Yes that is correct. Thank you for asking! As a public media organization, we are experienced in building a coalition of philanthropic support to complete our projects. For example, we have an upcoming podcast that is funded by three three foundations and several individual donors. Scope and experience
editIt's impossible to make a financial plan for such a project without having clearly mapped exactly what kind of content you need to create. For an example of how such an activity can be planned, see for instance Wikipedia Primary School. You would probably need to start from w:en:Wikipedia:WikiProject Minnesota and see what needs the community has identified.
To conduct such a project you will need to hire very experienced wikimedians. It's not clear from the proposal what kind of selection method and working group structure you envision. You can study past Wikimedian in residence projects and copy successful ones. Nemo 13:23, 23 February 2020 (UTC)

We appreciate that Minnesota Public Radio is prioritizing narratives and needs from underrepresented racial groups in its community, and that you are interested in seeking ways to connect and share your findings with Wikimedia projects. We also appreciate that the outcomes of this work would be freely accessible. Unfortunately, this proposal is out of scope for our grant programs, as the impact of the interviews, surveys, and listening sessions on Wikidata, other Wikimedia projects or their communities is not clear. I have therefore marked the proposal as ineligible for review this round.
