Partnerships

 
Partnerships. We made a partnership with Metro of Mexico City and derived from that we achieve the first subway ticket devoted to Wikipedia, which had a printing of 5 millions.
Wikimedia Mexico has accumulated many experience working partnerships with a broad variety of institutions, organizations, government agencies, NGOs, groups and individuals to support the Wikimedia mission in the country. Our capacity of building bridges between wikimedians and groups and individuals has also supported and advised other chapters and affiliates and attracted new persons to Wikimedia mission in regions where it is still weak as Central America.

As an example of this capabilities, recently we have signed an agreement with the Secretariat of Culture, which means that most of federal institutions that keep cultural content are now open to Wikimedia projects. Besides we have many organisations that have worked with our chapter in the past that are still standing in their collaborations with us. Consequence of that new and prior collaborations, we are now facing different levels of knowledge that is needed to be analyzed, standardized and professionalized.

Open GLAM 2018

 
Organization of events. We had experience and skills to manage conferences. Our last (nice) experience was WikiWomenCamp 2017.

Wikimedia Mexico, Secretariat of Culture of Mexico and Centro Cultural de España en Mexico and other partners are organising in September 2018 a 2 day public conference around GLAM, Creative Commons, Policy and Legal topics around Cultural Sector, Wikimedia and Openness with a primary presence of representatives of museums, galleries, archives, libraries, theaters, research institutes, media and more that are employees or collaborators of the secretariat also many other mapped potential collaborators as NGOs, policy and legislators, etcetera.

The event will gather 100 persons during 2 days in discussion panels. This event is supported in addition by Wikimedia Argentina, Wikimedia Uruguay and Amical Wikimedia.

  • Goals
    1. Reach at least 250 participants in partnerships related activities.
    2. Reach at least 50 new users derived from partnerships related activities
    3. Reach at least 400 donated items derived from partnerships activities
    4. Reach at least 2 new partners

Gender gap/Editatona

 
 
Editatona. One of our models that are replicated in several countries are leading in Mexico by empowered young and female wikimedians.

It is well know our still unacceptable Gender Gap in Wikimedia projects deriving in a general lack of female editors and content related to women. In Wikimedia Mexico we still keep fighting against this reality with effective actions as we are doing since 2015. We will perform a campaign on social media and with the distribution of stickers focused in attract women, collectives and activities that can join actively our Gender Gap initiative and still communicate to others that are active on the matter the need of continuing the work on contributions, documentations and revision of contents with a Gender perspective on Wikimedia projects.

Likewise as a way to tackle the Gender Gap in new and free licensed initiatives, we will organize a #MexicanasEnWikipedia (Female Mexicans in Wikipedia) photo contest to increase the number of pictures of women and to support the reduction of gender-stereotyped images.

Editatona

Editatona is a project which born in Mexico in 2015 and is a type of editathon only for women, where they have the space to edit articles of Wikipedia and Wikimedia projects that are relevant for them. Editatona has crossed borders and had events in Argentina, Brazil, Uruguay, Venezuela and Ecuador also countries where Wikimedia does not have active members or affiliates as Guatemala, Nicaragua and Honduras.

We are planning the realization of 6 editatonas in Mexico City and three in different states of Mexico for which we request a budget to ensure coffee break and lunch.

Workshops

This year we will add inclusive language sessions and creation of content with Gender perspective to avoid that the articles would have machista or sexist bias.

Content creation

 
 

We believe that we must continue and enforce the content creation activities in our country, especially considering that WMMX activities are so well branded that even the institutions spontaneously look for our chapter to host Wikipedia editathons, talks and workshops. Such activities also maintain community active and skilled in Wikipedia edition.

This year, we want to give extra support activities outside Mexico City. We have important communities in Puebla, Aguascalientes and Chihuahua, and we have offerts of institutions interested in work with us in the ten most important cities in Mexico including Guadalajara and Monterrey.

Events

In the last years we had a sustained rhythm of public events, which are still the most requested activities by our partners. It includes editathons, talks and workshops. Planned to have at least one per month. The activity depends on the necessities of the organisations that invite us. We already have fifteen institutions in wait list.

Wiki Loves Monuments

 

Our chapter have already organized WLM in three chances with great success. This year we want to potentiate this event by contracting a temporal project manager that will care about promoting the contest, looking for sponsorships, attending public questions in social webs, creating statistics, supporting judges of contest, coordinating with other regional project managers and creating the final report.

Culture and traditions of Mexico contest

 

As part of the activities agreed with Secretariat of Culture of Mexico we will co-organize a photo contest about Mexican culture and traditions. Our country have many international recognitions as UNESCO’s Intangible Cultural Heritage and others according to their cultural and traditional richness that does not have a visual representation in Wikimedia Commons.

Digitization

 

As part of the activities agreed with Secretariat of Culture of Mexico we had granted the access to two relevant institutions who preserves books from XVI to XIX centuries: National Library of Anthropology and History (BNAH, in Spanish) and National Museum of Art (MUNAL) library some of which are high valued because there is no other known copy. This books are in public domain and can be scanned and uploaded to Commons. In addition to the access, in the case of BNAH the institution will donate the time of the researchers that will manipulate the books to be scanned with the appropriate standards of preservation and extraction from their special aisled shelves.

This program have the advisory of Wikimedia Uruguay and Wikimedia Digitization User Group.

Education

Wikipedia Education Program

 

We started the Education Program in Mexico in 2011 and in 2018 we will continue the support of creation of contents in public and private universities through the promotion of Wikipedia edition in courses as a part of the curriculum and/or the evaluation of the teacher supported by chapter’s volunteers.

Education meeting

In the seven years of developing of the Education Program we never had a meeting of teachers involved in the program to discuss, reflect and take actions about Wikipedia and Education in the Mexican context. During Wikimania 2015 we had a track devoted to Mexican teachers in the Learning Days previous to the conference and it was successful. We want to make a one day event to gather teachers and share and learn experiences.

Background on administration & operational activities

Administration

Administration

Wikimedia México is now an strong chapter that performs many activities during the year, nevertheless we see a window of opportunity on our administrative skills. We need a professional that advice on accounting and make the tramits before Mexican tax authorities. We are considering to get professional help in order to create a planning framework for the next two years. This contractor will also help doing interviews among our volunteers to determine best practices on governance, following-up about evolution and results of Strategy 2030 and giving recommendations to WMMX about changes to adapt to such strategy, and at the final of the exercise will help in the process of recruitment of definitive staff that we are planning to get the next year.

Board meetings

In order accomplish our bylaws and get a better governance we are realizing three personaL meetings of WMMX Board. Currently two board members live outside Mexico City but we are expecting that during the next year at least one person from another Mexico state will join the board in order to have more diversity and national representation.

Community support

Executive director training

We consider that in this stage of our organization we can not get that specialized skills from our volunteers besides the volume of activities require at least one person focused in keeping our chapter moving forward. We are planning to hire one Executive director in second semester of 2019. So, during 2018 and 2019 we will identify our specific necessities, create the profile for ED, establish the process of selection, make an open call and select the person that will occupy such role. In this grant we are asking for some sources to be applied around April-June 2019 after the process has ended in order to give capacitation to that person through a one week stay in a chapter with a well developed staff system (hopefully Wikimedia Argentina).

Wikimanía 18 attendance

Wikimania is one of the most motivating experiences for a wikimedian but due to the limitations of global scholarships only 3 persons in WMMX have attended to more than Wikimania (taking on account that we hosted the meeting in 2015). So we want to increase the representation of our organisation and our country in the global meeting of our movement and motivate our volunteers.

    1. At least two persons traveling to Wikimania 2018 with an WMMX scholarship.
    2. At least two reports or knowledge sharing of attendance to Wikimania

Merchandising

For us is clear that we must to incentivize and strength the volunteer work, for that reason we ask for some merchandising to award our volunteers and motivate belonging and identity to our WMMX community.

Diversity/Indigenous Languages

According to the goal of diversity and inclusion that current discussions of Wikimedia Strategy 2030 propose and bonding with Wikimedia general goal, this year we will continue with the activities focused in the creation of the Wikipedia in Mayan language, the third language most spoken in Mexico after Spanish and Nahuatl.

In 2016 the activities of Wikimaya were sponsored by Secretariat of Culture but for the next exercise is not among their priorities. So, we want to continue the project with own sources.

    4. Study the process of the Strategy 2030 and give recommendations to be applied to WMMX.

Hemos colaborado en la creación de Wikipedia en maya desde 2016, aliados con el Centro de Cultura Digital de la Secretaría de Cultura del Gobierno de México y organizaciones de la sociedad civil como La Vaca Independiente y Baktún Pueblo Maya. El Maya Yucateco es un idioma hablado por más de un millón de personas en la península de Yucatán, al sureste de México, por tanto, Wikimedia México proseguirá en sus capacidades el trabajo en la promoción de esta versión de enciclopedia.
Nuestro trabajo ha implicado la realización de talleres en 2012, 2016 y 2018 en Mérida, Yucatán, apoyados con fondos públicos del gobierno de México y facilitados por los voluntarios e integrantes de la mesa directiva de Wikimedia México Claudia Muñoz y Luis Álvarez.

{{{Logros principales: en 2018 Wikimedia México prosiguió su objetivo principal como organización, difundir el conocimiento y la cultura libre a través de los proyectos Wikimedia en territorio mexicano. Para ello realizó distintas iniciativas que involucraron 10 eventos presenciales, 120 participantes y 448 ediciones a los proyectos Wikimedia en un esfuerzo de alcance nacional. Además de sus líneas de trabajo habituales como el trabajo con los sectores cultural, educativo y diferentes interacciones, el espíritu del capítulo se ha concentrado en ser un referente en el movimiento en la promoción de la diversidad, específicamente la lucha contra la brecha de género. Tal reconocimiento se materializó en la recepción de dos premios para el capítulo, la Medalla Omecíhuatl, otorgada por el Instituto de las Mujeres de la Ciudad de México y el Premio del Fondo Regional para la Innovación Digital en América Latina y el Caribe (FRIDA) en su edición 2018 en la categoría Tecnología y Género. }}}

Cómo sobrevivir a un cambio de sexenio

Learning story

El 1 de julio de 2018 se realizaron elecciones federales en México, cambiando la administración federal y algunas locales por completo. En México el servicio público está relacionado fuertemente a los hechos electorales, es decir, el servicio público casi por completo es sustituido por personal recontratado por las autoridades entrantes.

En 2012 esto resultó catastrófico para Wikimedia México. Éramos por entonces una organización emergente y más pequeña y cada nueva cita para un aliado potencial significaba un probable resultado positivo. El cambio de sexenio por entonces nos frustró dos interesantes acuerdos, uno con la Secretaría de Educación Pública —la gestora nacional de la educación pública— y otro con el Instituto Nacional de Bellas Artes. Ambos antecedentes de futuras colaboraciones, pero en el momento supuso que las personas encargadas de llevar la relación con nosotros fueran despedidas y por tanto los proyectos se vieran frustrados, incluyendo meses previos de trabajo y negociaciones.

Para el siguiente cambio de gobierno tomamos previsiones. Entre las lecciones que aprendimos de esta característica estuvieron:

  • buscar en lo posible la realización de contratos, convenios o cartas de intención con todas nuestras contrapartes, aunque ello signifique una ruta jurídica larga. No fue necesario al final hacer uso de la validez de estos documentos ya que, prevemos, han sido respetados. Pero un respaldo así garantiza mucha tranquilidad.
  • tener la perspectiva permanente de que se hacen convenios entre el movimiento Wikimedia y una institución, no entre personas. Por tanto reducir en lo máximo los acuerdos verbales es una gran estrategia.
  • invitar de manera permanente a las personas que son tu contraparte a unirse de manera individual a la misión de Wikimedia es una opción. Algunas lo harán, algunas no.

Sin embargo ello la transición no estuvo exenta de sobresaltos. Entre ellas:

  • que el ritmo de realización de eventos se redujera en espera de las nuevas autoridades gestionadoras de los espacios públicos
  • una incertidumbre generalizada en los aliados del gobierno que serían recontratados o despedidos impidió poder hacer planes a lo inmediato. La lógica de gestión en nuestras contrapartes oficiales siempre fue la de esperar los resultados electorales, y ya ocurridos, de esperar nombramientos y movimientos de personal de primer orden. Ese proceso sigue en marcha. En tanto, “hay que esperar”.

Retos venideros

El capítulo cree firmemente en una lógica de trabajo que considere en todo momento diversidad, autonomía, respeto y aprendizaje mutuo cuando se trate de proyectos relacionados a las y los indígenas de nuestro país. Igualmente, en el principio de que un proyecto de esta naturaleza debe ser dirigido, discutido y decidido primordialmente y prioritariamente por mayahablantes.

Tal visión no es opcional en un entorno social y tecnológico que históricamente ha tenido y sigue teniendo hacia las lenguas de México que no son el español, actitudes condescendientes, poscoloniales, extractivas y arbitrarias. No es extraño que frecuentemente se pidan recursos de todo tipo en nombre de los pueblos indígenas de México y de otros países de Latinoamérica sin el consenso y sobretodo la dirección y liderazgo pleno de los mismos. Nuestra visión siempre será respetuosa y cordial, en el entendido que el capítulo avanzará en tanto las comunidades lo hagan y siguiendo sus propias indicaciones.

Tal enfoque plantea un reto singular. Las herramientas actuales provistas por la Fundación Wikimedia plantean los siguientes obstáculos:

  • pese a nuestros esfuerzos por crear materiales de capacitación y la propia facilitación presencial, editar en la Incubadora de Wikimedia es complicado y no cuenta con una interfaz amigable para una persona sin experiencia. Incluso hallar la propia edición piloto de Wikipedia en maya es complicado para una persona mayahablante que desee involucrarse sin mediación nuestra
  • como puede leerse en las relatorías de los eventos, no es falta de voluntad ni de ganas para tener una Wikipedia en maya, ya que nuestros eventos presenciales han sido grandes experiencias. Desafortunadamente las condiciones socioeconómicas de México no permite que existan con frecuencia personas mayahablantes con tiempo libre para donar a la misión Wikimedia y hay dificultades serias en México respecto a internet por su costo y cobertura.
  • Además del voluntario Lorenzo Itzá (User:Lorenzoitza) no hemos encontrado a más personas mayahablantes que asuman la tarea titánica de localizar el software MediaWiki, máxime que existen discusiones actuales por distintas partes interesadas en el Maya Yucateco sobre las grafías a utilizar, el significado y escritura de ciertos términos, etcétera.

Los retos que prosiguen para la creación de esta edición en el primer semestre de 2019 son:

  • consolidar voluntariado local, sobretodo a las y los editores que han respaldado con un gran entusiasmo la creación del proyecto
  • buscar partes interesadas mediante la creación de un proyecto específico liderado por una persona mayahablante experta y entusiasta que pueda realizar una estrategia local de mapeo de oportunidades y de involucramiento de organizaciones gubernamentales, académicas, comunitarias y no gubernamentales de distinta índole
  • buscar otros proyectos de activismo digital en maya yucateco que puedan estimular la producción de contenidos libres y atraer la atención hacia proyectos como Wikipedia, Wikidata y Wikcionario

Retos para el capítulo en los siguientes meses

  • Eventos suspendidos por la veda electoral. La jornada electoral del 1 de julio de 2018 supuso una ralentización en el ritmo de nuestra organización, sobretodo, en la falta de apoyos institucionales habituales debido a las estrictas normas de leyes electorales de México, las cuales pueden sancionar la realización de un evento específico como una forma de promoción. Este punto delicado desestimula una de nuestras principales fuentes tanto de realización de alianzas y eventos como cosas más simples como el préstamo de espacios públicos para hacer eventos. Tal situación incluso es un desestímulo para los propios liderazgos del capítulo al plantear una situación más compleja de solucionar para el voluntariado en medio de un ambiente relativamente inestable.
  • Si bien se ha contado con el trabajo de las profesoras Mónica Quijano y Andrea Torres de la Universidas Nacional Autónoma de México, el Programa de Educación en Wikipedia en México se ha enfocado también en la investigación y publicación de experiencias en entornos académicos con la alianza que se tiene con la Universidad Nacional Autónoma de México. Entre estas publicaciones están:

En este sentido en 2019 el esfuerzo seguirá en ese sentido ya que tendremos una mayor actividad principalmente con la organización de un evento relacionado a Wikipedia y la educación en México.
  • Construir capacidad sobre tech y Wikidata. Sigue siendo necesario construir capacidades locales sobre tecnología y proyectos específicos como Wikidata. Por ejemplo, el proyecto entre la Secretaría de Cultura de México y su base de datos de cultura, Mexicana, y que implica la importación de cerca de 700 mil elementos, nos ha demostrado que si bien existe conocimiento de gestión y edición de Wikidata en nuestra organización, hace falta más experiencia y recursos de tiempo y gestión de proyecto locales para asumir proyectos de gran tamaño como este.
