Hi, hbotero; thank you for taking the time to write down this project proposal, as well as for your continued dedication to the Wiki movement in Colombia. We are excited to see your efforts continue in Fresno.

Like the first time around, we are excited to see your use of local, global and WMF resources for your project. We are also pleased to see your focus narrow in on educators and education institutions; it shows your commitment to addressing the limitations of the first implementation of your project.

We think that the concept underlying your current proposal is a great evolution from the first project you implemented with a Rapid Grant, and we want to see it come to fruition.

1. The project proposal mentions an accompaniment process to promote adoption of Wikimedia content in the classroom. Can you tell us more about what exactly this process will entail? If it will include a series of workshops, what will be the topic for each? How do you plan to structure your accompaniment?

1. Thinking of the longer term sustainability of this effort, this time around we would like to see a reflection on ways to build local capacity within Fresno to manage KIWIX infrastructure and promote its use among new students. How will you identify potential community leaders who can become points of contact for this project? How will you communicate remotely with schools when the implementing team is back in Bogotá?

1. You mention you will be setting up infrastructure to monitor Wikipedia use in the participating schools. What metrics do you foresee collecting?

1. You mentioned difficulty in recruiting people for an event planned in your first project implementation, despite trying all possible local media. How will you do things differently to spread the word about the closing event for this project? The testimonials gathered in the event of the first project implementation might provide useful messaging for outreach materials (see report).

We think that addressing these concerns will lead to a stronger project proposal that will fit well within the guidelines of projects that get Rapid Grant funding. La propuesta no incluye talleres, la vez pasada vimos que esto no era necesariamente la forma más efectiva, lo que se propone es un acompañamiento personal a los docentes que incluye apoyo para explicar el tema a las directivas y apoyar al docente en su labor con los estudiantes. En la propuesta se refleja esto en dos puntos:

1. “En cada institución participante una persona del proyecto instalará Wikipedia offline sobre la Red Local Inalámbrica Kimera, utilizando los equipos disponibles”
2. “Una vez instalada la Wikipedia, se le indicará al docente las opciones que da Wikipedia para apoyar sus labores docentes, teniendo en cuenta su respectivo nivel. Se harán visitas posteriores por parte de las personas a cargo de este proyecto para apoyar en la promoción de su uso entre los estudiantes.”

Desde el principio de este proyecto la infraestructura depende de lo que hemos denominado como “red local”. La red se ha instalado en las instituciones educativas, como una herramienta de fácil instalación y uso que responde a las necesidades particulares que existen allí. Esta infraestructura no necesita apoyo técnico especializado, la red local inalámbrica se ha venido instalando desde hace tres años en las escuelas y el mantenimiento básico que requiere ya es parte de la comunidad. Se monta sobre los equipos de las escuelas y desde el principio Kiwix se incluye. Además, los líderes del proyecto son los profesores y ya hay capacidad local para el mantenimiento básico incluso de no estar en la región Karisma.

Adicionalmente es necesario notar que Karisma ha trabajado de la mano y creando capacidad local, como se afirma al decir “El proyecto se llevará a cabo con la colaboración de la Fundación Fresno Posible que lo operará en el municipio“

Hemos sido muy cuidadosos de hablar de documentar y no de monitorear, porque no pretendemos recolectar usos detallados ni individualizados. Por eso lo que se menciona en el proyecto es la herramienta Piwik que lo que permite es recoger datos estadísticos y por tanto datos como las veces que se accederá Wikipedia, ofrecer algunas métricas que permita con el tiempo determinar el éxito o no del proceso. Así decíamos: “En cada caso se instalará una herramienta que permita documentar el uso que se haga de la Wikipedia, de forma tal que al final del proyecto se tenga información real sobre este uso.”

Por eso en esta oportunidad se propone una estrategia diferente centrada en los docentes de las instituciones educativas con las cuales se adelantan proyectos, se hará un trabajo personal con las directivas y los docentes y algunas actividades promocionales con los estudiantes como ya se mencionó más arriba.

Creemos que esta estrategia más personal es la que garantizará una participación más significativa y por eso se propone como actividad de cierre que: “Se hará una reunión de socialización en la zona urbana como parte de la promoción de la participación de los docentes, se invitará a aquellos que participen. Además de refrigerios se entregará como reconocimiento a su apoyo memorias USB con la versión de Wikipedia y a la experiencia más relevante se dará un computador portátil. Se aprovechará esta reunión para recopilar información y comentarios de los docentes sobre el uso de Wikipedia.”

Estimado Héctor Botero: Revisando los lineamientos para los fondos que otorga WMF, veo que es imposible apoyar la compra de equipo (como la laptop) cuando la solicitud viene de organizaciones sin afiliación formal a Wikimedia (como los grupos de usuarios). Si el tema de la laptop es central para la ejecución del proyecto, la mejor opción sería cambiar la propuesta para que sea otorgada al grupo de usuarios en Colombia y ejecutada con Karisma; si es más importante que la subvención vaya directamente a Karisma, se puede cambiar el incentivo. Aquí están los lineamientos que sigue el programa de Rapid Grants. Quedo atenta a ver qué cambio les parece más pertinente. Saludos, MMontes (WMF) (talk) 21:42, 10 May 2019 (UTC)
