Movement Strategy/Recommendations/Clusters
In December 2019, during a meeting in Berlin, a group of Writers consolidated the 89 Working Group recommendations into 13 clusters, which became the basis for conversations with the Movement from January to March 2020 and subsequent finalization. The purpose of the consolidation was to continue the task from the Harmonization Sprint in Tunis: to group recommendations together based on functional convergences and structural relations, evolving from the previous nine thematic areas (e.g., Capacity Building, Product & Technology, etc.) and closer to one coherent strategy document. The table below illustrates the transition from the second iteration of recommendations (September 2019, Tunis) to the third version (January 2020) by detailing which recommendation from the Working Group phase were grouped together around which identified functions. Decisions around consolidating the recommendations were the mandate of the volunteer Writers group. Since the 89 recommendations were at varying stages of development and many put forward multiple ideas, the above approach facilitated multiple components from various recommendations to come together in different arrangements. This ensured that ideas were not lost and the recommendations were consolidated comprehensively and with respect to the original effort of the Working Groups.
