The Global Arbitration Committee (Arbitration Committee) is proposed to serve as the final appellate body for disputes within Wikimedia projects. It aims to address global disputes, appeals from local Arbitration Committees, and issues in projects lacking such committees.
Membership
edit- The committee will consist of 14 members, elected for 12-month terms.
- Candidates must meet the following criteria:
- At least 500 global edits.
- Registered for at least 3 months.
- Not currently serving on any local Arbitration Committee.
- Elections will be held annually, and all users meeting the criteria can vote.
Responsibilities
edit- Handles appeals from decisions made by local Arbitration Committees.
- Resolves disputes involving multiple Wikimedia projects or those from projects without local Arbitration Committees.
- The Global ArbCom's decisions are binding across all Wikimedia projects.

Processes
editCase submission and acceptance
edit- Cases must first be addressed to local Arbitration Committees if available.
- The Global ArbCom accepts:
- Appeals from local Arbitration Committee decisions.
- Global disputes or issues in projects without local Arbitration Committees.
- To accept a case, a majority vote of participating arbitrators is required. A minimum of 7 arbitrators must support the case for it to proceed.
Decision-making
edit- The committee will conduct a thorough review, gathering evidence and statements from involved parties.
- Cases will proceed through the following phases:
- Parties submit the case with relevant details.
- Arbitrators review the submissions and decide on case acceptance.
- Collection and examination of evidence.
- Arbitrators discuss and vote on the case.
- A decision is published, which includes the rationale and any imposed remedies.
Appeals
edit- Parties dissatisfied with a decision may file an appeal for reconsideration within 30 days.
- Appeals are accepted if new evidence or significant procedural errors are identified.
- A new panel of arbitrators will review the appeal to ensure impartiality.
Communication
edit- Sensitive cases may be handled privately, with public disclosure limited to necessary details.
- The committee communicates on-wiki or through a dedicated email list.
