What is the problem you're trying to solve?

There is no distinct line that can be drawn around harassment. There is a continuum between acceptable and unacceptable behaviour, and the endpoints vary depending on personal and cultural circumstances.

What is your solution?

Expectations will vary, and we should try to avoid trying to draw a hard line as it will not work. There will always be grey areas. However we could start by accepting that whatever we choose will look slightly wrong to almost all of us, but it could still work. We need to be able to deal with both the excessively offensive and the excessively offended so the rest of us can get on with the job.
