PT Wiktionary?

Thanks for drafting this proposal. I'm not sure I understand whether your plan is to add more entries to Portuguese Wiktionary (a free online dictionary that already exists), or to create something new. If your plan is to grow Wiktionary, please know that these grants cannot pay for people to create content - translators or others working on adding content to Wiktionary would need to be volunteers. If you plan to create something new, on the other hand, we would want to better understand the relationship between this new thing and Wikimedia projects.

The main ideia is create a dictionary in format of printed book, using data of wikcionany and other references. In Brazil exists mainly two, the Houaiss and Aurélio. A few years ago, a new dictionary appers, Minidicionário Livre da Língua Portuguesa, is Creative Commons but was only 35K words. Creating a new one with all words in Wikcionary is a good way to force visibility to PT wikcionary and the Create Commons comunnity. Best, --Webysther (talk) 13:09, 6 November 2014 (UTC)

What is the problem you're trying to solve?

The lack of a free dictionary that is unified, complete, up-to-date, following the latest spelling reform, well layed-out, ISBN-registered, having software for offline reading and professionally edited. There is no free Houaiss dictionary.

What is your solution?

• Cataloguing every free and copyrighted dictionary
• Sending a formal request for content release
• Creating a system to automatically import the entries from every dictionary.
• Automatised verb conjugation, updating to the spelling norm, Latin etymology, synonyms, syllabification, phonetics and citations
• Formally requesting the unification of all known digital dictionaries by means of a consortium
• Creating media to divulge this unification.
• Creating a tool for offline reading (like the one used by Houaiss)
• A reader for mobiles with offline support
• Making it available by means of an API, file, database of the entire updated dictionary.
• Systematised and automatised exportation into Wiktionary, Public Domain and other portals.
• Creating an e-book (EPUB, PDF, etc.):
  • Hiring a professional reviser
  • Hiring a professional editor
  • Creation, by a professional, of cover art
  • ISBN registration, catalogue card, CDD and others.
  • Making the book available for free on Amazon, Scribd and Wikisource.
  • Creating marketing material requesting funds in order to print the dictionary to be donated to public schools and other NGOs.
    • A donation request in the dictionary’s website in order to pay for the printing.
    • Selling the printed version at printing cost plus the symbolic value of a donation for further printing.
    • Creating a campaign in crowdfunding websites.
    • Formally requesting for funds from the Ministry of Culture, UNESCO and NGOs.

Project goals

The editing market seeks profit abusively in Brazil and high-quality information has a high cost, more that 60% of the country earns up to 750 USD a month. Paying 50 USD for a good dictionary is an insult, you exclude a big part of the population and restricts knowledge to the elite. Making a complete, up-to-date and high-quality dictionary available to everyone who has Internet access allows for instantaneous access to knowledge that should never have to be charged from approximately 50% of the entire population. With availability using Kiwix, once printed (by means of donations) it will be able to reach communities that don’t have Internet access, which makes up the great majority of Brazil.

Activities

This is an idea that requires a greater technological effort. The goal is to free up many hours for developing the platform. I wish to test this initially with a dictionary and verify its viability and get an idea of how much time this will take: 5 years? 10 years? a lifetime?

• Editing: 5000 USD
• Layout: 250 USD
• Art: 250 USD
• Servers: 500 USD
• Publicising in mass media, creation of youtube videos: 2500 USD

Community engagement

• Making source code available on github
• With the digital dictionary consortium, it will be possible to ask for technical help from professionals, using this unification.

Sustainability

After being sent to Wiktionary the plan is to make it so every update of the e-book editions is undertaken by compiling the database.

Measures of success

Being a project with greater technological requirements, SCRUM will be chosen as a foundation for the definition of metrics for creating the platform, based on the material that will be created.

• The estimate is that collecting every entry with simple definitions will take up to 3 years.
• Phonetics, conjugation, updating the entries to the latest spelling norm, syllabification and other in up to 7 years.

Participants

Webysther Nunes: PHP programmer for more than 10 years, worked in the Ministry of Education, Ministry of Development and is currently with Folha de S. Paulo. He is interested in non-profit projects that support at-risk communities in Brazil.

Risco de falha

Creio que o maior risco de falha desse projeto está na liberação de conteúdo por parte das editoras. Realmente, elas buscam o lucro abusivamente; então por que liberariam seu conteúdo? Minha questão é, o que você fará se eles se negarem a liberar o conteúdo e/ou não se interessarem pelo consórcio?

Uma possibilidade é depender do Wikcionário (invertendo o fluxo de informação proposto) e de dicionários em domínio público (aliás, um e-book muito bem formatado do dicionário Figueiredo de 1913 está disponível [archive.org nesse site], se não me engano). O problema dessas soluções são que o Wikcionário Português ainda não tem uma quantidade suficiente de conteúdo e dicionários antigos precisam de mudanças enormes para atualizá-los às normas ortográficas atuais.
