It could, but it's basically the same as the way someone gets any other right. Also, it varies by which wiki we are discussing:

1. A trusted user who is (probably) already an admin makes a request to become a bureaucrat.
2. The local community discusses the request.
3. If consensus to promote is reached, then a the situation will be handled in one of the following ways:

   If there are already local bureaucrats, and they can grant bureaucrat access, then one of them promotes the user.

   If no local user can promote the user to 'crat, then someone requests it on SRP, linking to the local consensus.

No, bureaucrats in the normal setup cannot remove either sysop or bureaucrat status once granted. On some wikis listed in the main page they may be able to remove those, but that is the exception. —MarcoAurelio (talk) 13:11, 7 August 2020 (UTC)

I hope this is the page where this request should be written. In the Hebrew Wikipedia, a vote to remove bureaucrat user:Dovno rights has ended. The vote ended with the following results: A total of 149 voting .42.3% voted for removal. 57.7% voted iagainst. see here

Oh sorry I misunderstood, you are not asking for removal but for a steward to basically certify the results? Why can't the other local bureaucrats do that? Usually stewards don't interfere in local matters, but you may raise this at Stewards' noticeboard. Johannnes89 (talk) 19:54, 10 February 2024 (UTC)
