Hi TSVC1190, thanks for you proposal. I've e-mailed you about some unresolved legal challenges regarding our ability to fund activities in China or even sending funds to China generally. For now, I'll be setting this grant back to draft status because of these issues. That said, I have some more general concerns around the grant right now concerning eligibility. Specifically, it seems like the activities you've proposed -- exchanging experiences, building trust, building plans and programs -- can all be done online such as on-wiki, or using a free service such as Google Hangouts or Skype. Would this be a possible alternative in terms of reaching your goals of connecting with and making plans with contributors in Vietnam? Hi, Chris! Thank you for your reply! I've seen your e-mail. There is a proverb in China What you hear about may be false; what you see is true. As you said, two countries wikimedians with Google hangouts or Skype, then you can save a lot of money. However, the virtual eventually is virtual, if you do not see the reality, then everything is just a dream. If Skype can be completed, then wikimania is not necessary to hold. In order to tie you in, I have delayed the time and the budget is reduced. Because we have reached a consensus with the Vietnamese side, the Vietnamese side is willing to work with us.

@TSVC1190: Unfortunately, I can't approve the application as it stands. I acknowledge there are benefits to meeting in person, but it's unclear to me why your specific activities and goals could not be accomplished online. One difference between Wikimania and this proposal is a major international conference that routinely brings together over 1000 individuals, which cannot feasibly be done online. It's also not clear to me who in Vietnam you will be meeting with, and we generally would expect them to be mentioned or for them to comment on the proposal (e.g. by endorsing it). The specific cost of the trip isn't a concern, it's more than we need a good rationale for why online discussion platforms could not be used for your activities and why you would be unable to achieve your goals. I JethroBT (WMF), thank you for your reply! I attended the Chinese Wikipedians meetup in Beijing on July 23, there were 15 people at the meetup, included a female wikipedian. It showed that the Chinese Wikipedian community is still in sustainable development. According to your advice, I have added my party application, such as hold a edit-a-thon at some famous universities in Vietnam and so on. As for the opposition in TPS page, I also know the ideas from voted opposition's Wikipedians, they think that I am not yet grown, and they think that my English level is not enough to communicate with foreigners, and my numbers of edit only have less than 2000, so they don't want to vote support. But I think I can dispel their doubts, because I often participate in volunteer activities, and once with an American girl in love. And I am the organizer of the Qingdao Wikimedians meetup, every meetup is very successful, because of these, the Chinese mainland wikimedians community began to activity.--TSVC1190 (talk) 11:33, 25 July 2017 (UTC)Reply
TSVC1190, so how can you convince us with your poor language skill? Don't you think it's a waste of time and money if Vietnamese friends couldn't understand what you said at all, or you got lost in Vietnam due to language problems? @TSVC1190: I don't have any concerns about your ability to communicate in English on this grant. The main concern is that there's not a compelling rationale for why travel is needed to accomplish your stated goals. For this reason, I'm marking this proposal as ineligible.
