Because I personally do not know much about this particular issue, I think it would be very helpful if you could provide some links to on-wiki discussions related to the use of images of recently deceased notable people. Thanks in advance.

I would also recommend taking a look at a recent (successful) proposal to the IEG program related to the sourcing of health images, called "Health images for all." I really like this proposal because it makes a very strong case for the need of health images to support/enrich Wikipedia content - I think this would be an important component of your proposal (with regards to images of the recently deceased) were you to expand on it. The project plan - outlining activities on how to improve processes related to sourcing images - may also be of interest to you as you develop your idea further.

@Thepwnco: Here are two examples: w:Wikipedia:Files for discussion/2016 May 21#File:Reg Grundy 20 September 2010.jpg and w:Wikipedia:Files for deletion/2012 September 9#File:Jenny Romatowski.jpg.
