Needs 2018-19 link in nav template

Before this line:

2017-18 fiscal year

there should be a similar line for 2018-2019. I didn't understand the translation markup so I didn't actually make the change myself. We'll probably need a 2019-2020 one soon too. Gnuish (talk) 11:33, 4 January 2020 (UTC)
