Hello @Amgine:, I agree that neutral votes are a central issue of our time. I've used another simple way to count the neutral votes, by considering them as a portion of the people not represented by a vote, when analyzing the Wikimedia Foundation's 2015 Board elections. A wiki is not generally a very good forum — portions of a discussion may take place in many different locations. The participants may understand that a reply will be added at the most-relevant talk page, but someone discovering it from outside the context might be rather confused by what seems to be an ignored question.
