This proposal has been approved.
The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.

A committee member provided the following comment:

  • The community needs to develop an active test project; it must remain active until approval (automated statistics). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name Wikisumber "Wikisource" in your language
Project namespace Wikisumber usually the same as the project name
Project talk namespace Parembugan Wikisumber "Wikisource talk" (the discussion namespace of the project namespace)
Enable uploads admin Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo File:Wikisource-logo-jv.svg This needs to be an SVG image (instructions for logo creation).
Default project timezone UTC (Etc/GMT) "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces Indhèks (Index), Kaca (Page), Panganggit (Author), for talk pages: Parembugan_<translated_namespace> For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Slogan: kapustakan mardika Anything else that should be set
Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

  1. Support The Javanese language has been written since 804 AD and there are literally thousands of works written in this language spanning 12 centuries. For example, at the Leiden University Library alone there are more than 18.000 codices from Indonesia[1], a great majority of them written in the various forms of the Javanese language. So it would be no more than obvious if there would be a Wikisource in this language. At the multilingual Wikisource we have already done some work. Some have worked on the Bible, others on the Koran and still some others on Hindu and Buddhist texts. So we already have a variety of texts. Meursault2004 16:07, 20 October 2008 (UTC)[reply]

In future, actually I also would like to see pages in Javanese script. At this moment it is not yet possible although Unicode already reserved space for Javanese (and the related Balinese) script. That's not an exemption doctrine policy though. Such a policy needs to define which non-free content may be uploaded locally that would be disallowed on Commons. Local uploads can only be enabled with that purpose. See Non-free content. --MF-W 10:44, 25 June 2021 (UTC)[reply]

English Wikisource seems like doesn't have the EDP. Should we based it on Indonesian Wikipedia then?
Edit: it seems en.ws do have some kind of policy not listed in my previous link nor wikidata. Our community is still considering which would be our base policy, idwp, jvwp, or enws. ✒ Bennylin 11:49, 25 June 2021 (UTC)[reply]

@Bennylin and Wirjadisastra: do you need the upload at all? Some Wikisources only upload the files on Wikidata Commons and don't upload them locally and many Wikisources only have a very small number of local files, see the last column "Files" on Wikisource#List of Wikisources (the English is an exception and not the rule). Yes, we have discussed it, and there are some files with incompatible Commons licenses (for example CC-BY-NC and others) that we would like to upload locally (just as the case with id.ws). ✒ Bennylin 08:32, 6 July 2021 (UTC)[reply]
