 takes place in the second half of the year 2016, but in the first half Wikimedia Eesti continued to be actively involved in building Wikimedia Finno-Ugric Collaboration. As a result 2 representatives of Wikimedia Eesti took part on the third Finno-Ugric Wikipedia seminar and facilitated discussions about prior and future activities of the collaborative. These discussions will be continued in the second part of the year and hopefuly with the support of Wikimedia Eesti and also Wikimedia RU, this collaboration can be taken to new level, bringing interesting content about small Finno-Ugric people to Wikimedia projects.

(Does not depend solely on activities of Wikimedia Eesti, but also on general processes, e.g. when will Ministry of Justice pass the amendment to the Parliament, how long will political discussions take there, etc. We have to be flexible and adapt to the needs of the actual political and legal process);
  2. Have support from at least 5 key stakeholders for our proposed amendment.

Comments
  1. In the beginning of the year, the team also considered the possibility of having a draft act submitted to the parliament in Spring to be processed and, in the best case scenario, promptly approved, to be quite realistic. We are forced to acknowledge that the optimal scenario did not materialize due to political reasons; however, this was not entirely unexpected. There is a poor outlook to reach set objective
  2. 7 endorsement letters from stakeholders have been gathered and thus the set objective has been reached.
  3. Media coverage was not a priority for the campaign team in Spring, as they were first trying to get a clear picture of the possibilities of the legislative process and the positions of those involved. The campaign team did, however, publish a press release on the Swedish Supreme Court judgement in the BUS vs WMSE case and an analysis of its legal background and implications (article in Estonian in Ärileht; article in Estonian in Postimees). There is a mediocre outlook to reach set objective.

The main succcess of the lobbying team working for Wikimedia Eesti has been collection of endorsement letters from stakeholders. Many important actors in the field have expressed support to Freedom of Panorama in a written form. On 1 June, Deputy Secretary General of Ministry of Justice Kai Härmand and Head of the Copyright Working Group Kärt Nemvalts sent a letter to WMEE thanking us for our in-depth materials concerning “so-called Freedom of Panorama”, “as the proposals submitted and evaluations received from stakeholders will help plan future changes to the Copyright Act”. In the same letter, the officials of the Ministry of Justice said that in their opinion, the immediate implementation of the amendment would not be practical, as the European Commission is conducting a public consultation in this matter and by autumn, a package of proposals would be made public for harmonizing EU copyright law, this including the matter of FoP. The letter concedes that in light of the endorsements received by WMEE, Estonia would most likely support enacting Freedom of Panorama, as both figurative artists and architects, the two groups most affected by the amendment, have reached “a substantially identical conception of the potential scope of the so-called Freedom of Panorama”.

Restructuring

As transforming from an executive or working board to a governance board and to restructure the roles and responsibilities of paid staff members, as well as financial processes and documentation has been a central activity of Wikimedia Eesti during the first half of the year 2016, Wikimedia Eesti also provides a restructuring report as part of its 2016 midpoint report.

  1. According to prior agreement with University of Tartu there was be traditional course in Faculty of Sciences in the Autumn semester 2016. Also one course was held in faculty of informatics. Newly hired education program manager was engaged with a translators course in the University of Tallinn, hopefully replicated in 2017. As a result the set goal was met.
  2. It was decided that creation of network of secondary school teachers will not be part of priorities of newly hired education program manager and also e-course for secondary school students followed a more centralized pattern than expected. As a result the number of secondary school teachers involved in activities of Wikimedia Eesti is not as high as predicted.
  3. 2 persons were actively involved in feedback work during the pilot course and there was no need for further support. In Autumn semester 4 more persons were involved, which provided sufficient support for all the courses and was in accordance with predictions.
  4. Although blogposts in English were published about WikiComment in Wikimedia Foundation blog and E-course in Education Newsletter, as well as presentation made on Wikimedia CEE Meeting, no targeted attempts to share learnings were made. As a result the set goal was not met.
  5. Active users of WikiComment is not actually measured, but the number of registered users has risen significantly (being now 66) and the tool has been well accepted. It can be concluded that set objective is reached.

In Autumn semester of 2017 the e-course for secondary school students of Wikimedia Eesti named “Wikipedia - the free encyclopedia on the Internet” was piloted. The course introduces Wikipedia and its working principles and technical aspects, as well as Wikipedia article as a genre. As part of the course every participant is expected to express acquired knowledge in a form of written article, which is precondition to complete the course.

The aim of the course is to give a good overview of Wikipedia, as well as a first positive experience in editing WIkipedia so that they have knowledge to use and share in in their future contacts with Wikipedia. The e-course also provides students with additional writing skills, informational competence, as well as skills related to interpreting feedback and giving it to peers. In total there were 34 people registered on the course, 18 of them completing the task of written Wikipedia article. Considering the fact that the course was targeted to secondary school students, the quality of completed articles was good. Part of the success came from learnings from previous pilots and following a new pattern of breaking article writing into even smaller steps was well justified. As an introduction to Wikipedia and as a mean to empower students for future contributions in Wikipedia, the course can be considered rather successful. The main problem related to the course was feedback. For better learning experience students were asked to provide feedback to each other, but this was not done in timely manner and as a result was not as effective as hoped. As the course is span over rather short period of time, namely 8 weeks, the schedule may be a bit too intense for secondary school students to excel in all tasks at the same time. As a result the main focus was on articles and feedback did not receive as much attention.

There was also a feedback survey carried out and 16 students responded to the survey, 13 of them stating that they would like to contribute more to Wikipedia in the future. The main concerns were related to issues related to peer feedback system, but the feedback given by course assistants was well appreciated. The e-course team recommends some changes in the future, including reducing peer feedback tasks and investing more to assistant feedback, as well as establishing a small registration fee to ensure better participation and lower drop out rates. Also using video tutorials is highly recommended.

Wikimedia Eesti plans to run the second edition of the e-course in the Autumn semester 2017 with already established partners.



In September 2015 a part-time education program manager was hired for Wikimedia Eesti with the main role to expand the scope of education program in Estonia, it being the strategic priority of the chapter. About a month of integration period followed, during which education program manager was introduced by more experienced staff members to different aspects of the position of the education program coordinator, and to the workplace. As most of the areas of interest for the Wikimedia Eesti education program, that were to be covered by newly hired manager had been in some form initiated previously, he was taken along right from the start to different meetings and classes, where Wikipedia was taught and covered by senior colleagues.

This also meant that the education program manager continued successfully ongoing discussions about possible courses in Tallinn University and as a result a Wikipedia task was integrated to masters course of translators. A total of 17 students wrote 17 articles to Estonian Wikipedia during that course. As the contact person for the course also runs translators courses for secondary school students, Wikipedia task was also integrated to that course and resulted in 8 students creating 8 more articles.

As this only happened during the transition period of the new education program manager and there are ongoing negotiations with Viljandi Culture Academy, University of Life Sciences in Tartu and a big project plan to expand collaboration with University of Tartu, Wikimedia Eesti is hopeful that created position will significantly increase the scope of education program activities in Estonia in near future and will be of significant support to expanding Estonian Wikimedia projects.

Community program

Objectives
  1. Having at least 5 events for community members (Wikipedia Summer Days, General assemblies, motivational events, wikiexpeditions), engaging at least 15 different members of the community,
  2. Wikiexpeditions will bring at least 250 images of targeted objects to Wikimedia Commons and at least 30% of them will be added to relevant articles.
  3. Organizing at least 2 article competitions and bees and 1 photo competition, providing significant improvement to at least 200 articles on Estonian Wikipedia and adding 300 new pictures to Wikimedia Commons,
  4. Microgrants will be distributed to the most significant applications from the community.
Progress

1. 6 events for community members held, engaging 21 different members of the community.

2. 1 wikiexpedition to bordering areas of Russia, 226 images uploaded to Wikimedia Commons and 15,04% of them added to relevant articles.

3. 3 article competitions and bees and 1 photo competition organized, providing 609 new or significantly improved articles on Estonian Wikipedia and adding 235 new pictures to Wikimedia Commons.

4. Microgrants were not distributed to the community, as 0 applications were made.

Comments
  1. Due to questions related to restructuring of the chapter 2 general assemblies were held in the first half of the year, as well as a motivational meetings related to Wikipedia 15 celebrations. There were also end of the year discussion meetings held in Tallinn and in Tartu. As a result expected amount of meetings and expected participation level was achieved.
  2. There was one big wikiexpedition organized in the second half of the year and it provided significant amount of pictures to the commons, set target for uploaded images was nearly reached. As this was done in somewhat uncharted areas in Russia there are still articles missing on Wikipedias and therefore usage rate is lower than expected. The work on integration of pictures continues in 2016.
  3. In the first part of the year traditional Translation bee was held with an addition of second edition of regional competition CEE Spring. Also Estonia participated in 2016 edition of Wiki Loves Earth. As a result the set objective of number of competitions and improved articles was reached already in midpoint. This was further supported by additional article competition in the second part of the year. Due to low level of participation on Wiki Loves Earth the image goal was not reached.
  4. There were no applications made for microgrants in 2016 and the set goal was not accomplished. The system of microgrants will be improved in year 2017.

On the 23rd of November 2016 Science Photo of the Year competition received the 2nd prize from Estonian Research Council for its popularization activities in the category for popularization of science and technology by audio-visual and electronic means. Science Photo of the Year has been one of the successful projects coordinated by active community member Ivo Kruusamägi and organized in Estonia since 2011. In year 2015 this competition was organized on regional level as European Science Photo Competition.

The competition is known for its high quality contributions that can be well used on Wikimedia projects and are good visualizations for science articles on Wikipedia. This also describes the quality approach that coordinator Ivo Kruusamägi has taken in organizing media competitions, collections and wikiexpeditions - systematic work on increasing awareness about quality criteria and follow-up activities to integrate media files to Wikimedia projects has resulted in high usage rate of images made available by Estonian community (supported by Wikimedia Eesti). In the case of 2015 Estonian Science Photo of the Year competition more than 40% of media contributed is used on various Wikimedia projects.

As competition took place in November 2015, some of the activities were completed during 2016 grant year, as well as nomination for the notable award. The next Science Photo Competition will take place in 2017.

Wikimedia Eesti continues its active participation in international movement and in the second half of the year took actively part on Wikimedia CEE Meeting 2016 in Armenia and supported bidding and election process for the next meeting of 2017. CEE collaborative is a good example of regional collaboration in the movement and it provides useful opportunities and learnings for all the affiliates and communities in the region.

As already expressed in the story about the fifth annual meeting of CEE in learning quarterly: For Wikimedia Eesti regional meeting is especially important because of the possibility to receive concentrated learnings from peers in an unmediated form. For a small chapter such transmission of knowledge is of very high value. On the other hand discussions and sharing on regional meetings provide a chance to multiply the impact that Estonian experiences and accumulated know-how has on Wikimedia movement. Having a chapter for such a small community is a luxury and Wikimedia Eesti tries to be worthy of this recognition by taking an active role on international level. Wikimedia CEE Meeting is an excellent platform for increasing the value of local competence and not only for the Estonian chapter.

Wikimedia Eesti also continues to take part in various working groups in the movement and in November Executive Director of the chapter took part in Partnerships & Resource Development workshop in Berlin. This collaborative has as its aim increased collaboration within the movement as well as with external partners and is also an excellent platform for Wikimedia Eesti to increase the use of its available resources by sharing, learning and working together with peers.

These partnerships also result in actual on-wiki contributions and have an important part in on-wiki activities of Wikimedia Eesti. For example in year 2016 most of the competitions held in Estonia were international (CEE Spring, Finnish article competition, WLE) and also there are prospective projects to be added in 2017 (e.g. Europeana 1914-1918)

Lobbying for FoP

Objectives
  1. Change the paragraph in Estonian Copyright Act, which will establish Freedom of Panorama in Estonia. (Does not depend solely on activities of Wikimedia Eesti, but also on general processes, e.g. when will Ministry of Justice pass the amendment to the Parliament, how long will political discussions take there, etc. We have to be flexible and adapt to the needs of the actual political and legal process);
  2. Have support from at least 5 key stakeholders for our proposed amendment.
  3. At least 5 stories about Freedom of Panorama in nationwide media.
  4. Meetings with at least 5 members of European Parliament and European Commission to discuss freedom of panorama and free knowledge. Such meetings could have twofold fruitfulness: our MEPs could influence their local counterparts (even if they wouldn't vote in the parliament) and bring their knowledge to the EP and EC, presenting Estonia as a good example.
Progress

1. As of 31st of December 2016 the paragaph in Estonian Copyrright Act is not changed and Freedom of Panorama is not established in Estonia.

2. 10 stakeholders have provided endorsements for proposed amendment of Wikimedia Eesti.

3. 3 articles about Freedom of Panorama have been published with a support of 2 small articles about copyright case of Wikimedia Sverige.

4. Meetings with 4 MEPs and with Vice President for the Digital Single Market.

Comments
  1. In the beginning of the year, the team also considered the possibility of having a draft act submitted to the parliament in Spring to be processed and, in the best case scenario, promptly approved, to be quite realistic. We are forced to acknowledge that the optimal scenario did not materialize due to political reasons; however, this was not entirely unexpected. With the change in the government in November 2016, outlook of reaching Freedom of Panorama in near future has improved.
  2. 10 endorsement letters from stakeholders have been gathered in total and thus the set objective has been reached.
  3. Media coverage was not a priority for the campaign team in Spring, as they were first trying to get a clear picture of the possibilities of the legislative process and the positions of those involved. The campaign team did, however, publish a press release on the Swedish Supreme Court judgement in the BUS vs WMSE case and an analysis of its legal background and implication. As there were new discussions related to the topic in November new articles were released and the set goal was generally met.
  4. Meetings with Members of European Parliament and especially with Vice President for the Digital Single Market of European Commission proved to be successful in supporting local communication channels. As a result the set goal was met.

Although the campaign for Freedom of Panorama was not as active on the second half of the year for administrative reasons and ongoing EU copyright consultation, results of which were important to continue discussions on local level. In Autumn it was finally revealed that there will be no central Freedom of Panorama clause on European level. There were also political changes in Estonia with one of the coalition members replaced, which brought about a new political situation of which lobbying team tried to make use of. An article was published in weekly cultural newspaper and the topic was once again picked up by cultural committee of Estonian Parliament. As a result the amendment proposal was revised (in accordance to changes in Belgium and France) and it was presented with endorsements to Parliament. There is an agreement with the head of the cultural committee in the Parliament and it is part of their work plan for Spring 2017. Also Ministry of Justice is involved in discussions. Unfortunately there is no concrete schedule, but the situation has significantly improved and there is some hope that amendment proposal may be accepted in year 2017.

Restructuring

As transforming from an executive or working board to a governance board and restructuring the roles and responsibilities of paid staff members, as well as financial processes and documentation has been a central activity of Wikimedia Eesti during the year 2016, Wikimedia Eesti also provides a restructuring report as part of its 2016 final report.
