Reminder: Change status to proposed to submit

IMPORTANT: Please note that you must change your proposal status from "draft" to "proposed" by the submission deadline in order for your proposal to be reviewed in the current round. When your proposal has been successfully submitted, it will show up in the "Open proposals" list (it may take several minutes for the list to update after you submit it). Applications that are not completely filled out and correctly submitted by the deadline will not be reviewed. To submit your proposal, you must complete all fields of the application and then:

1. Click on "edit source"
2. Change "|status=DRAFT" to "|status=PROPOSED"
3. Click the "Publish changes" button.

Eligibility confirmed, Round 1 2021 - Community Organizing proposal

This Project Grants proposal is under review!

We've confirmed your proposal is eligible for review in Round 1 2021 for Community Organizing projects. This decision is contingent upon compliance with our COVID-19 guidelines. If your proposal includes travel and/or offline events, you must ensure that all of the following are true:

  • You have reviewed and can comply with the guidelines linked above.
  • If necessary because of COVID-19 safety risks, you can complete the core components of your proposed work plan _without_ offline events or travel.
  • You are able to postpone any planned offline events or travel until the Wikimedia Foundation’s guidelines allow for them, without significant harm to the goals of your project.
  • You include a COVID-19 planning section in your activities plan. In this section, you should provide a brief summary of how your project plan will meet COVID-19 guidelines, and how it would impact your project if travel and offline events prove unfeasible throughout the entire life of your project. If you have not already included this in your proposal, you have until February 28 to add it.

The Community review period is now underway, from February 20-March 4. We encourage you to make sure that stakeholders, volunteers, and/or communities impacted by your proposed project are aware of your proposal and invite them to give feedback on your talkpage. This is a great way to make sure that you are meeting the needs of the people you plan to work with and it can help you improve your project.

  • If you are applying for funds in a region where there is a Wikimedia Affiliate working, we encourage you to let them know about your project, too.
  • If you _are_ a Wikimedia Affiliate applying for a Project Grant: A special reminder that our guidelines and criteria require you to announce your Project Grant requests on your official user group page on Meta and a local language forum that is recognized by your group, to allow adequate space for objections and support to be voiced).

Please feel free to ask questions and make changes to this proposal as discussions continue during the community review period. By March 4, make sure that your proposal has incorporated any revisions you want to make and complies with all of our guidelines. If you have not already done so, you can make use of our project planning resources to improve your proposal further, too.

The Project Grant committee's formal review for round 1 2020 will occur March 5 through March 20, 2021. We ask that you refrain from making any further changes to your proposal during the committee review period, so we can be sure that all committee members are scoring the same version of the proposal.

Grantees will be announced Friday, April 22, 2021. Sometimes we have to make some changes to the round schedule. If that happens, it will be reflected on the round schedule on the Project Grants start page.

Additional comments from the Committee:
  • The creation of learning material is a good way to spread Wikimedia mission in all projects.
  • The training material is essential to support newcomers and it seems aligned with the 2030 strategy.
  • Grantee wrote "Creating a methodology for replicating this project". We cannot be sure in advance that the methodology is successful and applicable in other cases
  • Providing needed resources for leading to more engagement and understanding of the Wikimedia projects and communities is directly connected to the strategic priorities of the movement, particularly around equity. The end-product has the potential of becoming a "public-good support", as resources are generalist, thus may be re-used in different contexts.
  • Seems a lack of ways to measure the project effectiveness and how it will improve teaching during the grant execution. I see a potential to reuse material in the future, but while the grant execution I feel a lack of interest to measure the success and the develop training with material created. I didn't read about use (or reuse) some existing material to avoid create everything from zero.
  • We cannot be sure in advance that the methodology is successful and applicable in other cases
  • An understanding of what resources already exist and could be adapted or re-used is missing from the proposal. Stronger affiliates have invested a lot of time, energy and money to create resources that could be easily remixed for the context of the proposal without the need of re-creating material. This would reduce tremendously the risk that is inherent to this project. A detailed plan is also missing, as there is no understanding of metrics, expected outcomes, strategy for each one of the resources that are being considered. Without this information it is hard to understand how resources that will be created will actually have an impact on the context that is provided to justify the investment.
  • The participants has enough knowledge about Wikimedia movement. I see a budget well balanced but unclear about some items (such as laptop and computer and costs to create material). The roles and responsibilities are clear.
  • I generally support that the budget is shown in local currency but I strongly support all future grantee to add a column for the dollar amount. Budet is not realistic and clear. It is unclear what will be done with the equipment and software after the project (Including Laptop). Does something form budget can be done with the help of volunteers?
  • It would be interesting to know the the team has the relevant experience to create the videos
  • On the one hand, the project is led by committed Wikimedians, who have diligently served the movement. On the other hand, it is unclear whether or not participants have engaged with equivalent projects before. The movement has been very good in building resources, and I recommend participants to connect with affiliates and the WMF that have already worked so much on creating resources.
  • Local Wikimedia community and Wikipedia project is absent from endorsements. The community engagement seems aligned with project needings.
  • There is no clear community support. Grantee just informed community on Village pump but there is no discussions.
  • There is no endorsement by members of the Telugu community.
  • Creating training material is a good way to invest time and resources to train new Wikimedians (or Wikipedian). I see a lack of metrics and how measure it during the project execution. The budget is unclear in some items. I see a minor interest from online community to adopt these material.
  • Interesting project and I have appreciated the idea to support other indian languages.
  • budget reduction, clearer discussion and community attitude about the desire to participate in the project.
  • It is not clear from the proposal how the series of training mentioned in the proposal would ne conducted. It is not clear how they plan to evaluate the impact of the training and the planned training resources and there is no strategy on how to follow up with the trainee after the event.
  • I strongly support the creation of resources for Telugu Wikipedia, as this addresses questions of knowledge equity. Yet, the proposal as is does not provide enough information on a plan to assess risk, impact metrics, goals for these resources. Moreover, the idea that we need to ** create ** resources is not justified. I suspect we could just ** remix ** already existing resources into the context of Telugu Wikipedia. More work in planning and envisioning the project is needed. Budget should be reduced, as this is at this point a high risk project and this risk --coming from an iterative proposal-- is not necessarily sound.

Thanks for reviewing the project and providing valuable comments. Following are some clarifications for some comments and changes we made:
  • We have added our evaluation plan in Evaluation and Scaling out under the sub-section activities, added our goal where we aimed "Every material to pass through Primary revision, feedback considered revision and a final revision." Introduced metrics "Number of users participated in evaluation process" and "Number of iterations or versions that were produced or improved" accordingly.
  • We inteded "priliminary phase" (which is from Feb-June 2021) to be research phase where we are mapping existing help content and training materials. We now clarified this in "Preliminary Period (February–June 2021)" under the Sub-section Activities.
  • We reviewed budget and also added clarification about how we intended to use the equipment during and after the project period.
  • This project idea was discussed and developed in Telugu Wikipedia village pump where some active Wikimedians provided suggestions and endorsed the project enthusiastically during December 2020. We updated those details and links in the section "Community Notification". While we are mapping the help pages in Telugu Wikipedia and finding out gaps & issues in project sub page, one of the active wikipedians who is not part of this team is contributing to the activity by providing feedback. I hope this can be taken as a sign of interest from community. Unfortunately we missed providing the links where discussion happened earlier. We tried to fix it now.

Congratulations! Your proposal has been selected for a Project Grant.

The committee has recommended this proposal and WMF has approved funding for the full amount of your request, 930,000 INR

Comments regarding this decision:
The committee is pleased to support creation and revision of full-scale online training resources for Telugu Wikipedia, along with the development of a clear action plan to replicate this idea in other Indian languages.

The committee emphasized the importance of establishing a strong evaluation plan for this project, with clear goals about what you intend the materials to achieve, and a built-in way of measuring whether you have achieved these goals or not. Replication should not be encouraged in other Indian languages until evaluation of the success of the materials has been completed and there is a determination of effectiveness.

NOTE: Funding of any offline activities (e.g. travel and in-person events) is contingent upon compliance with the Wikimedia Foundation's COVID-19 guidelines. We require that you complete the Risk Assessment Tool:

  • 14 days before any travel and/or gathering event
  • 24 hours before any travel and/or gathering event

Offline events may only proceed if the tool results continue to be green or yellow.

Next steps:

  1. You will be contacted to sign a grant agreement and setup a monthly check-in schedule.
  2. Review the information for grantees.
  3. Use the new buttons on your original proposal to create your project pages.
  4. Start work on your project!
