Follow-up Questions from ESEAP Funds Committee

General Support Fund proposal approved in the amount of TWD 4,191,180

Congratulations! Your grant is approved in the amount of TWD 4,191,180 with a grant term starting 1 January 2023 and ending 31 December 2023.

The changes we see:

• In the last 12 months, we observed a change in the Secretary General, some changes in Board members and internal staffing to better align to both resourcing and operations needs. With many of Wikimedia Taiwan partners successfully securing Alliances Fund grant funding, we see a gradual shift in Wikimedia Taiwan’s role, adapting from lead implementer to a resourcing, strategising and connecting role.
• When Wikipedia Asian Month User Group required support, Wikimedia Taiwan stepped in mid-way as a project manager and applied for a new grant to ensure continuity. The hope is to support the User Group up to a point where it can run and function independently again.
• After the global ban of some users in the Chinese community in 2021, Wikimedia Taiwan put a strong emphasis on strengthening community health through engagement. This is also evident from the Universal Code of Conduct training for administrators in this grant.

The changes we hope to see:

• Defining Wikimedia Taiwan’s role in supporting the growth and participation of small language communities in Taiwan on wiki projects.
• Going through the learning and evaluation resources and identifying ways to distil learnings and increasing visibility of the work so that it can be more widely shared with the ESEAP community for peer learning. Example of learning resources: ESEAP Learning and Reflection Session; Let’s connect

General Clarity (e.g. vision, change, strategy, learnings)	(KSH): With the problem surrounding the Chinese Wikipedia, this application has addressed specific issues in improving community health. Their plan on designing UCoC training is a positive aspect from this application. If needed, they can also consult with WMF staff who have designed and conducted "Addressing Harassment Online" Training.
Impact potential and strategic alignment(e.g. strategy, activities alignment with knowledge equity, movement strategy, welcoming underrepresented communities, community support)	(BB): WMTW has been a forefront in the UCoC and other strategic implementation (NF): I already saw their Facebook page. It has good interactions between members.	(BB): My observation is that Wikimedia Taiwan has been a great contributor to the UCoC discussions and recommendations. It would be good to see similar active participation on the ESEAP hub proposal. (KSH): As part of the review process, one of the questions that the funds committee has to review is: "8a. Does the proposal include strategic partnerships? For example: partnerships that address the proposal’s goals and have potential to contribute in the longer term?." Given Wikimedia Taiwan has many alliances fund partners and government partnerships, it would be great if they mentioned all partners next time. This can be done for future applications.
Organisational capacity and budget(e.g. budget, learnings, strategies for engagement)		(YS): It would be great if you would share the thinking process and learnings from your re-organisation and streamlining process specifically "To sum up, the three-point approach of our previous annual plan "Wikipedia Education Program / Wikidata and GLAM Project / Diversity and Community project" would not be enough to respond to the changes we are facing, so we have consolidated the internal community development business in Taiwan and then handed it over to the community with the crowd-leading approach, Wikimedia Taiwan would move to the supporting roles; and the new division of work will expand the scope of work of Wikimedia Taiwan." This could make a good case study for peer learning in the ESEAP region. Question raised during written responses that were partially answered. This can be tabled for further reflection and discussion with ESEAP PO during grant implementation (JC) Do staff at Wikimedia Taiwan have a learning and development plan? What are the types of skills gaps and training needs?
Learning and evaluation(e.g. learnings, metrics)	(KSH): Need more clarity on how Wikimedia Taiwan plans to answer learning questions (KSH): On metrics, they have numbers of editors - might be interesting to look further into new editors, active editors, and how many of them stay in the project. (NF) On metrics, Wikimedia Taiwan only uses tools to count the numbers of how many pages are created/edited etc. Do you have any learning/feedback from participants' tools? Maybe a kind of sampling interview? These can be included in learning reports.	Question raised during written responses that were partially answered. This can be tabled for further reflection and discussion with ESEAP PO during grant implementation (JC): The learning questions are well thought through. Next, need to make the connection from questions to metric (i.e. what to measure) and tools (i.e how to measure) For example: What type of information is captured in the service report? How do we plan to measure or observe items 2/3/4 (question 19)? How will you plan to capture or document the findings? If we could budget for resources to produce a case study on a topic that Wikimedia Taiwan is doing well, what would it be? Metrics: Can we have more disaggregated data that analyses quality of content and usage? Resource: Quick tips for applicants to include Learning, Evaluation and Sharing efforts in proposals
Others	(KSH): Scholarships in Wikimania: what are the selection criteria? And how are they going to monitor the report or follow up post-Wikimania? How to ensure the process is fair, transparent and accountable?	(JC): Consider putting together a multi-year strategic plan for Wikimedia Taiwan
