Yep, definitely a conlang. For some reason, some people in Devon feel neglected because Cornwall gets a language of its own and they don't, so they made this one up.

Which script they are willing to use? If Han, it may be reasonably considered as Cantonese; which means that they shouldn't get project even they have ISO-639-3 code.

I just said that even they have a code, if it is written in Han, they shouldn't get a project because of similarity with Cantonese.
