I. Coverage and composition. The Wikimedia East, Southeast Asia and the Pacific Regional Cooperation (ESEAP) is a regional collaborative composed of nationalities and Wikimedia affiliates. Membership also includes nationalities and informal communities.	Wikimedia Central and Eastern Europe (CEE) is a partnership among the Wikimedia communities in Central and Eastern Europe.	"CEE share some traditional and historical issues. The region covers an area that has previously used to be a part of a wide cooperation among the peoples living there." "[It is] easy & relatively cheap to travel between many of these countries." The geographic situation of ESEAP and CEE differs from each other. The European region is a contagious area while the Far East and the Pacific are archipelagic and quite dispersed unlike the latter which is compact.
II. Purpose. The ESEAP Hub is a platform to encourage communities in the region to share their experiences and ideas, and to find collaboration opportunities with other communities in the region.	The main goal of the group is to stimulate growth for all Wikimedia projects of this region and aid in cooperation and understanding of individual projects which are part of the CEE region.	[There is a] great opportunity to exchange experiences, learn best practices, create a meta community that spans country borders but has tighter connections than the global Wikimedia community." CEE is more of a project-based cooperation while ESEAP focuses more on the people/personalities/communities involved in the Movement within the Far East and the Pacific regions.
III. Formation years of the regional cooperation. During the Wikimania 2014, there are several people from East Asia Region (Addis from WUG-CN, Samuel and Kris from WMHK, Eugene and Joel from WMPH, Ichsan from WMID, Liang from WMTW, Taweetham from Usergroup Thailand, and Anna Koval from Education Team of Wikimedia Foundation) who talked about the purpose to collaborate in a regional way. In November 2015, the Wikipedia Asian Month was launched as headed by Addis Wang (CUG-CN) and Liang-chih Shan Kuan (WMTW). It is an online edit-a-thon aimed at enhancing the understanding among Asian Wikipedia communities with twelve (12) participating affiliates.	The Central and Eastern European Wikimedia Group, also called as CEEWiki Group or CEEWikiLink, was founded in Haifa at Wikimania 2011. Its main purposes are organizing chapter meetings and helping those countries which have no chapter or user group. Its very first annual Wikimedia CEE Meeting took place in Belgrade on 13-14 October 2012, a year after its formation, thru the support of Wikimedia Hungary, Wikimedia Poland, Wikimedia Foundation, Wikimedia Deutschland, Wikimedia Macedonia, and Wikimedia Serbia. Established in 2015, the Wikimedia CEE Spring is an international editing contest organized in the Central and Eastern Europe (CEE) region that takes place on the respective language versions of Wikipedia of the CEE region. It aims to support article creation and improvements in order to raise awareness about Central and Eastern Europe as well as parts of Southern Europe, its history, culture, traditions, and more. The editing contest is organized as the name suggests at the beginning of the spring in the Northern Hemisphere (and thereby in the CEE region) from 21st of March until 31st of May.	CEE has long been established as a regional network of Wikimedia affiliates supporting communities without Wikimedia affiliates thru the annual CEE Meeting (since 2012) and CEE Spring (2015). Whereas, ESEA's plan to hold ESEA Meetup in 2015 did not materialize. ESEAP Conference 2018, hosted by Wikimedia Indonesia and Wikimedia Foundation, was realized only 4 years after the first meeting of ESEA affiliates. Unlike the regional conference, Wikipedia Asian Month has long been established as a regional campaign. [It is] designed to boost Asian content on Wikipedia each November. This initiative extends beyond Asian communities, involving various language-specific Wikipedias and Wikimedia Foundation project websites. It also encourages local organizers to hold associated events. In 2018, Wikipedia Asian Month User Group was recognized as a thematic affiliate.
IV. As a Hub. Wikimedia East, Southeast Asia, and the Pacific Regional Hub, abbreviated as ESEAP, as the focal point of a diverse and collaborative network of Wikimedia communities, affiliates and content contributors in the East, Southeast Asia, and the Pacific region, dedicated to support the mission and vision of the Wikimedia movement. [The] Hub's mission is to empower people around the ESEAP region to share in the sum of all knowledge. [The] Hub's vision is to collaborate in creating an ESEAP region in which every single person can access and contribute to the sum of all knowledge.	The Wikimedia CEE Hub is a network of communities and Wikimedia affiliates that have been organised in the Wikimedia CEE (Central and Eastern Europe) group since 2011. The goal of this regional hub is to formalise the ongoing collaboration within the CEE region and provide services for communities that support them in their work and enable them to grow how they see fit for them.	CEE's original purpose is to help countries without Wikimedia affiliates. Whereas, the original purpose of ESEAP, established 3 years after the formation of CEE as East and Southeast Asia (ESEA), is to collaborate as a region.
V. Governance See Draft of Roles and Responsibilities. The ESEAP Preparatory Council is a council to continue the work done by the ESEAP Interim Hub Committee. The aim of the Preparatory Council is to: Produce documents that meet standards for funding and complete other critical documents that are required for a successful funding request Refine all completed works by the ESEAP Interim Hub Committee, including the draft statement, the *Roles and Responsibility document, Theory of change, etc. Represent the ESEAP as an interim committee. There are 9 members in the ESEAP Preparatory Council, which consists of: 4 Affiliate Seats, 3 Community Seats, 2 Individual Seats. Organisational chart of the CEE Hub. The current Steering Committee was agreed upon at the Wikimedia CEE Meeting 2023.
