Punishment through web of trust
editThis is collective punishment, but as a working solution it depends on web of trust, it won't scale as people will withdraw. Not only will they withdraw from the offending user but also other users they are suspicious about. You can form guilds to do something that otherwise needs higher karma, and you can dissolve a guild if they do something wrong, but you should not propagate a fine on karma (or any other kind of punishment) to wrong member of a guild. The next open call for Project Grants will be in October 2016. You can also consider applying for a Rapid Grant, if your project does not require a large amount of funding, as applications can be submitted anytime.
